EMUNI EUROMED Union for the Mediterranean The idea about the Euro-Mediterranean University - EMUNI University is closely connected to the Barcelona Declaration (1995), which defined the integration of the Euro- Mediterranean area, as well as recognised the importance of encouraging contacts and exchanges between young people. The Barcelona declaration was followed by numerous other declarations on both the governmental and parliamentary tracks of the Euro-Mediterranean Partnership, who expressed support to the establishment of the university. The meeting of rectors and university representatives in the frame of the Mediterranean University Forum in Tarragona (2005) played a decisive role in the process of establishment, as it stressed the importance of an integrated Higher-Education space in the Euro-Mediterranean region. EMUNI University encourages cooperation in higher education, following up the objectives of the Catania Process and the First Euro- Mediterranean Ministerial Conference on Higher Education and Scientific Research, held in Cairo in June 2007. Also its role in the Union for the Mediterranean is of enormous importance, as the Paris Summit for the Mediterranean in 2008 defined EMUNI among the six major regional projects of the Union for the Mediterranean. EMUNI seat in Slovenia GA 2008 to join in 2009 EMUNI is a university with 115 co-founding institutions from 32 countries, headquartered in Slovenia. It was established in 2008 - the European Year of Intercultural Dialogue and Euro-Mediterranean Year of Dialogue between Cultures.

EMUNI EUROMED Union pour la Méditerranée L idée de l Université Euro-méditerranéenne L Université EMUNI est directement liée à la Déclaration de Barcelone (1995), qui a définit l intégration de l espace euro-méditerranéen, ainsi reconnaitre l importance de promouvoir les contacts et les échanges entre les jeunes. La déclaration de Barcelone a été suivie par de nombreuses déclarations sur deux niveaux, gouvernemental et parlementaire des partenaires euro-méditerranéens, qui ont exprimé leur appui à la création de l Université. La réunion, des recteurs et des représentants des universités dans le cadre du forum de l Université Méditerranéenne à Tarragone (2005), a joué un rôle décisif dans le processus de création, qui a souligné l importance d un espace d enseignement supérieur intégré dans la région Euroméditerranéenne. L Université EMUNI encourage la coopération dans l enseignement supérieur, suivant les objectifs du processus de Catalogne et la première conférence Ministérielle Euroméditerranéenne sur l enseignement supérieur et la recherche scientifique qui s est tenue au Caire en Juin 2007. Egalement, son rôle dans l Union pour la Méditerranée est d une énorme importance, comme lors du Sommet de Paris pour la Méditerranée en 2008 définie EMUNI parmi les six grands projets régionaux pour l Union pour le Méditerranée. EUROMED is comprised of 27 EU member countries and 12 South Mediterranean countries: Turkey, Syria, Lebanon, Jordan, Israel, Palestinian Authority, Egypt, Tunisia, Algeria, Morocco, Albania, and Mauretania. Libya is an observer. EMUNI EUROMED Unija za Sredozemlje Začetek ideje o Evro-sredozemski univerzi EMUNI univerzi je povezan z Barcelonsko deklaracijo iz leta 1995, ki je opredeljevala povezovanje evro-sredozemskega prostora ter pomen zagotavljanja stikov in izmenjav med mladimi. Barcelonski deklaraciji so sledile številne druge in sicer na nivoju vlad in parlamentov držav Evro-sredozemskega partnerstva, ki so izrazili podporo ustanovitvi univerze. Velik pomen pri procesu nastanka je imelo srečanje rektorjev in predstavnikov univerz v okviru Evro-sredozemskega univerzitetnega foruma v Taragoni leta 2005, ki je poudarilo pomen enotnega visokošolskega prostora na področju Evro-Sredozemlja. EMUNI univerza spodbuja sodelovanje na področju visokega šolstva ter sledi ciljem prve Evro-sredozemske ministrske konference o visokem šolstvu in raziskavah, ki je potekala v Kairu leta 2007. Izjemnega pomena je tudi njena vloga v okviru Unije za Sredozemlje, saj je v Skupni deklaraciji pariškega vrha za Sredozemlje EMUNI opredeljena kot eden od šestih prioritetnih projektov Unije. The Union for the Mediterranean was established in July 2008 in Paris as an upgrade to the Barcelona Process (1995). 43 countries are included, among them also Croatia, Bosnia-Herzegovina, Montenegro, and Monaco.

