TO ACCEPT APOLOGIES FOR ABSENCE Councillor P Eccleson [Vice Chairman] Borough Councillor Francis Councillor Aird informed the meeting of the sad death of former County Councillor Gordon Collett, the Council sends its condolences to Mrs Collett. The funeral will take place at St Peter s Church; there is no date at present. 2. DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA None 3. PUBLIC PARTICIPATION None 4. TO CONFIRM THE MINUTES OF MEETING NUMBER 683 2 ND OCTOBER 2012 Councillor Jones proposed confirmation of the Minutes of Meeting Number 683 as a true record this was seconded by Councillor Callaway and approved by all present. The Minutes for meeting 683 were signed by the Chairman. 5. TO REPORT MATTERS ARISING FROM THESE MINUTES NOT ON THIS AGENDA [FIO] Councillor Aird thanked Councillor Fitzsimons for planting the pots outside of the Library. The Clerk advised that before Trading Standards are prepared to set up a No Rogue Trader Zone in Dunchurch they will need the PC to advise the streets or areas to be covered, they will then review the number of reported incidents and carry out a consultation with residents. County Councillor Hazelton has reported back to confirm the school sign request will be put on the Transport Seminar List for discussion in January 2013. County Councillor Hazelton confirmed that a pedestrian crossing for Rugby Road will also be on the list. Councillor Aird advised that new street signs have been erected in Ferriers Close and wondered what the cost of these signs was. Several Councillors mentioned that WCC have been carrying out extensive survey work around Cock Robin Island, no-one is aware of what the surveys are for. 6. TO DISCUSS WITH BOROUGH AND COUNTY COUNCILLORS ANY MATTERS OF IMMEDIATE INTEREST County Councillor Hazelton confirmed that the road resurfacing between Toft and Draycote is now complete. County Councillor advised that improvement works will be carried out on the A45 at the turning into the Prisons to accommodate traffic using the proposed new Marina at Onley Fields Farm. County Councillor Hazelton also advised that British Gas is carrying out planned maintenance around the village. Int 1 684
Borough Councillor Lowe reminded everyone that the elections for the new Police Commissioner posts takes place on 15 th November. Councillor Aird expressed his concern that the new arrangements will not have a significant saving on the costs associated with the existing Police Authority. Borough Councillor Roberts has approached RBC to ask that the trees felled during the demolition and rebuilding works in Adkinson Avenue are replaced. No response has been forthcoming so far. 7. TO RECEIVE REPORTS FROM LOCAL POLICE, THE MAKING DUNCHURCH SAFER GROUP AND NEIGHBOURHOOD WATCH REPRESENTATIVES A crime report for October has not been received as yet. The report will be circulated as soon as possible. The September report showed that the crime figures for the village remain low. The PC is aware of at least two incidents of ASB during October. There is no news at the moment on a replacement for PC Lee Maughan. 8. TO CONSIDER FINANCIAL MATTERS Budget and Precept considerations for 2013/14 WALC have advised that the Parish Council delay making any decisions until after the Government Budget Statement in December. RBC has advised that they will accept Precept requests up until 14 th January 2013. Contribution to Royal British Legion Poppy Appeal Councillor Nesbit proposed a donation of 250 plus the cost of a wreath, seconded by Councillor Jones and agreed by all present. Purchase of Christmas Trees small trees 10.25, large 315.00 proposed by Councillor Aird, seconded by Councillor Callaway and agreed by all present. Replacement Dog Bin for Arkwright Field 288.00 plus 62.10 to install, additional litter bin for Arkwright field 141.61 plus signs re dog fouling approximately 25 Proposed by Councillor Moore, seconded by Councillor Fitzsimons and agreed by all present. CCTV to cover entrances to the Library, two similar quotes received Councillor Orr proposed acceptance of the quotation from DDD Security Systems for 1519.00, seconded by Councillor Callaway and agreed by all present. Flooring for Library Councillor Fitzsimons may be able to secure flooring materials free of charge however if this is not possible we have a quotation from Vesseys Flooring for 1980, this is part of the building works so will be grant funded. Proposed by Councillor Moore, seconded by Councillor Callaway and agreed by all present. Thank you event for Volunteers Councillor Aird proposed 40, seconded by Councillor Jones and agreed by all present. PC Office Desk Councillor Orr has kindly offered to supply a desk. 9. TO REVIEW AMENITIES Parking A meeting of the traffic group was held on 17 th October. Councillor Callaway did get WCC to agree to re-include the removal of the bollards as a possible option in Daventry Road. The hatchings have still not been painted on the carriageway in Daventry Road. It seems no-one at WCC is prepared to commit to any measures to alleviate the speeding problems in Daventry Road. There are a number of other areas within the village where the speed of traffic is also unacceptable. Councillor Aird would like to establish the status of the land used for parking outside of the Library. It seems that a number of residents feel they can use the spaces for weekend long parking. Councillor Jones asked if anyone knew who was carrying out speed checks on Rugby Road close to Bilton Lane recently. Apparently whoever has involved was jumping out from behind hedges to point a camera at traffic. Councillor Aird will bring the matter up at the Community Forum. 10. PLAY AREAS & YOUTH PROVISION Matt Lee s report on playground safety highlights some small problems with the equipment in Arkwright Field.; The Clerk will ask Matt if he is able to sort out the problems with the goal post in Arkwright Field. Youth Provision Councillor Aird confirmed that the first Youth Group Management Committee Meeting was held on 25 th October. The meeting proved to be very useful and the four youth members all gave very professional presentations. Shailen will be working with other organisations in an attempt to resolve issues with one particular young person. We are looking for a venue for Multi-sports Sessions on Thursday evening, the Clerk has approached WCC. 12. TO RECEIVE REPORTS FROM REPRESENTATIVES ON OTHER BODIES Councillor Jones confirmed the Festival Group AGM will be held in November. Councillor Moore enquired if there was any progress with getting a litter bin installed on the sports field. Councillor Jones confirmed the project is in hand. Councillor Aird confirmed there is a financial review under way at the Alms house Trust. 13 TO RECEIVE A REPORT ON CORRESPONDENCE Councillor Aird has received a response from WCC regarding his queries on the contract to retain Mrs Stott s postcard collection in Dunchurch Library. It was agreed not to respond to the communication at this time. WCC Annual Report on public Health HMRC confirming PAYE reporting will change from April next year. Clerks & Councils Direct 14. TO DISCUSS ANY MISCELLANEOUS MATTERS The Clerk confirmed that the posters advertising for a new Parish Councillor are being displayed now. Confirmation the Library will be closed on 15 th November it is being used as a Polling Station. 15. TO REVIEW CURRENT PLANNING APPLICATIONS, PERMISSIONS, REFUSALS ETC. TO UPDATE COUNCILLORS ON THE LIBRARY SITUATION There are financial implications for the PC if the security gates are not installed and a buyer cannot be found for them. Councillor Aird congratulated Councillor Fitzsimons on managing to keep the Library open during the building alterations. There are still a number of items to be completed by the builders. The Library Shop seems to be operating reasonably well, the hours are due to be extended to include Saturday opening. 17.
