TODD BURKE todd@strategosintl.com Mr. Burke is the lead instructor for live-fire weapons training and tactical medical programs. His law enforcement career spans 21 years as a patrol officer, deputy sheriff, field-training officer, tactical team operator, tactical paramedic team leader, and certified police generalist instructor with the Missouri Department of Public Safety. He holds a wide variety of certifications in the law enforcement arena and he has been in the forefront of training police officers in the Midwest since 1985. He has competed internationally in civilian and police firearms competitions since the age of 14. Mr. Burke is the program coordinator for the Essentials of Tactical EMS. This program has continued to evolve and meet the needs of tactical medical operators since 1987. The training is accredited by the American College of Emergency Physicians (ACEP) and has become the training standard for several tactical teams. PROFESSIONAL EXPERIENCE Lead Firearms Instructor / Tactical Medical Instructor, Strategos International (since 2004): Design and deliver small arms weapons training for police and military professionals with special consideration for particular agency needs and the ability to offer programs on-site. Director Tactical Specialties, Inc. (since 1990): Registered corporation founded to specifically address training needs and concerns of emergency services professionals in areas such as firearms, defensive tactics, tactical medical support, threat reduction, communications, and more. Manufacturer s Representative, Protective Apparel Corporation of America (2003 2004): Promote sales and educate law enforcement agencies about all aspects of ballistic armor predominantly in the states of Missouri, Iowa, Nebraska, and Kansas. Faculty Member, University of Missouri-Columbia Law Enforcement Training Institute (1985 2002): Design and deliver POST certified training at the recruit basic, in-service, and advanced levels. Certified Police Generalist Instructor qualified to deliver training in any of the 4 core curricula areas or 88 subspecialty areas according to the Missouri Department of Public Safety. Faculty Member, The Tactical EMS School (1990 present): member of the core training cadre that developed this specialty training program for EMS providers who serve with and support police and military tactical and special operations teams. This is one of the longest running TEMS programs in operation and is still successful in serving tactical medical professionals. 1988): one of approximately 12 instructors of a privately contracted group who train members of specialty teams in small arms tactics and combat. Customers include members of all branches of the armed forces, the United States Department of Energy, response teams from railroads, and others. Battalion Chief / Paramedic, Boone County Fire District, Columbia, Missouri (1983 - present): service as firefighter, lieutenant, captain, and battalion chief for a rural/urban interface community of over 500 square miles. Provide response to and supervision of calls for emergency service in an enhanced-911 community. This department responds to over 3,000 calls for service annually. Paramedic/Shift Supervisor, Boone Hospital Center (1987-1997): Nationally registered paramedic qualified under Missouri State Statutes to provide pre-hospital emergency care in an enhanced-911 system community covering over 500 square miles. Service as night shift operations supervisor, training officer, and mentor for new members of the system. Deputy Sheriff / Training Officer, Boone County Sheriff, Boone County, Missouri (1985-1987): service as patrol officer, firearms instructor, and field training officer.
