INTRODUCTION Refrigeratin and air-cnditining appliances/equipment may cntain chlrflurcarbn (CFC) and hydrchlrflurcarbn (HCFC) refrigerant. CFCs and HCFCs are zne-depleting substances (ODS) that, if released t the envirnment, destry the prtective zne layer abve the earth. CFC and HCFC refrigerants are als ptent greenhuse gases, cntributing t glbal climate change. As a result, EPA under the Clean Air Act has established a natinal recycling prgram fr CFC and HCFC substances recvered during the servicing and dispsal f refrigeratin and air cnditining equipment. Kennesaw State University (KSU) wns appliances and equipment that may cntain zne-depleting refrigerants and substitute refrigerants that are subject t the federal regulatins. Examples f these type f equipment include: mtr vehicle and mtr vehicle-like air cnditiners (MVAC and MVAClike), central and rm air cnditining units, refrigeratrs, freezers, chillers, drinking water clers, dehumidifiers, research equipment, vending-machines, etc. T ensure cmpliance with regulatry requirements, KSU has develped and will implement this Standard Operating Prcedure (SOP) t serve as a guideline n servicing, repair, maintenance, and dispsal f any appliance/equipment, bth large and small, that cntains zne-depleting refrigerant. The SOP utlines key requirements which the university s emplyees, suppliers, cntractrs and the general campus cmmunity shuld adhere t, in rder t ensure cmpliance with the federal and state regulatins. A. Scpe This prcedure applies t all KSU emplyees, departments, cntractrs and appliance suppliers. II. DEFINITION A. Appliance Any device which cntains and uses a class I (CFC) r class II (HCFC) substance as a refrigerant and which is used fr husehld r cmmercial purpses, including any air cnditiner, refrigeratr, chiller, r freezer. EPA interprets this definitin t include all aircnditining and refrigeratin equipment except that designed and used exclusively fr military purpses. 1. Small appliance Any prduct that is fully manufactured, charged, and hermetically sealed in a factry with five punds r less f refrigerant: refrigeratrs and freezers designed fr hme use, rm air cnditiners (including windw air cnditiners and packaged terminal air cnditiners), packaged terminal heat pumps, dehumidifiers, under-the-cunter ice makers, vending machines, and drinking water clers. MVAC-like appliance Mechanical vapr cmpressin, pen-drive cmpressr appliances used t cl the driver's r passenger's cmpartment f a nn-rad vehicle, including agricultural and cnstructin vehicles. This definitin excludes appliances using HCFC-22. 3. Opening Any service, maintenance, r repair n an appliance that wuld release class I r class II refrigerant frm the appliance t the atmsphere unless the refrigerant were recvered previusly frm the appliance. 4. Technician Any persn wh perfrms maintenance, service, r repair that culd reasnably be expected t release class I (CFC) r class II (HCFC) substances frm appliances, except fr MVACs, int the atmsphere. Technician als means any persn perfrming dispsal f appliances, except fr small appliances, MVACs, and MVAC-like appliances that culd be reasnably expected t release class I r class II refrigerants frm appliances int the atmsphere. III. PROCEDURES A. Repair & Maintenance Services N persn shuld knwingly vent r therwise release int the envirnment any CFC and HCFC refrigerant during maintenance, servicing, repairing r dispsal f CFC/HCFC-cntaining appliances. There are significant fines and penalties fr vilatin f this regulatin. Departments that emply their wn Certified Technicians r hire utside cntractrs t cnduct wrk n refrigerated appliances/equipment must develp and implement apprpriate refrigerant management prcedures, including recrdkeeping prvisins. Only prperly Certified Technicians, emplyed by a KSU department r an utside cntractr/service prvider, are authrized t cnduct any repair, service, maintenance, r ther activity that culd reasnably be expected t release refrigerants cntained in appliances r equipment. All servicing, repair, and maintenance f refrigerant cntaining appliances and equipment must be crdinated thrugh KSU department f Plant Operatin. EPA recycling and recvery practices and certified recycling and recvery equipment must be used when appliances are pened fr maintenance, service r repair, r dispsal. Leaks in appliances/equipment that cntain greater than 50 punds f refrigerant such as building chillers and large cmmercial-like refrigeratin equipment shuld be repaired in a timely manner. B. Envirnmental Health & Safety Recvery Practices EOSMS 407 Date: 01/13/2014 Page 3 f 6 All dispsals f refrigerant cntaining appliances and equipment, including mtr-vehicle air cnditiners, must be crdinated thrugh department f Envirnmental Health and Safety and Department f Plant Operatins t ensure that the necessary prcedures are fllwed and that required recrds are maintained. 