ATF AGREEMENT Basic principles (important for us as operators): Transparency: communication of fees, charges, penalties, procedures, laws, rules for classification of goods, etc. Availability of information/communication/consultation: - between authorities and traders, other interested parties (internet, enquiry points); NAV site (nav.gov.hu; TARIC WEB); new EU customs codex 952/2013/EU broad consultation by NGM with authorities, business entities, other parties) Unified procedures: usage of international standards; unification of procedures and formalities, prior to arrival, electronic processing, random selection, risk based control or expedited procedure Predictability: charges, fess, taxes, time periods of procedures, etc. Possibility to appeal: administrative and judicial proceedings Authorised operators: expedited procedures (on site inspection, reduced guarantees, lower data and document requirement., low rate of physical insp. Rapid release, deferred payment, mutual recognition by members of authorised operators
INTERNATIONAL CO-OPERATION Trade facilitation is not a national matter (especially with 3rd countries) Landlocked countries (like Hungary) depend on what neighbours do to facilitate trade (except air-cargo flow) HUNGARY: 7 neighbours (5 EU 2 non EU) in practice it is working well, authorities constantly communicate the relevant information agreed on bilateral level (Serbia, Ukraine) International cooperation is important to abolish trade barriers and speed up the process (competitive advantage) How to achieve: Adopt common approaches towards customs and related matters and unified processes
