REQUEST FOR PROPOSALS Site-Specific Prbable Maximum Precipitatin and Inflw Design Fld fr Grss Dam Summary f Request fr Prpsal Denver Water (DW), wner f Grss Dam and Reservir in Bulder Cunty, Clrad, is sliciting prpsals t prvide civil engineering and hydrmeterlgical services fr develpment f site-specific prbable maximum precipitatin (PMP) and inflw design fld (IDF) as part f the Grss Reservir Expansin Prject. The PMP and IDF must be develped in cmpliance with Federal Energy Regulatry Cmmissin (FERC) and Clrad Office f the State Engineer (SEO) regulatins and guidelines. The SEO released updated requirements regarding develpment f site-specific extreme precipitatin studies in their revised Prject Review Guide published February 17, 2016. The updated SEO requirements shall be satisfied in additin t thse set frth by FERC. The selected cnsultant will supprt Denver Water in crdinating with an independent Bard f Cnsultants (BOC), FERC, and the SEO t ensure that the initial scpe and resulting wrk prduct are acceptable t the regulatry agencies and BOC. Intrductin and Backgrund The existing Grss Dam is an n-stream facility lcated n Suth Bulder Creek in Bulder Cunty, Clrad, and in the Arapahe-Rsevelt Natinal Frest. The dam is wned and perated by Denver Water and prvides raw water strage frm bth west slpe transcntinental diversins and frm the Suth Bulder Creek watershed upstream f Grss Dam. The dam structure is a curved cncrete gravity dam frmed with a structural height f 345 feet. Denver Water prpses t raise Grss Dam by 131 feet t a final height f 471 feet, increasing strage vlume frm 41,811 acre feet t apprximately 119,000 acre-feet. The facility is regulated by FERC and the SEO. Grss Reservir has a tributary watershed area f apprximately 93 square miles at an average elevatin f apprximately 9340 feet abve mean sea level. The watershed extends frm the cntinental divide, at elevatins abve 13000 feet, t Grss Dam at an apprximate elevatin f 6955 feet. The watershed is characterized by rugged muntainus terrain, cniferus tree-cvered slpes, and little urban develpment. The PMP and IDF resulting frm this prject will be submitted fr review and apprval by FERC and the SEO, and will serve as design criteria fr the dam raise prject. Qualificatins f Cnsultant T be qualified t respnd t this RFP, the cnsulting team must be led by a Licensed Prfessinal Civil Engineer registered in the State f Clrad with at least 10 years f applicable prject experience including prjects requiring similar regulatry apprval by FERC and the SEO. The team must als include hydrlgists, meterlgists, and hydrmeterlgists with applicable prject experience. The Engineer may include prpsals frm multiple PMP subcnsultants fr Denver Water s cnsideratin. Denver Water reserves the right t dictate the rganizatin f the final cnsulting team. Page 5 f 6 Prpsal Requirements The prpsal shall utline the prpser s scpe f services, which at a minimum must include the criteria set frth within this request fr prpsal, and the prpser s apprach t administer and cmplete the prject. A detailed prject apprach will assist DW in understanding the prpsers understanding f the prject and the pprtunities and cnstraints that a prject f this cmplexity may cntain. At a minimum, the prpsal shall include: Cver Letter. Prject apprach including any unique slutins and clearly identifying all assumptins. Tailred 2 page resumes fr key prject persnnel, including prjects similar in nature and cmplexity t the Grss Reservir Site-Specific PMP and IDF Prject, shall be prvided fr key persnnel shwn within the prject rganizatin chart. All key persnnel prpsed fr the prject must remain available fr the entirety f the prject, a change f prject persnnel will nly be permitted in extreme circumstances.
