Monts Jr. STRENGTHS: Twenty-two Year Law Enforcement Experience Analytical and problem solving skills Multitasking Organizational Skills Grant, Course, and Proposal Development Self-Motivated Public Relations Proven Management Skills Oral and Written Communication Skills PROFESSIONAL HISTORY: 2011 to Present Jacksonville Aviation Authority Accepted a promotion in June 2011 with the Jacksonville Aviation Authority as the Police Department s training administrator. In addition to all mandatory, advanced, and specialized training for the forty-person department I am responsible for research, development and consultation relating to regulatory items with CFR 1542, airport security. This includes but is not limited to the Airport Security Plan and the emergency operation plan for the airport environment to 2011 Jacksonville Sheriff s Office to Beginning in January 2006 I accepted a position at the Sheriff s Office Police Academy as a training specialist. My responsibilities include all levels of instruction to include but not limited basic recruit courses, in-service training, and advanced/specialized courses. Additional responsibilities include lead driving instructor, pursuit intervention instructor and primary Master Taser instructor for the Department. In addition, I manage the $189,000 trust fund training budget for the Assistant Chief of the Academy. This involves scheduling 152 advanced specialized courses for the trust fund year. This responsibility was instrumental in training 1660 officers from July 1, 2010 to January 25, to 2005 Institute of Police Technology and Management (IPTM) Starting in July 2000, I began working with I.P.T.M. as a contract employee coordinating traffic safety grant programs. In January of 2001, I became a full time staff member. In February 2001, I accepted a position as site director of the, IPTM s location in Orlando, Florida. As site director I was responsible for all day-to-day operations of the PSI business office. In addition, I was tasked with establishing training for approximately fifteen hundred law enforcement officers during a calendar year. During my time at PSI, I strived to establish a minimum of three new course curriculums each year as well as increasing the quality of the our existing programs. In addition, a main focus was improving the financial aspect of PSI through increasing student enrollments, contract courses, and the implementation of directed fiscal management oversight. These initiatives proved to be successful and PSI recognized increases in all areas. More importantly the bottom line increased from less than $10,000 to approximately Larry (Chip) Monts 1 Chip@PTTGJax.com
2 PROFESSIONAL HISTORY; continued $60,000 revenue over expenditures in less than three years. Upon returning to Jacksonville in 2003, I was placed in charge of a 2.13 million dollar federal traffic safety grant. During each year of managing this grant our participation and funding has increased as well as the programs reputation. In addition to my grant duties I also coordinate the activities of the drug and gang section, assist with logistical issues relating to the crash section, and other major projects at the discretion of the Director to 2000 Jacksonville Sheriff's Office 1996 to 2000 Training Academy Officer As an Academy Officer, I worked under the supervision of the Commanding Officer of the Northeast Florida Criminal Justice Training and Education Center. As Lead Instructor for the Police Driving Program, I researched, developed and presented instructional course material in many high liability areas facing the Department. As the lead driving instructor I also was responsible for up to five training officers, assessing recruit s progress and developing remedial plans for those recruits in jeopardy of failure. During certain times in the training rotation, I would have span of control over twenty or more police and/ or basic college recruits for up to six weeks at a time. During my time at the training academy I also planned and coordinated the citizen s police academy which was a tremendous public relations undertaking. At the conclusion of my time with the Jacksonville Sheriff s Office, I had conducted five citizens police academies all of which were extremely positive for the Sheriff s Office image to 1996 Motor Officer In addition to county-wide patrol officer duties, I was assigned to a Special Traffic Division utilizing trend analysis targeted toward impaired drivers and traffic crashes. During the inaugural season of the Jacksonville Jaguars I was involved in pre-planning traffic flow patterns and other logistical concerns associated with 72,000 football fans to 1994 Patrol Officer In addition to patrol officer duties in an inner-city sector. I was also a frequent guest speaker at community watch meetings and civic organizations, I was responsible for developing directed patrol activities to address community problems; this was also accomplished through trend analysis utilizing the Uniform Crime Report to 1990 State Trooper Florida Highway Patrol I was responsible for the enforcement of Florida Traffic Laws for private and commercial vehicles. Additionally, I was responsible for investigating traffic accidents, patrolling and motorist safety on limited access highways. 3 ACCOMPLISHMENTS: Master Taser Instructor- Was accepted to and completed the Master Instructors program through Taser International. Master Taser instructors are the second level of the Taser International instructors program. Master instructors certify the basic instructors who certify the Taser users (PSI) - As site director of PSI I improved the quality and quantity of tuition as well as contract courses. As the person in charge of an approximately $600,000 budgeted operation a great deal of my concentration was devoted to expenditure management. Although tuition revenue did not increase as much as contract revenue I managed to increase the bottom line during the two and half years that I was site director. My last fiscal year of responsibility for PSI we posted approximately $60,000 revenue over expenditures. You Drink & Drive. You Lose- For the two and half years I have managed and coordinated all aspects of this 2.13 million dollar grant program. One of the objectives of this grant program is to encourage and motivate all 364 law enforcement agencies throughout the State to actively enforce the DUI laws in the State of Florida. This is achieved by this program sponsoring and coordinating statewide enforcement crackdowns twice a year. The second objective of this program is to concentrate a sustained enforcement program within the twenty counties in the state with the highest DUI injury related crash statistics. Lastly, a large part of the program concentrates on public education and awareness from under-age drinking issues to hard-core offender demographics. This program also requires me to act as liaison with the Florida Department of Transportation as well as the National Highway Traffic Safety Administration to ensure the program continues to set national trends in DUI enforcement and awareness. Florida Department Law Enforcement Police Driving Taskforce Appointed by Chief Patrick Kelly, Florida Department of Law Enforcement, to the committee which developed the curriculum for basic law enforcement training objectives. This curriculum is used by all law enforcement-training agencies within the State of Florida. (Tavares, Florida, 2001) Traffic Crash Roll Call Training Project- I was a member of a national committee that developed a traffic crash reporting roll call training video for the National Highway Traffic Safety Administration. (Washington, D.C., 2002) Pursuit Intervention Techniques Researched and implemented a comprehensive pursuit intervention techniques program for officers through advanced training. This training was only offered to a limited number of officers who met the developed prerequisite requirements. This project went through a fourteen month study prior to being implemented throughout the entire Department. I was responsible for evaluating all statistical data and adjusting Sheriff s Office policy as needed. I also developed and published polices on vehicle pursuit and intervention techniques for the Jacksonville Sheriff s Office at the request of the Director of Police Services. These policies and procedures are now part of the General Orders of the Sheriff s Department for all active duty officers. (Jacksonville, Florida, ) Low Staffing Checkpoint Project- I served as a member of the national committee that is developing a National Highway Traffic Safety Administration publication of best practices and procedures for agencies nation-wide to utilize while planning and conducting a sobriety checkpoint. (Washington D.C., 2003) Liaison for U.S. Secret Service Advance Team Route planning and advanced location scouting for Meet and Greets in preparation for President Clinton s visit.
