Co operative Academy of Professional Education (Kerala) (Established by the Government of Kerala) 1. Introduction. The Co operative Academy of Professional Education (CAPE) is an autonomous society registered in 1999 under the Travancore Cochin Literary, Scientific and Charitable Societies Act, 1955 on the basis of the Memorandum of Association and the Rules approved by the Government of Kerala and promoted by the Co operation Department, Government of Kerala. The Co operative Academy of Professional Education (CAPE) is aiming to establish Educational Institutions in various professional fields to provide facilities and promote Education and Training. The Honʹble Chief Minister of Kerala is the Ex Officio Chairman of the Society. The Honʹble Minister for Co operation is the Ex Officio Vice Chairman and the Chairman of the Board of Governors, with the Director of the Academy as the Member Secretary of the society. 2. CAPE Prospectus`2013 sets out the general information and rules relating to the selection and admission for the M.B.B.S course under NRI quota offered in the Cochin Medical College, Kochi. 4.1 The candidates seeking admission to the MBBS course under NRI quota for the academic year 2013 14 are required to go through this Prospectus carefully and acquaint themselves with the relevant information relating to the admission. Details of the admission are also available in the CAPE website www.capekerala.org and also in the website of Cochin Medical College, Kochi (www.cmccochin.org). This Prospectus is valid only for regulating admission for the academic year 2013 14. The CAPE Prospectus`2013 is subject to modification/ addition/deletion, as the case may be if deemed necessary by the Executive Committee of CAPE. 5. The Admission to the M.B.B.S course under NRI quota offered in the Cochin Medical College, Kalamassery, Kochi will be made by the Medical Director, Cochin Medical College, Kochi from the applications received from the eligible candidates for which separate notification will be published in the main dailies. 5.1 Those who have taken admission to MBBS course under NRI quota shall not be permitted to take admission in any other Medical College under any circumstances unless specified in Clause 14 of this Prospectus. 6. Academic eligibility for admission. Candidates who have passed Higher Secondary Examination of Board of Higher Secondary Education, Kerala or examination recognized equivalent thereto, with 50% marks in Biology/ Biotechnology separately and 50% marks in Physics, Chemistry and Biology/ Biotechnology put together, are eligible for admission to M.B.B.S course under NRI quota. 2
6.1 Candidates who have passed the B.Sc Degree (Three year course) examination with Physics, Chemistry, Zoology, Botany or Biotechnology as main and one or two of the above subjects as subsidiaries with 50% marks for Main & Subsidiaries taken together, subject to the condition that they have passed Higher Secondary Examination, Kerala or examination recognized as equivalent thereto with Physics, Chemistry and Biology as optional subjects are eligible for admission to MBBS course under NRI quota. 6.2 Relaxation in marks; Candidates belonging to SEBC with a total annual family income not exceeding Rs.4.5 lakhs will have a relaxation of 5% marks in the qualifying examinations. They need only 45% marks in the case of Biology and 45% marks in the case of optional subjects put together. In such cases, candidates shall produce income certificate as proof at the time of admission. 6.3 Candidates belonging to SC/ST category need 40% marks in Physics, Chemistry and Biology/Biotechnology put together in the qualifying examination. 7. Other eligibility criteria. Candidates seeking admission to MBBS course under NRI quota shall be a Dependant of his/her Sponsor as defined by the Government of Kerala and should enclose a declaration (form enclosed as Annexure I.) along with the application. 7.1 Copy of any the following documents duly attested by a Gazetted Officer of Central/State Government to prove the NRI status of the Sponsor should be enclosed. i. Employment certificate of the NRI. ii. Relevant pages of the passport containing Visa details. iii. Certificate issued by a Scheduled Bank stating that he/she is a Non Resident Indian holding NRI Account other than a Zero balance account. 7.2 Proof showing the relationship between applicant and the NRI Sponsor. 8. Procedure for selection: The selection of candidates to the MBBS course under NRI quota will be on the merit of the qualifying examination or Entrance Test conducted by the Institution. 9. Age limit. Applicants should have completed 17 years of age as on 31.12.2013. No age relaxation in the minimum age will be allowed. 10. Application form & fee The application form for admission to MBBS course can either be downloaded from the website: capekerala.org or from the website Cochin Medical College, Kochi (www.cmccochin.org) 3
