Compliance with City of Roseville, Construction & Demolition Debris Ordinance & the State of California, Green Building Standards Code (CALGreen) All California cities and counties, including Roseville, are required by state law (AB 939) to recycle at least 50% of their municipal solid waste, which includes construction and demolition debris. The City of Roseville is subject to significant fines for failure to comply with the 50% recycling requirement. The State of California has adopted the California Green Building Standards Code and the City of Roseville is mandated to enforce these standards. The City s Construction & Demolition Recycling Ordinance, Chapter 9.17.000, and adoption of the CALGreen standards, assists the city in increasing the level of sustainability and in meeting the State s regulatory requirements. What types of projects are included? - All new building construction CALGreen 2013; Roseville Municipal Code, section 9.17.000 - TI s, as part of the initial shell/structure only CALGreen 2013; Roseville Municipal Code, section 9.17.000 - All demolition projects CALGreen 2013; Roseville Municipal Code, section 9.17.000 - Any addition or alteration of 1000 Sq. ft. or more CALGreen 2013; Roseville Municipal Code, section 9.17.000 - Any non-residential project with a permit valuation of or estimated construction cost of over $200,000 CALGreen - Any residential project that increases the building s area, volume, or size CALGreen; 2013 & Roseville Municipal Code, section 9.17.000 All applications for permits that include the above mentioned project types will be required to submit a Waste Management Plan (WMP) before a permit is issued. When submitting a WMP, applicants must select Option One, Option Two, or Option Three. Option One: Contract hauling with the City of Roseville 1. Contract with the City of Roseville to haul All of the material generated on the project. City staff will ensure compliance with the City s C&D Ordinance and the CALGreen building code, by delivering all materials generated onsite to the Western Regional Landfill/Materials Recovery Facility (MRF) at 3033 Fiddyment Road.

Option Two: Select a hauler from an approved list Contractor will select a hauler from the approved list and the contractor will be responsible for completing a Waste Generation, Disposal & Diversion Report (Part Three of the WMP) at the end of the project. 1. Select one non-exclusive franchised hauler from the City approved list. The approved waste hauling company is required to collect and dispose of All materials generated on the project. All materials shall be delivered to the Materials Recovery Facility at 3033 Fiddyment Rd. for sorting and disposal. Some materials, if 100% source separated recyclables, can be delivered to a certified recycling facility. 2. Complete and submit Part One and Two of the Waste Management Plan (WMP). Under Option Two, compliance requirements are the responsibility of the contractor. Therefore, the contractor will need to obtain any receipts, weight tickets etc. from the hauler, to use for reporting at the end of the project. When applying for an applicable construction or demolition permit, the applicant must estimate the types of materials generated from the project and indicate where those materials will be recycled or reused. 3. At the end of the project, the applicant shall complete and submit a Waste Generation, Disposal & Diversion Report, Part Three of the WMP, delineating the amount of waste generated and diverted. Additionally, weight tickets and receipts shall be submitted. You will not be able to finalize your project or get your Certificate of Occupancy until your Waste Diversion report is submitted. Option Three: Self Haul Material - Contractor will self haul all material generated onsite and is responsible for compliance with the City s C&D Ordinance and the CALGreen Standards Code. 1. Complete and submit Part One and Two of the Waste Management Plan (WMP). When applying for an applicable construction or demolition permit, the contractor must estimate the types of materials generated from the project and indicate where those materials will be recycled or reused. 2. During construction or demolition of the project, the contractor is required to recycle or reuse a minimum of 50% of the debris generated from the project. 3. Once the project is completed, the contractor must submit the completed Waste Diversion Report (Part three of the WMP), including copies of weight tickets, receipts or other documentation to verify that a minimum 50% of the debris generated from the project was recycled or reused. Please submit this report to the Solid Waste Division via fax, email or regular mail.

Once you determine what your plan will be, please follow the four easy steps below. Step 1 Complete Parts One and Two of the Waste Management Plan. Step 2 Save your receipts. Step 3 Prior to calling for a final, submit Part Three of the Waste Management Plan and request approval from the Solid Waste Division. Step 4 Contact the building department for a final.

Construction Site Stormwater Compliance Reminders To comply with the requirements of your Construction General Permit, or City Stormwater Ordinance, you must: 1) Implement effective best management practices (BMPs) for all pollutants at your site including ~ sediment, concrete waste, stucco waste, paint, fertilizers & fuels. 2) Implement effective combination of erosion and sediment control. Prevent erosion by stabilizing all disturbed soil, paying particular attention to exposed slopes. 3) Conduct site inspections before, during extended storm events, and after each storm event. Make sure all BMPs are installed properly and are working effectively. If State permitted; Note any problems and corrective actions taken in your on-site SWPPP. 4) Keep replacement supplies on hand and/or on site. 5) Cover all dumpsters ~ especially important during the wet season. 6) If you are dewatering ground water from your construction site, you must demonstrate the ground water quality meets all water quality standards prior to discharge. 7) If you are using soil amendments (such as lime, fly ash etc.) and they will be exposed to stormwater, you must implement a Sampling Analysis Program. 8) Ensure all site personnel are trained in erosion prevention/sediment control techniques, and know their responsibilities under the Construction General Permit and the City s Stormwater Ordinance. 9) Immediately report to the Development Services, Land Development Engineering Division any instances of sediment or other pollutant discharges from your construction site. 10) Maintain your construction access to minimize tracking. 11) Contain wash water from power washing operations and discharge it to porous areas. 12) Maintain drain inlet and perimeter protection year round.
