2 What is C&D? As defined by NC DENR, C&D solid waste is solid waste generated solely from the construction, remodeling, repair, or demolition operations on pavement and buildings or structures. C&D waste does not include municipal and industrial wastes that may be generated by the on going operations at buildings or structures. 7 Case Studies Orange County, NC Regulated Recyclable Material Ordinance (RRMO) Established ; Requires the recycling of certain C&D materials: corrugated cardboard clean wood scrap metal Construction and demolition projects must have a waste management plan in place Waste haulers must be licensed The volume of C&D waste fell almost 50% following implementation of the RRMO; due to rigorous waste regulations and higher tipping fees, waste moved out of County to licensed and inspected waste sorting facilities that picked out what the County required wood, metal and cardboard.