EMUNI establishment phases The crucial year for the establishment of EMUNI was the year 2008, when the Republic of Slovenia took over the EU Council Presidency. EMUNI was established on 9 June 2008 at the inauguration ceremony in Portorož, Slovenia, which became the seat of the university. An important milestone in the development of EMUNI was 13 July 2008, the date when the Joint Declaration of the Paris Summit for the Mediterranean was adopted, specifying EMUNI as one of the Priority Areas of the Union for the Mediterranean. The first EMUNI General Assembly was summoned on 26 November 2008 in Barcelona, where 115 founding members from 32 countries adopted the university statute and elected the bodies of the university. The official date of the establishment of EMUNI is 13 February 2009, when EMUNI was officially registered as a legal entity. The first study programme was accredited at EMUNI in June 2009, while on 17 July EMUNI entered into the Register of Higher Education Institutions of the Republic of Slovenia, which was also fulfillment of the criteria for obtaining the ERASMUS University Charter. EMUNI a été créé le 9 Juin 2008 lors de la cérémonie d inauguration à Portoroz en Slovénie, qui devient le siège de l université. Une étape importante dans le développement d EMUNI était le 13 Juillet 2008, la date à laquelle la Déclaration conjointe du Sommet de Paris pour la Méditerranée a été signée, précisant EMUNI comme un des domaines prioritaires de l union pour la Méditerranée. Le premier Assemblée Générale d EMUNI a été convoqué le 26 Novembre 2008 à Barcelone, où 115 membres fondateurs de 32 pays ont adopté le statut de l université et ont élu les organes de l Université. La date officielle de création d EMUNI est le 13 Février 2009, quand EMUNI a été officiellement enregistrée en tant qu entité juridique. Le premier programme d étude a été accrédité à EMUNI en Juin 2009, tandis qu EMUNI entre dans le Registre des Institutions de l Enseignement Supérieur de la République de Slovénie le 17 Juillet, aussi c est la date d accomplissement des critères de la charte universitaire ERASMUS. Center EMUNI was established by the Republic of Slovenia in 2007 as a public institution and acts as a Secretariat of the University. EMUNI Foundation was founded in 2008 with an objective to obtain funds for the operation of the university. Le Centre EMUNI a été créé par la République de Slovénie en 2007 en tant qu institution publique et agit comme Secrétariat de l Université. La Fondation EMUNI a été fondée en 2008 dont l objectif est d obtenir des fonds pour le fonctionnement de l Université.

EMUNI - koraki do ustanovitve Za ustanovitev EMUNI univerze je bilo ključno leto 2008, ko je Republika Slovenija prevzela predsedovanje Svetu EU. EMUNI je bila ustanovljena 9. junija 2008 na slovesnosti v Portorožu, ki je postal sedež univerze. Za pomembno prelomnico velja tudi datum 13. julij 2008, ko je bila sprejeta Skupna deklaracija pariškega vrha za Sredozemlje, kjer je EMUNI opredeljena kot eno od šestih prioritetnih področij Unije za Sredozemlje. Prva generalna skupščina EMUNI se je sestala 26. novembra 2008 v Barceloni, kjer je 115 članic soustanoviteljic iz 32 držav sprejelo statut univerze ter izvolilo organe univerze. Za uradni datum ustanovitve EMUNI velja 13. februar 2009, ko je bila EMUNI formalno registrirana kot pravna oseba. Junija 2009 je bil na EMUNI akreditiran prvi študijski program, 17. julija pa je bila EMUNI vpisana v razvid visokošolskih zavodov Republike Slovenije, s čimer je izpolnila tudi pogoj za pridobitev Erasmus univerzitetne listine. Center EMUNI je ustanovila leta 2007 Republika Slovenija kot javni zavod in za univerzo opravlja naloge sekretariata univerze. EMUNI ustanova je bila ustanovljena leta 2008 z namenom pridobivanja različnih virov in s tem omogočanja delovanja univerze.

Areas of operation Priority areas of EMUNI University s operation are: teaching / implementing study programmes, lifelong learning, summer schools, different seminars and courses, research, organising doctoral research seminars, projects, conferences, issuing different publications. Priority thematic areas of EMUNI University are: Maritime and Land Highways, Civil Protection, Use of Alternative Energies, Higher-Education and Research, Business Development and Economic Studies, Maritime Issues, Culture and Tourism, Human Rights and Migration, Euro-Mediterranean Studies, Gender Issues, Development Studies, Water Management, Performing Arts and Regional Integration. All EMUNI members co-operate in formulating the programme of the university by applying to the published Calls of EMUNI. Dejavnosti univerze Prioritetna področja delovanja EMUNI univerze so: poučevanje, izvajanje magistrskih in doktorskih študijskih programov, vseživljensko izobraževanje, poletne šole, različni seminarji in tečaji, raziskovanje, izvajanje doktorskih raziskovalnih seminarjev, projekti, konferenčna dejavnost, publicistična dejavnost. Vsebinsko pa se EMUNI univerza osredotoča na naslednja področja: okoljske študije, pomorske in kopenske poti, civilna zaščita, uporaba alternativnih energij, visoko šolstvo in raziskave, razvoj podjetništva in gospodarske študije, pomorske študije, kultura in turizem, človekove pravice in migracije, evro-sredozemske študije, vprašanje spolov, razvojne študije, upravljanje voda, uprizoritvena umetnost in regionalne integracije. Vse članice EMUNI univerze sooblikujejo program univerze tako, da se prijavljajo na EMUNI razpise.

