Introduction: The National Youth Council of Ireland (NYCI) is the representative body for national voluntary youth work organisations in Ireland. It represents and supports the interests of around 50 voluntary youth organisations and uses its collective experience to act on issues that impact on young people. It seeks to ensure that all young people are empowered to develop the skills and confidence to fully participate as active citizens in an inclusive society. The National Youth Health Programme (NYHP) is a partnership between the HSE, DCYA and NYCI. The NYHP provides a broad based, flexible health promotion/ health education support and training service to youth and community organisations and to all those working with young people in the youth sector. This work is achieved through the development of programmes and interventions specifically for and with youth and community organisations along with training and support of workers and volunteers involved in addressing the health needs of young people. Rationale: The NYHP endorses a holistic approach to health and wellbeing, recognising there are 5 dimensions to health physical, social, sexual, spiritual and mental & emotional health. As such spiritual health is an integral component of a holistic approach to an individual s health and wellbeing. To date spiritual health has been identified by both practitioners and young people across the youth sector as a dimension of health that needs to be explored further. NYCI s specialist organisations subgroups representing the views of their members have identified a gap in practice exploring this dimension of health. Organisations have articulated a desire to learn more about the area and how to incorporate it within general youth work programmes and practice for both staff and young people, along with a desire for more established practice and programmes in this area. To this end, as part of our commitment to the development of a holistic approach to the health and wellbeing of young people the NYHP wishes to support practitioners working with young people to address the issue of spiritual health within the out of school/ non formal education setting. Project Aim: To develop and deliver a training programme and support manual that supports practitioners working with young people across the youth sector to explore the area of spirituality. Ewles and Simnett, 2004 identify spiritual health as; not only including religious beliefs but may be other personal beliefs, principles of behaviours, ways of achieving peace of mind and being at peace with oneself.
The Project Brief: The project will have three main objectives: To develop a specifically designed training programme that introduces the concept of spirituality to practitioners, allowing them an opportunity to explore the concept and meaning in relation to their own lives and secondly, in relation to the lives of the young people they work with The development of a support manual to support practitioners when delivering on this area of work with young people within their respective settings To deliver a series of 4 pilot training sessions to allow the roll out of this project to the out of school / non-formal education setting. The applicant is required to provide an outline of the methodology and approach that s/he will use to deliver on each of the objectives identified above. The project should be firmly positioned within a health-promoting framework, one that recognises the merit of a holistic approach and the values of a setting based approach. The Project Outcomes: Build the capacity of practitioners to have improved knowledge, skills and confidence to explore the role of spirituality in their own lives and the lives of the young people they work with Practitioners have access to best practice materials & resources to explore spirituality at a practice level. Time-frame It is envisaged that part one of the brief will be completed by December 2015 and that part two of the brief will be completed by February 2016 with training rolled out March-May 2016. Profile of Applicant: Applications should include a profile of all personnel to be involved in undertaking the project; this should include a detailed CV of the consultant, relevant experience and two referee s. Any examples of similar work undertaken will also be considered.
Tender Requirements: Interested parties are requested to submit a brief proposal outlining how they would undertake the work as outlined above. Please include the following; A proposed project plan outlining the key stages in the work A proposed outline of the approaches and methodologies to be used A proposed time frame / timetable Skills & Experience: The applicant is required to demonstrate: a) Knowledge and experience of the youth sector b) Experience of programme development c) Experience of resource development including research d) Training and facilitation skills e) Familiarity with legislation, policies, theories and practices relating to youth work, knowledge of health and spirituality Proposed Budget: The successful tender will be awarded on a value for money basis, within a maximum budget of 6,000 to include all costs such as institutional fees, administration costs and expenses incurred and VAT. Applicants should provide a detailed breakdown of costs. Venues costs will be provided by NYCI (excluding facilitation costs for 4 pilot training events). The NYCI will provide additional funding to cover the design and print of the support manual. Payment A payment schedule will be agreed with the successful applicant. The following schedule is proposed: One third to be paid on signing the contract One third to be paid on receipt of designed training programme One third to be paid on receipt of final resource/toolkit developed Payments will be made within 28 days of receipt of an invoice. If at any stage during the research, the agreed level of quality of the research is not adhered to, payment may be withheld. Ethical, Confidentiality & Data Protection Procedures Applicants should outline how they propose to comply with research ethics, and standards. Roles & Responsibilities The successful applicant will be responsible for the development of a training programme and accompanying resource/toolkit.
Ownership of the information and final report Ownership of training, resources and data related to the project will reside with the National Youth Council of Ireland. Contract Award The National Youth Council of Ireland does not bind itself to accept the lowest price or any application. Each complete application will be scored on the basis of the information supplied in accordance with the following: Knowledge & Understanding of Brief o The tenderer should demonstrate a sound understanding of the brief Section 2 - Approach/Methodology o Detail of how tenderer proposes to undertake this assignment, your interpretation of how the requirements set out in the specification can be met. Outlining the approaches and methodologies to be used including an evaluation framework. o Detailed work plan including a timeframe Section 3 - Value for Money/Added Value o Detailed breakdown of total costs for all aspects of proposed project including VAT. o You should show clearly the level of input and amount of time each member of team will devote to the project. o You should include unit or day rates which you have used in calculating costs Section 4 Further Information o Any further information the tenderer deems relevant e.g.:- details of previous relevant commissions and/or relevant experience/expertise, references etc..
