Through this Request for Qualifications/Proposals, the Authority seeks to engage a vendor as HVAC service and repair contractor. This contract will be awarded through a fair and open process pursuant to N.J.S.A.. 19:44A-20.4 et seq. The proposal must be received and will be publicly opened and read aloud on December 14, 2009 at 10:00 AM at the GCIA administrative office located at 109 Budd Boulevard, Woodbury, New Jersey. The following is a description of the professional services needed including, where appropriate, a brief description of the tasks involved: REQUEST FOR PROPOSALS FOR: HVAC Service and Repair for the G.C.I.A. 109 Budd Blvd. Building, Shady Lane Complex Clarksboro and Gloucester County Dream Park Logan Twp. The Gloucester County Improvement Authority is seeking proposals from qualified individuals and firms to provide. HVAC Service and Repair for the G.C.I.A. 109 Budd Blvd. Building, Shady Lane Complex Clarksboro and Gloucester County Dream Park Logan Twp. This contract will run for a term of 2 years (January 1, 2010 through December 31, 2011). Annual Service Scope of Work for each Location: Air Conditioning start-up and document the check of the following in the month of April with an ambient temperature above 70 degrees: Install refrigerant gauges and check operating pressures and charge. Check voltage and Amperage to all motors with meter. Check air temperature drop across evaporator. Check evaporator superheat. Lubricate all moving parts. Check belt and adjust tension. Check, replace filters. Check all safety switch cut-out settings. Check electrical lock out circuits. Check starting contactor contacts. Check all wiring and connections. Clean and adjust thermostat. Clean all coils. Clean condensate drain and pan. Heating start-up and document the check of the following prior to October 15th: Install refrigerant gauges and check operating pressures. Check voltage and Amperage to all motors with meter. Check air temperature drop across evaporator.
Check for adequate refrigerant charge and leaks. Check evaporator superheat. Lubricate all moving parts. Check belt and adjust tension. Check, replace filters as noted. Check pressure switch cut-out settings. Check electrical lock out circuits. Check starting contactor contacts. Check all wiring and connections. Clean and adjust thermostat. Check out complete heating cycle. Clean condensate drain and pan. Clean all boilers and hot water heaters. Drain deposits off water heaters. Inspect all flues and hand holes for leakage and debris. Quarterly filter changes & equipment Lubrication Filters changed on all air Conditioning system 2 times per Air conditioning season (April and July). HVAC vendor to supply replacement air filters that are as per design. Filters changed on all Heating systems 2 times per heating season (January and October). HVAC vendor to supply replacement filter air filters that are as per design. All equipment listed below to be greased and lubricated 4 times annually at same time as filter changes. Laundry/Maintenance Building) Equipment: 2 - Carrier heat pumps (Model # 38ARQ008) with fan coils (Model # 40RMQ008) split systems. 3 - Carrier heat pumps (Model # 38ARQ016) with fan coils (Model # 40RMQ016) split systems. 2 - Carrier heat pumps (Model # 38YCC042) with fan coils (Model # FA4A-042) split systems. 1 -.20 ton HVAC package unit to be installed early 2010. This unit will condition Shady Lane Home Lobby and Dinning Rooms. 1-40 ton HVAC Make up air package unit to be installed early 2010. This unit will condition make up air to all Shady Lane Home Heat Pump units. 12 - AAF-Herman Nelson (Model # AEQ) classroom air source heat pump unit ventilators with MicroTech II unit mounted DDC control components. 2 - A. O. Smith Gas commercial hot water heaters (Model # BTR365A110) with 119 gallon storage tank and circulator. 8 Retroaire P-Tac units located on 4 porches.

Vendor must provide Shady Lane Home with a minimum 4 Hour Emergency response to meet NJ State regulations of "NO HEAT or NO Cooling" calls. Non- Emergency calls will require a maximum 24 Hour response. 2. Hourly rate per man for all service calls other than Annual Service, separated by normal hourly rate (8:00 AM - 4:00 PM Monday through Friday), overtime rate, holiday rate, Emergency rate (Shady Lane Home only). 3. Parts will be charged at percent discount from retail cost. 4. R-22 $ R-410A Refrigerant gas prices. 5. All recently replaced equipment repairs are to be done under manufacturer's warranty as warranty work. Proposal Requirements In addition to the standardized bid submission requirements each proposal shall include the following:
1. An all-inclusive cost proposal per location for the scope of work for annual service as described. No retainer fees, or travel expenses will be considered. 2. A repair service cost proposal for all locations for the scope of work as described. No retainer fees, or travel expenses will be considered. 3. Description of individual or firm s HVAC mechanical experience, as it relates to this proposal. 4. List of any subcontractors or outside experts that will be utilized for this work, including their experience. Pre-Proposal On-Site Meeting The Gloucester County Improvement Authority s representatives will be available for a tour of the facilities and to familiarize possible bidders with the existing HVAC mechanical systems.