10.1 The application fee for M.B.B.S course will be Rs.3000/ (Rupees three thousand only) which shall be remitted only by way of Demand Draft drawn on State Bank of Travancore in favour of the Medical Director, CMC, Kochi payable at Eranakulam. 10.2 No fee concession shall be allowed to SC/ST/SEBC/OBC/OEC candidates. Application fee once remitted shall not be refunded under any circumstances. Applications without application fee will summarily be rejected. 11. Receipt of application. The dully filled up application together with application fee of Rs.3000/ and all supporting documents attested by a Gazetted Officer shall be submitted to the Office of the Medical Director, CMC, Kochi in the address given below; THE MEDICAL DIRECTOR, COCHIN MEDICAL COLLEGE, KALAMASSERY, KOCHI 683 503. 11.1 The candidates are advised to send the applications by Registered Post. CAPE or CMC will not be held responsible for non receipt or late receipt of applications under any circumstances. Late and incomplete applications without supporting documents and the applications not in the prescribed form will summarily be rejected. 11.2 Without prejudice to the directions of the Government of Kerala / KUHS/MCI as the case may be, CAPE/CMC has absolute powers to decide on all matters related to admission and its decisions shall be final. 12. Course Fee The Tuition Fee for the MBBS course under NRI quota for the year 2013 14 will be fixed by the Govt of Kerala. In addition to the annual tuition fee, candidates are required to remit Special fees as applicable before the commencement of 1 st year classes which will be informed by the Medical Director/ Principal, CMC, Kochi. 12.1 No fee exemption/ concession shall be allowed to the candidates seeking admission under NRI quota. NRI candidates have to pay fees in every academic year for five years irrespective of promotion to the next class. 13. Preventive measures against Ragging : Ragging is strictly prohibited in the College Campus. According to the Kerala Prohibition of Ragging Act,1998, `ragging` means doing any act by disorderly conduct to a student of an educational institution, which causes or is likely to cause physical or psychological harm or raising apprehension or shame or embarrassment to that student and includes teasing or abusing or playing practical jokes or causing hurt to such students or asking a student to do any act or to perform something which such student will not in the ordinary course be willing to do. 4
13.1 The Cochin Medical College will abide by the directives of the Hon ble Supreme Court of India, dated May 16, 2007 in SLP No (S) 24295 of 2006 University of Kerala Vs Council, Principals`, Colleges, Kerala & Others [with SLP no. 24296 99/2004 & W.P (Crl) No. 173/2006 & SLP (c) No. 14356/2005] and the recommendations approved by the Hon ble Supreme Court of India on effective prevention of ragging in educational institutions. 13.2 In case, the applicant for admission to the NRI quota is found to have indulged in ragging in the past or if it is noticed later that he/she has indulged in ragging, admission may be refused or he/she shall be expelled from the CMC, Kochi. 13.3 Anti ragging committees and Anti ragging squads will be constituted take effective measures against ragging and should adhere to the stipulations and effectively monitor and comply with the directives. 13.4 Each of the student and his/her parents, or guardian are required to submit a combined undertaking at the time of registration/admission in the prescribed format available in Annexure II of the Prospectus which is mandatory for registration/admission. 13.5 Candidates should produce a Physical Fitness Certificate in the Proforma given in Annexure III, at the time of admission. 14. Refund of Fee. The following rules shall be exercised for refund of fee to the students admitted under NRI quota Sl No Category Procedure 1 2 NRI student who are allotted a seat in the MBBS course under the merit/ management quota in CMC, Kochi by the CEE. NRI student who leave the MBBS course in pursuance of allotment by the CEE to join other Medical Colleges during the 1 st year of study. (a) (b) (a) (b) If all the NRI seats are filled up, the fee remitted under NRI quota will be adjusted against Tuition fee due for the merit/ Management quota. If all the NRI seats are not filled up subsequently, the tuition fee already remitted under NRI quota will be treated as 1 st year s tuition fee and the fee remitted to CEE for the allotment will be adjusted towards 2 nd year s fee. If all the NRI seats are filled up, 10% of the tuition fee will be recovered as processing fee and balance fee will be refunded. If all the NRI seats are not filled up, the tuition fee for the 1 st year will be recovered as liquidated damages. 5
3 4 NRI students who leave the course to join other colleges on any reason as per the request of the student/ parent and not on the advice of the CEE during the 1 st year of study. Students admitted to MBBS course under NRI quota who discontinue their studies during the subsequent years (2 nd year onwards). If all the NRI seats are filled up subsequently, 10% of the tuition fee will be recovered as (a) processing fee and balance fee will be refunded. If all the NRI seats are not filled up subsequently, liquidated damages equivalent (b) to the amount of tuition fees for the whole course shall be recovered. Full course fee for the remaining years will be recovered as liquidated damages. Their TC, original certificates will be released only after realizing the amount. A Bond to the above effect shall be executed at the time of admission by the student and the parent in the presence of two witnesses. TC and Original Certificates will be released to the students who discontinued the course only if they remit the amount as prescribed in the rule.
