1. Executive Summary Web-based Revenue Receipt & State Land Record Management System (WBRR&SLRMS) mainly comprised of two different web applications placed on Board of Revenue website. Following are the systems and their functionality. 1.1 Revenue Receipt Management System Online database that contain Revenue Receipt records from 6 different Divisions of Balochistan. Online Form to feed Records to the database by data entry operators. Generate and calculate Real-Time Revenue Receipt Statements on the basis of data collected from 32 Districts of Balochistan. Secured Login to privileged System Users. o To validate concern Members of Board of Revenue. o To validate concern computer operators for data entry. o Privilege to Computer Programmer to develop, test and analyze overall working of a System. Contain visual components for better interaction with the System. o Generate Real-Time Pie charts, Bar Charts from Revenue Receipt Figures. o Integrate Google Maps of various Districts and Tehsils of Balochistan. 1.2 State Land Record Management System Online database that contain State Land Records from 6 different Divisions of Balochistan. Standard online Forms to feed Records. Generate Real-Time State Land Record Statements o For the availability of land for allotment. o Calculating total area (POL, ROD and ACRE). o Integrating Google Map APIs to visualize State Land area o Showing land Status. o Further actions to be decided. Secured Login to privileged System Users. o To validate concern Members of Board of Revenue. o To validate concern computer operators for data entry. o Privileges to Computer Programmer to develop, test and analyze overall working of a System. The System (WBRR&SLRMS) offers convenient access to and the ability to manipulate information that is of concern to Board of Revenue. This System is to alter manual Receipts collection and State Land Records into a Web-based System. It will be implemented on allotted Board of Revenue website from official website of Balochistan government. The use of WBRR&SLRMS ensures greater consistency, high accessibility and reliability of system. These advantages in turn lead to better productivity and reliability hence better quality of the overall design of the system.

2. Problem Statement The board of revenue, Balochistan was established for revenue administration and coordination between different departments responsible for collection generation and management of provincial revenue. With the advent of lightening fast Internet and modern computerization era Board of revenue need to adapt web based applications for their manual departmental functions to face challenges of fast growing economies. Following are the drawbacks exist in manual departmental functions: Lack of Maintainability of sensitive and important paper based records Lack of database for previous state land records. Manually creating and calculating Revenue Receipt statements. Lack of making decisions and predictions on the basis of manual Revenue Receipts. Improper and non-standard formats of statements received from various districts. Time consumption on making and re-arranging manual statements and records. Resource depletion i.e. papers. Overdue of summaries for approval and consideration. Lack of check and balance on various receipt statements. Lack of evaluation of performance from various districts generating revenues from receipts. 3. Proposed Solution The main aim is to utilize the advantages of Web-based System to solve the issues associated with manual Receipt collection and State land records from various districts of Balochistan. Developing this Web-based System will endow with the following benefits: Maintaining State Land Records and Receipts Statements in the form on online databases. Quicker Generation of Revenue Receipts and State Land Records. Interactive visual components i.e. pie charts, bar charts, Google maps. Evaluation of performance of various districts on the basis of visual charts. Accessibility of Records to the Members of Board of Revenue and concern staff. Securing and managing sensitive records. Friendlier User Web Interface for interaction and data entry. Adaptable to Changes in Functionality. Flexibility in implementing new and further systems. Time and cost benefits.

4. Initial System Design The proposed WBR&SLRMS system will be implemented on Board of Revenue website which is the sub-domain of official Balochistan government website. 4.1 System Activity Diagram Activity diagrams are graphical representations of workflows of stepwise activities and actions. Activity diagrams show the overall flow of control of the system.

5. System Development Process This section describes the Web-based software WBR&SLRMS lifecycle that we intend to follow for this project. An iterative approach will be used such that the requirements and design will be refined during the implementation and testing phases. Moreover, an incremental approach will be adopted to first create a basic system and then later on enhance it with new functionalities as the system is being developed. 5.1 Requirements and Analysis The functional requirements of the system will be gathered in this stage. This includes inception and consequent elaboration on making standard hierarchical structure of the system for the databases. 5.2 Architectural Design The next step is to come up with the appropriate architectural model for the existed system that need to be amended for suitable online development need. This will simply be an abstract view of the overall structure of the system, and will most probably consist of a heterogeneous style. 5.3 Front-end System Design In this phase, we will concentrate on designing the front-end of the System. It will ensure the best and easy to use graphical interface that will lead to familiarize novice concern users with System within no time. 5.4 Logical Design and Programming In this phase, each component, provided and required interfaces will be coded (Programming) and tested on local host for testing and debugging. The system will be developed using the PHP language and several other web technologies. The database system will be created using MySql. 5.5 System Remote Integration & Testing This phase involves integrating all the system components together Each system component will be separately tested to ensure that they meet the required functionalities. Once this has been achieved, it will be set to remote host (website) and the system will be tested as a whole.

5.6 System Development Time Duration For Development (Programming and Designing) and Deployment (Testing, Debugging and implementing) the required time duration is approximately three to four months. 6. System Development Requirements For developing WBRR&SLRMS following are the requirements. Hardware Requirements Software Requirements 1.