Study Programmes EMUNI Senate considered and discussed 46 accredited study programmes from 11 countries in spring 2009 and selected 15 study programmes from 7 countries. Until September 2009 two study programmes were notified, the others being in the procedure of notification. In the academic year 2009/2010 EMUNI University in cooperation with the Faculty of Criminal Justice and Security of the University in Maribor and partner universities will implement a third Bologna Cycle Study programme. With an aim to enhance mobility of students and teachers in the Euro-Mediterranean region, some EMUNI scholarships will be available for EMUNI Label study programmes. An important part of EMUNI activies is also the development of new Study Programmes. In the academic year 2008/2009 three pilot EMUNI label Master Study Programmes, accredited at partner EMUNI institutions, were implemented: MA in European Mediterranean Cultures and Policies, MBA in Energy and Sustainable Development and Euro-Mediterranean MA in Culture and Tourism. They involved 56 students from 16 countries and more than 90 professors coming from 16 countries. Les programmes d études Le Sénat d EMUNI a considéré et discuté 46 programmes d études accrédités provenant de 11 pays et a selectionné 15 programmes d études de 7 pays. Jusqu à Septembre 2009 deux programmes d études ont été notifiés, les autres sont en cours de notification. Durant l année universitaire 2009/2010 l Université EMUNI en collaborant avec la Faculté de Justice Criminelle et de la Sécurité de l Université de Maribor mettront en oeuvre un troisième programme d étude du 3 ème cycle (Processus de Bologne). Dans le but d améliorer la mobilité des étudiants dans la région euro-méditerranéenne, quelques bourses EMUNI seront disponibles pour certains autres programmes. Pendant l année universitaire 2008/2009 trois programmes d études de Master avec le label EMUNI, ont été accrédités dans les institutions partenaires d EMUNI, et ont été mis en oeuvre: MA dans les cultures méditerranéennes et des politiques européennes, MBA dans l énergie et le développement durable et MA euro-méditerranéenne en culture et tourisme. 56 étudiants provenant de 16 pays et plus de 90 professeurs provenant de 16 pays ont participés.

Študijski programi Senat EMUNI je spomladi 2009 obravnaval 46 prijavljenih študijskih programov iz 11 držav in sprejel sklep o izboru 15 programov iz 7 držav. Do septembra 2009 sta bila 2 študijska programa notificirana, ostali pa so v postopku notifikacije. V študijskem letu 2009/2010 bo EMUNI univerza v sodelovanju s Fakulteto za varnostne vede Univerze v Mariboru in partnerskimi univerzami izvajala doktorski študijski program. Z namenom spodbujanja mobilnosti študentov in učiteljev Evro-sredozemskega prostora pa bodo v EMUNI Label študijskih programih na voljo EMUNI štipendije. Pomemben del dejavnosti EMUNI pa je tudi razvoj novih študijskih programov. V študijskem letu 2008/2009 je EMUNI izvajala 3 magistrske študijske programe, ki so akreditirani na partnerskih univerzah EMUNI kot EMUNI Label : Energija in trajnostni razvoj, Sredozemske kulture in politike, Evro-sredozemske kulture in turizem. V programih je bilo 56 udeležencev iz 16 držav ter več kot 90 učiteljev iz 16 držav. PhD Programme: Criminal Justice and Security The programme will be implemented by EMUNI University and University of Maribor, Faculty of Criminal Justice and Security. EMUNI partner universities will be involved as well. Master Programmes - EMUNI Label: Environment Migration and Intercultural Relations Euro-Mediterranean MA in Culture and Tourism The programmes will be delivered by the University of Nova Gorica, the University of Bari and EMUNI partner universities.

