Draft Minutes of Piddle Valley Parish Council Meeting Tuesday 27 October 2015 Piddletrenthide Memorial Hall Present: Cllr Abbott Cllr Pethen Cllr Howard Cllr Clifton Cllr Lock Cllr Milne Cllr Cox (Chair) Cllr Brackstone Cllr Willitts Cllr Sherwood Cllr Coombes Cllr Mailer Apologies: Cllr Hiscock, White, District Cllr Hiscock and County Cllr Haynes Actions Democratic Half Hour Rosemary Agg attended the meeting to express concern regarding the planning application for the indoor Motocross at Bourne park and strongly feels that noise and traffic will be an issue and requests that the Parish Council supports her objections. Fiona Leyton also attended the meeting to emphasise Mrs Aggs points and referred to the applicants application earlier in the year which suggests an increase in traffic. Mrs Leyton also made the point that there appears to be a need for more workshop units in the valley so why should there be a need for change of use? Honour Brown attended the meeting to inform the council that Piddlehinton has been bombarded enough with planning, e.g. Travellers sites and wind farms! Cllr Cox advised the meeting that individuals need to submit comments on the Dorset for You website and also confirmed that this matter is on the agenda so would be discussed later in the meeting. Daniel Cadisch of the Citizens Advice Bureau attended the meeting to give a short presentation on what the CAB offer and what they can do to help; The CAB is a community charity Advice can be given on a full range of subjects Over 7000 people were helped in the area last year Benefits and financial help advice, ensuring peoples entitlement. 3.5 million pounds was given to locals through benefits last year Contact CAB by; Attending their offices, weekly surgery at Cerne Abbas and Maiden Newton doctor surgeries, Telephone 10am 4pm Monday to Friday, email or home visits can be arranged within this area, unfortunately this is not widely available in other CAB areas Cllr Milne expressed her gratitude to the CAB for a personal matter they had advised her on. Cllr Cox thanked Mr Cadisch for attending and agreed that the council would help promote the charity throughout the Valley. Miss Clears informed the meeting that there have been problems with school traffic around Northover Close again recently and the volume of traffic is heavy. Is there an option of creating additional parking within the school grounds? Cllr 1
Abbott confirmed that extra parking had been investigated by the school, but unfortunately due to cost it is not an option for the school. 169/2015 Minutes of meeting held on Tuesday 29 September 2015 It was proposed by Cllr Milne and seconded by Cllr Coombes that these minutes with the following amendment should be accepted as a true record of the meeting. All agreed; Page 1, Present should have included Cllr Sherwood Page 3, 154/2015 include unannounced after albeit 170/2015 County Councillor matters CC Haynes gave apologies for the meeting. 171/2015 District Councillor matters District Cllr Hiscock gave apologies for the meeting. 172/2015 Clerk/Chairman Update i) November meeting The clerk requested that the scheduled November meeting is changed to the 1 December. All agreed. ii) Barn behind the Piddle Inn A discussion took place regarding this barn as to whether or not it is listed or an historic building. It was agreed that the Clerk will contact WDDC Planning. iii) DAPTC Cllr Mailer gave an update on the recent DAPTC meeting and one of the matters raised was the annual litter pick. A litter pick can be carried out under the Parish Councils insurance as long as these are only carried out on roads which a speed limit lower than 30mph. The Southern Electric Distribution welfare van attended the event to promote the service they can offer and also to advise on the priority service they offer during a power cut. It was agreed that information on this is included in News & Views and more leaflets obtained by the Clerk. 173/2015 Police/Home watch update No update received Matters arising from last minutes 174/2015 Street Lights Alton Pancras The clerk informed the meeting that Dorset County Council street lighting team have provided alternative contact details and also confirmed that there have been issues with the smaller parish councils who have had had local agreement contracts with the Bourne Valley depot. DCC have suggested an alternative way of managing the maintenance of the light columns. It was agreed that further 2
information on this is sought and also to engage with the new contact at Bourne valley to get an idea of costs for a new contract. All agreed. 175/2015 Parish Council contribution towards BOATS The Clerk informed the meeting that advice had been received from DAPTC that confirmed that no monies can be paid to an individual as a contribution. 176/2015 High street, Piddlehinton vehicular access The Clerk confirmed that this matter s being investigated by the Community Highways Officer at Dorset County Council. but due to recent changes in personnel this may take longer than previously thought. 177/2015 Picnic bench The new picnic bench for the playground has been installed and is being used 178/2015 Football pitch A letter has been received form Phil Carter setting out the clubs proposals for works but written confirmation from James Boughey is yet to be received. It was agreed that Mr Carters letter would be taken to Mr Boughey for him to sign at the bottom of giving his agreement to the works. Cllr Milne agreed to take the letter to Mr Boughey. It was also agreed that the Clerk would endeavour to contact the planning officer to ask why there is not enough information and if there is a Design and Access statement. All agreed. Clerk 185/2015 BOATS The Clerk has received a letter from the Rights of Way team informing that the public notices for Bridleway 7 and part of Bridleway 2 that were due to be published in the Western Gazette had been delayed for a week. The clerk has also received a letter from the Regulation Team informing of changes to the definitive map and statement in Piddletrenthide in respect of upgrading the bridleways to restricted byways. 186/2015 Neighbourhood Plan Cllr Cox informed the meeting that the public consultation finished on 31st October 2015 and there have been objections from White Lackington and South View, which discussed at a meeting on 5 th November 2015. 187/2015 Highway Matters The following defects were reported; The SID post in Rectory Road has now been moved. Hedgerows at the new access to Muston Farm have still not been cut back. Contact Ian Madgwick. Fingerpost at Blackhill Cross is facing in the wrong direction 4
188/2015 News & Views Items It was agreed that information on the CAB and the SSE Welfare van is included in the next edition. 189/2015 Playing field and Playground i) The correct Playground Inspection has now taken place. ii) Grass cutting It was agreed that the school secretary should be contacted as the grass is not being cut between the flats at Northover Close and the playground and also the grass is dumped at the end of that area. 190/2015 Superfast Broadband Alton Pancras Cllrs Pethen and Clifton updated the meeting on conversations they have had with Dorset County Council s Superfast Broadband team who have advised them that the superfast connections are not programmed for Alton Pancras within the current programme. It was agreed that a letter is sent to Oliver Letwin to gain his support and to hopefully progress this matter.
