HACKNEY CARRIAGE AND PRIVATE HIRE DRIVER S LICENCES Information and Guidance Notes for New Drivers Qualifications for new drivers Applicants must: be a fit and proper person to hold a licence be over the age of 21 hold a DVLA Driver s Licence which has been valid for the past twelve (12) months undertake a medical showing that the applicant is physically fit to drive a taxi or private hire vehicle pass a local knowledge test of the Borough Convictions The public are entitled to have the utmost confidence in drivers of taxis and private hire vehicles: therefore, the Council must ensure that only fit and proper persons obtain a drivers licence. Great Yarmouth Borough Council has adopted a policy on convictions in relation to taxi and private hire vehicle drivers. It is recommended that persons with convictions read the policy before applying for a licence. They may also wish to speak to the Taxi Licensing Officer (Julie Wells on 01493 846201) for advice. Applicants should note that spent relevant convictions can be taken into consideration and if the application is refused, no money can be refunded. Procedure for obtaining a licence 1. First of all, applicants must take a local knowledge test. The test consists of questions on the applicant s knowledge of pubs, clubs, roads, hotels, holiday parks, schools, shops, businesses etc. The test fee is 15.00 which is non-refundable and must be paid at the time of booking. Bookings can be made at Customer Services, Greyfriars House, Hall Plain, Great Yarmouth or Town Hall, Great Yarmouth or Town Hall, Great Yarmouth. Please note that cash payments must be made at Greyfriars House, Great Yarmouth. An 80% pass rate is required and, should an applicant fail the test, each subsequent re-test will cost a further 15.00.

2. The test will be undertaken by the Licensing Enforcement Officer at the Town Hall, Great Yarmouth. On passing a local knowledge test, applicants will need to complete a criminal conviction disclosure form. Before this form can be sent to the Disclosure and Barring Service, confirmation of identity is required. See Appendix 1 Documents required for completing a Disclosure and Barring Service (DBS) Check 3. Applicants are required to declare all convictions on their application form (not just driving convictions). The payment for the enhanced disclosure is 44 and cheques should be made payable to Great Yarmouth Borough Council. The Licensing Officer will counter sign the conviction check form and send to the DBS. The completed conviction check will be returned direct to the applicant and should be presented to the Licensing Team. For applicants whose previous residence is outside the UK, it will be necessary to obtain a Certificate of Good conduct from their embassy or home country. The Certificate of Good Conduct must be in English and provided at the applicant s own expense. This is in addition to the Enhanced Disclosure and Barring Service check. Once licensed, an enhanced Disclosure and Barring Service check must be produced every three years. 4. A check will need to be carried out to ensure that an applicant s DVLA driving licence is valid. The applicant will need to register on line at https://www.gov.uk/view-driving-licence and submit the code to the Licensing Section. Please note that this code is only valid for 21 days, therefore should not be obtained until the applicant has completed and received all relevant documents. If you do not have access to the internet, help will be available at reception in the Town Hall. 5. Once the applicant has presented the DBS check to the Licensing Team, they will be sent an application form and a prescribed medical certificate for a doctor to complete. It should be noted that the cost of the medical is borne by the applicant (this may be in the region of 40-80 but is at the discretion of the doctor). 6. To apply for a Hackney Carriage Driver s Licence, the applicant will need to provide the following: (a) A DVLA Driver s Licence which has been valid for the past twelve (12) months and the DVLA code. (b) (c) The completed medical certificate issued within fourteen (14) days prior to the application being made that the applicant is physically fit to be a hackney carriage/private hire driver. One passport size photograph. (d) The completed application form, together with the fee of 60.00

7. Providing the conviction check is clear and the DVLA check is satisfactory, a licence will be issued within 2-3 days. If any convictions have been disclosed, a meeting will be arranged with the applicant, Taxi Licensing Officer and the Licensing Enforcement Officer. The officers will decide whether the licence can be issued or whether to refer the application to the Licensing Committee with a recommendation to refuse the licence. ID DOCUMENTS REQUIRED FOR COMPLETING A DISCLOSURE AND BARRING SERVICE CHECK The cost of a Disclosure and Barring Service Check is 44 and has to be paid to Great Yarmouth Borough Council before your application can be sent to the agency. In addition to completing the form, proof of identity is required and you need to follow one of the three routes listed below: Route 1 Can you produce a Group 1 document (refer to list of Valid Identity Documents). If yes, then you must produce 3 documents: 1 document from Group 1 and 2 further documents from Group 1, 2a or 2b; one of which must verify your current address If you satisfy this route, then the document check is complete. If you cannot produce a Group 1 document, then go to Route 2. NOTE EEA Nationals If you have been resident in the UK for five years or less, you must be validated by Route 1 and provide either a current passport or current UK Driving Licence (must be photo card type) plus 2 further documents Non-UK/Non-EEA Nationals If you are a Non-UK/Non-EEA National, you must be validated via Route 1 Route 2 You must produce 3 documents from Group 2 comprising of 1 document from Group 2a and 2 further documents from Group 2a or 2b (one must verify your current address) and Great Yarmouth Borough Council will carry out an external ID validation check to establish your name and living history footprint.

Route 3 If you are unable to follow Route 1 or Route 2, you will be required to attend a meeting with Licensing Officers to establish why you have been unable to meet the necessary requirements. Only then, can Route 3 be taken. For route three, you must produce: A UK birth certificate issued after the time of birth by a registrar and 4 further documents from Group 2 comprising of o 1 document from Group 2a and o 3 further documents from Group 2a or 2b; one of which must verify your current address If you fail to produce the required documents set out in Route Three, you will need to go for fingerprinting and this may delay your application.