Lifelong Learning and Summer Semester EMUNI programmes of professional training will be organised in the academic year 2009/2010 at partner universities in the frame of the summer semester (June September 2010). The following programmes will be held in Slovenia: Management of Higher Education (in the summer semester 2010), Euro-Mediterranean Studies (February and September 2010), Public Management in Local Communities of EUROMED (April 2010). In the academic year 2008/2009 EMUNI organised the 2 nd Euro- Mediterranean Summer School at 7 locations in 4 countries (Belgium, Greece, Italy and Slovenia), which were attended by approximately 90 students. Les programmes suivants auront lieu en Slovénie: Gestion de l Enseignement Supérieur (Semestre d été 2010) Etudes Euro-méditerranéennes en février et septembre 2010, Gestion Publique des communautés locales de EUROMED (Avril 2010). Pendant l année universitaire 2008/2009 EMUNI a organisé le 2 ème Ecole d Eté Euro-Méditerranéen 2009 dans 7 endroits dans 4 pays (Belgique, Grèce, Italie et Slovénie), qui a été assistée par 90 étudiants.

Euro-Mediterranean University Portorož-Piran, Slovenia www.emuni.si 3 rd EURO-MEDITERRANEAN SUMMER SEMESTER / PROFESSIONAL SCHOOL Vseživljensko izobraževanje in poletni semester EMUNI programi profesionalnega izpopolnjevanja bodo v študijskem letu 2009/2010 organizirani na partnerskih univerzah v okviru poletnega semestra in sicer od junija do septembra 2010. V Sloveniji bomo predvidoma izvedli: Management visokega šolstva (letni semester 2010), Evro-sredozemske študije (februarja in septembra 2010), Javne storitve v lokalnih skupnostih EUROMED-a (april 2010). V študijskem letu 2008/2009 je potekalo sedem poletnih šol EMUNI v štirih državah (Belgija, Grčija, Italija in Slovenija). V njih je sodelovalo okrog 90 udeležencev. Research and projects EMUNI acts as an organiser or partner of various projects. In the academic year 2009/2010 one of the most important projects will be cooperation in the project Entrepreneurship in Higher Education led by the European Training Foundation (ETF). EMUNI encourages cooperation with doctoral students and their mentors. In 2009/2010 doctoral research seminars, related to four to six thematic areas, will be held. They will take place in Slovenia between February and July 2010. In the academic year 2008/2009 EMUNI organised its first Doctoral Research Seminar on the topic of De-Pollution of the Mediterranean Basin. It was attended by 10 participants from 7 countries. EMUNI is issuing the International Journal of Euro-Mediterranean Studies (IJEMS). The Journal is an interdisciplinary forum dedicated to examining issues in the intersections of humanities and social studies in the Euro- Mediterranean area. Recherches et projets En tant qu organisatrice et partenaire EMUNI est impliquée dans divers projets. Durant l année universitaire 2009/2010 un des plus important projets sera la coopération dans la dernière phase du projet d Entrepreneuriat dans l enseignement supérieur mené par la Fondation Européenne de Formation (ETF). EMUNI encourage la coopération avec les étudiants de doctorat et leurs moniteurs. En 2009/2010 les séminaires de recherche doctoraux, liés à six domaines seront conduites. Ils se dérouleront en Slovénie entre Février et Juillet 2010. Durant l année universitaire 2008/2009 EMUNI a tenu son premier séminaire de recherhce doctoral sur le thème de Dépollution du bassin Méditerranéen. Elle a réuni 10 participants de 7 pays. EMUNI a publié la Revue Internationale des Etudes Euro-Méditerranéennes (IJEMS). La Revue est un forum pluridisciplinaire dedié à l analyse des questions d intersection entre les humanités et études sociales dans la région Euro-méditerranéen.

Conferences To disseminate the achievements in the field of research, EMUNI organises different conferences and other events. The annual conferences are: Second Student research conference - EMUNI Research Souk, Management International Conference, EMUNI Conference on Higher Education and Research. The most important conferences of EMUNI in the academic year 2008/2009 involved organization or co-organisation of 6 conferences, including the 3 in Slovenia and 3 abroad (Spain, Tunisia, Morocco). Konference Z namenom diseminacije dosežkov na področju raziskovanja organizira EMUNI različne konference in druge dogodke. Letne konference so: Študentska raziskovalna konferenca EMUNI Research Souk, Mednarodna konferenca managementa - MIC, Konferenca o visokem šolstvu in raziskavah HE&R. Organizirane bodo tudi druge konference, med njimi konferenci Mir, stabilnost in napredek v evro-sredozemski regiji, ki bo potekala 23. 24. aprila 2010 (TBC) v Sloveniji ter Pomen evro-sredozemske misli. V študijskem letu 2008/2009 je EMUNI organizirala oziroma soorganizirala 6 konferenc, tri v Sloveniji in tri v tujini (Španija, Tunizija, Maroko).
