Understanding the plastics industry Plastics Converting in Europe The European Plastics Converters (EuPC) is the leading EU-level Trade Association, based in Brussels, representing European Plastics Converters. EuPC now totals about 50 European Plastics Converting national and European industry associations, it represents close to 50,000 companies, producing over 45 million tonnes of plastic products every year. More than 1.6 million people are working in about 50,000 companies (mainly small and medium sized companies in the converting sector) to create a turnover in excess of 280 billion per year. www.plasticsconverters.eu

What is plastics converting? The plastics converters are companies using plastics as input material and manufacturing (semi- )finished products via different production techniques. What is the difference with the material producers and the plastics recyclers? The plastics raw material producers are large chemical companies which are transforming a carbon based material into a polymer by a polymerisation process. Plastics recyclers refers to small operations that aim to recover plastics waste via mechanical processes (grinding, washing, separating, drying, re-granulating and compounding), thus producing recyclates that can be converted into new plastics products, often substituting virgin plastics. The European plastics converting industry is an intermediate industry producing (semi-)finished goods and articles. This industry is composed of six main sub-sectors: Packaging, Building & Construction, Automotive, consumer goods, medical and leisure. It has a turnover of 208 billion (EU27, 2006, Eurostat) and employs a total direct staff of about 1.38 million (EU27, 2006, Eurostat). Many more people are employed in specialised sectors that are today depending on all these plastics products (e.g. sports, leisure, boating, infrastructure, civil engineering and green energy...). The output of the plastics converters includes a multiplicity of products and articles: bottles, fibres, sheets, windows, car bumpers, phone covers, bags, pipes, carpets, flooring, trays, waterproofing membranes, cable, toys, containers, household goods and many, many more. This industry is contributing to the health and welfare of the EU population and offers a dynamic and innovative environment for 50,000 small and medium sized companies in Europe. The plastics products are made of very different plastics materials (PVC, PE, PP, PET,... ) and the share of new materials such as recycled plastics (e.g. R-PET) and bioplastics or wood plastics is constantly increasing. Therefore, we need to ensure that this industry maintains a manufacturing capacity in Europe. Raw Materials Virgin plastics; Recycled plastics; Bio-plastics. European Plastics Converting Industry in numbers (Eurostat) The European plastics converting (EU27) industry is composed of nearly 50,000 companies and employees directly more than 1.3 million persons. The sector is mainly composed of SMEs employing only 24 people fulltime, on average. The turnover produced by this sector has grown during the past year reaching more than 220 billion in 2007 (EU27). The forecast for 2009 shows a strong decrease in sales due to the important negative impact of the financial crisis on this sector (especially in sectors like automotive and building and construction). Mt Plastics Converting Market Since 1950 the world production of virgin plastics has exponentially increased reaching 245Mt in 2008 dropping for the first time in more than 30 years due to the financial crisis. Germany (7.5%), France (3%) and Italy (2%) are the top 3 European producers of plastics raw material. The European plastics converters demand for virgin plastics reached 48.5 Mt in 2008. The most important polymer demanded on the market was the polyethylene family (28%) followed by polypropylene (18%) and polyvinyl chloride (12%). Figure 7: European Plastics Converting Demand Breakdown per resin (48.5Mt, 2008) Source: The Compelling Facts About Plastics 2009 Packaging is the most important end-market for the goods produced by the plastics converting industry (38%) followed by the building & construction sector (21%). Fast growing markets such as the green energy sector (e.g. wind turbines) and high-tech products are gaining importance. The plastics converting industry production severely plummet during 2008 (-16%). In 2009 the production stabilised and has even grown in all the markets. The below trend raises growth hopes for 2010 for the plastic converting industry. The production of the plastics converting industry has suffered less than the raw material producers and plastics machinery producers. Nevertheless, converters have been more affected than the average of the chemical industry. In absolute values Germany and Spain have lost more than 20 points of production compared to 15 point for the EU average. European Plastics Converting Trade The EU is traditionally a net exporter of plastics products with a surplus of 5.91 billion in 2008 and increasing by 105% since 2000. The plastics converted products represent 2% of the European export of manufactured products. These plastic products made in the EU are mainly exported to the USA (12.2%), Russia (11.6%) and China (5.4%). Regarding import, China is playing a central part (31.1%) followed by the USA (15.8%) and Switzerland (13.8%). The most important family of products exported are plates, sheets, films, foils, tapes and strips of plastics representing 36% of the EU exports. The conveyance or packing of goods of plastics are the second most important products family exported representing 14% of the EU exports of plastics goods.
