The Future of Biogas in China Li Jingming Secretary-General, China Biogas Society Biogas World Berlin, Germany April 1, 2014

Outline Achievements on Biogas Development in China Why Biogas has been Chosen The Future Market of China Biogas Conclusion

Biogas Achievements China biogas development has experienced nearly 90 years; The Chinese government has always believed that the biogas is an important form of resource recycling with comprehensive benefits such as economic, energy, environmental protection benefit; China biogas has typical Chinese characteristics. On the one hand, this stage is the common development of household biogas and biogas projects, but mainly is household biogas; On the other hand, the biogas uses agricultural waste as the main raw material, environmental protection and clean energy provision is the main purpose;

Biogas Achievements Since the beginning of the 70s of last century, biogas development is included in the each five-year development plan as a government action; Especially from the beginning of this century, Chinese government invested heavily to support biogas development as achieving cleaner production and recycling. Only in the past 10 years (2003-2012), the central government invested about 31.5 billion RMB (about 3.8 billion EURO) to construct and develop biogas.

Central Investment (unit: 100 million CNY) Biogas Achievements 80 60 40 20 0 2003 2004 2005 2006 2007 2008 2009 2010 2011 2012 According to statistics, China invested 91.8 billion CNY (~ 10.85 billion EUR) to support the biogas development from 2003 to 2012, among which, 31.5 billion Yuan from central government, 13.9 billion Yuan from local government, 46.4 billion Yuan raised by farmers. (note: 1 EUR=8.46 CNY)

The rural household biogas is 40.83 million, the annual biogas production is 13.8 billion m3, the annual household biogas production is 377 m3.

There are 91.95 thousand biogas projects in China, among which, 5.6 thousand large-sized biogas projects, 9.77 thousand middle-sized biogas projects, 76.6 thousand small-sized biogas projects. The total annual biogas production is 1.98 billion m3, supply gas for 1.54 million households and annual generation is 0.38 billion kwh.

Why Biogas China appeared much haze phenomenon in the past two years which leading to traffic congestion, flight delays and some diseaseprone; According to the monitoring of the environment department, in Beijing, fog and haze particles pollution, vehicle exhaust accounted for 22.2%, coal accounted for 16.7%, dust accounted for 16.3%, industry accounted for 15.7%, in addition, some from the straw burning; In September 2013, China's State Council issued the "Air Pollution Prevention Action Plan", some important measures in which are the gas instead of coal and gas instead of oil."

Why Biogas The development of large-scale farming has polluted the surrounding soil, water and underground drinking water seriously; According to The First National Census of Pollution Sources Communique" issued in 2010, COD, total nitrogen and phosphorus of livestock breeding industry, accounted for 96%, 38% and 56% of agricultural sources, respectively; In October 2013, China's State Council issued the Scale Livestock Farming Pollution Prevention Act," which order to deal with the manure resource cleanly, anaerobic fermentation is one of the most important measures.

Why Biogas Renewable Energy Law, Energy Conservation Law; 12th Five-Year Plan for Biomass Energy Development: By the end of 2015, developing 50 million household biogas, 7 thousand large-scale biogas projects, annual biogas production reaches 22 billion m3.

Why Biogas The Medium-and-Long Term Development Plan for Renewable Energy: By the end of 2020, developing 80 million household biogas, building 8 thousand large-scale biogas projects, annual biogas production reaches 45 billion m3.

Why Biogas Year 2005 2006 2007 2008 2009 2010 2011 2012 Production 499.5 595.0 693.1 760.8 830.0 944.8 1025 1077 ( 100 million m3) Consumption (100 million m3) 460.0 556.0 673.0 778.0 874.5 1100.0 1307 1471

Why Biogas 12th Five-Year Plan for Natural Gas Development estimates the average annual growth rate of natural gas consumption will reach more than 25% during 12th fiveyear; The growth rate of natural gas production will get 13% to 15% during 12th five-year, the domestic supply capacity will reach 135 billion m3, the signed import contracts are 93.5 billion m3; Unconventional natural gas prospects are very huge.

Future Market Using as local farmers and residents living energy for cooking, and lighting, even heating; Using for generation under the encouraging policy of national distributed generation; Using as a supplement for natural gas pipeline network in the rapid urbanization areas; Replacing part of vehicle fuel after purification, upgrading and compression.

Conclusion The potential market of Chinese biogas development is huge. According to estimates, the annual biogas production will get 200 250 billion m 3 ; As an important clean energy, China will continue to add the investment and support for biogas development; China will study new policy and the final goal is to change the subsidies for the construction of biogas into pulling and encouraging the terminal market users using methane gas;

Conclusion The biogas cooperation platform has been built between Germany and China, now the Sino-Germany Biogas Research and Development Center is in the preparation for construction, we welcome research institutions and companies from other developed countries come to China for cooperation and joint venture to developing Chinese biogas market together; At the same time, China also participate in the South- South cooperation actively through FAO and other international organizations, intends to share the Chinese biogas technology, products, talented person applying to developing countries.