1. Small Appliances Small appliances that are n lnger wanted but are still in wrking cnditin shuld be dispsed f, with the refrigerant charge in-tact, in accrdance with KSU inventry management plicies. Nn-wrking small appliances can be dispsed f as scrap metals t a recycler. Hwever the refrigerant must be recvered befre the final dispsal. If the appliance is delivered t the recycler befre recvery, the scrap metal dealer is respnsible fr recvery f the refrigerant prir t dispsal. The scrap metal dealer may charge an additinal fee fr this service which will be the respnsibility f the riginating Departments t pay. Alternatively, a certified KSU technician can be called upn t recver the refrigerant prir t release f the appliance t the scrap metal dealer r landfill. A label and a cmpleted frm indicating that the refrigerant has been remved frm the appliance shuld be affix t the appliance. Any persn recvering refrigerant frm small appliances fr the purpses f dispsal must use recvery equipment that meets EPA standards and must fllw all applicable EPA requirements. IV. RECORD KEEPING Any KSU Department wning r perating appliances r equipment, cntaining refrigerant is respnsible fr maintaining all recrds assciated with repair, servicing and maintenance f appliances and equipment, whether cnducted by a certified KSU technician r an utside cntractr. Any KSU department dispsing f small appliances must maintain cpies f signed statements frm the appliance supplier (e.g. the riginal wner r dispsal cntractr) if the supplier indicates that he have remved the refrigerant frm the appliance. All recrds must be kept fr at least three years. EHS Department will peridically review the recrds t ensure cmpliance with regulatins. A. Appliances (Other than Large Appliances) If a KSU department emplys its wn technicians t cnduct wrk n appliances, ther than appliances nrmally cntaining greater than 50 punds f refrigerant the fllwing is required. Inventry f recvery r recvery/recycling equipment available, including: Equipment identifier (i.e., make/mdel/serial number) Its intended use (i.e., type f refrigerant) Certificatin date r date f acquisitin Lcatin Capacity Appliance dispsal prcedures/methds. B. Appliances/Equipment Cntaining mre 50 Punds f Refrigerant If a KSU department emplys its wn technicians t cnduct wrk n appliances and equipment, cntaining greater than 50 punds f refrigerant, the Department is required t develp and implement prcedures and recrds fr all f the fllwing. Names and cpies f certificatins all Certified Technicians emplyed by the department. Inventry f appliances/equipment cntaining greater than 50 punds f refrigerant, including: Type f equipment (i.e., chiller) Equipment identifier (i.e., make/mdel/serial number) Lcatin Type f refrigerant used in the equipment (i.e., R-13, R-502, etc.) Full charge and methd used t determine full charge Maintenance lgs dcumenting each service call and leak rate calculatins. (In the case f use f utside service cntractrs, this must include the Certified Technician s name, certificatin number, and certificatin type). List f appliances/equipment that have been de-cmmissined r taken ut f service whether permanently r temprarily. Names and cntact infrmatin f refrigerant suppliers. Inventry f recvery r recvery/recycling equipment available, including: Equipment identifier (i.e., make/mdel/serial number) Its intended use (i.e., type f refrigerant) Certificatin date Lcatin Capacity Descriptin f hlding cylinders, including last hydrstatic test date and strage lcatin. Inventry f appliances/equipment cntaining greater than 50 punds f refrigerant, including: Type f equipment (i.e., chiller) Equipment identifier (i.e., make/mdel/serial number) Lcatin Type f refrigerant used in the equipment (i.e., R-13, R-502, etc.) Full charge and methd used t determine full charge Maintenance lgs dcumenting: Each service calls and leak rate calculatins. Outside service cntractr s name, certified technician s name, certificatin number, and type. List f appliances/equipment that have been de-cmmissined r taken ut f service whether permanently r temprarily. Appliance dispsal prcedures/methds and dcumentatin. C. Mtr Vehicle and Mtr Vehicle-Like Air Cnditiners The fllwing is required nly if KSU technicians cnduct wrk n MVAC r MVAC-like equipment. Nthing is required f departments that hire an utside cntractr t cnduct this type f wrk. Names and cpies f certificatins all Certified Technicians emplyed by the department. Inventry f equipment serviced including types f refrigerant used in equipment serviced (e.g., R-12, R-22). Maintenance lgs dcumenting each wrk-rder and maintenance/repair wrk cnducted. Names and cntact infrmatin f refrigerant suppliers (purchase rders). Inventry f refrigerants. Inventry f recvery r recvery/recycling equipment wned by the university including crrespnding purchase rder f the equipment. Prcedures fr and invices f ff-site reclamatin f refrigerant, if applicable. V. TRAINING Only prperly Certified Technicians, whether emplyed by a KSU department r an utside cntractr/service prvider, are authrized t cnduct any repair, service, maintenance, r ther activity that culd reasnably be expected t release refrigerants cntained in appliances r equipment. Certificatin categry depends n appliance size and refrigerant type. VI. REPORTING EHS department must be ntified immediately f any accidental release f refrigerant t the envirnment.
