Regrading of Non-Graduate Teachers (Ref : EDBC 4/2008) Current graduate teacher ratio is 85% Graduate posts can be filled by qualified serving non-graduate (NG) teachers SAM, AM and CM GM posts PAM SGM post (for schs with 24 or more classes only) The effective date of regrading/promotion carries no retrospective effect 9
Regrading of Non-Graduate Teachers (2) (Ref : EDBC 4/2008) After expansion of graduate posts from 2009/10, if serving NG teachers do not regrade and number of NG teachers exceeds approved establishment, the corresponding number of graduate posts should be held against: no. of excess SAM, AM and CM no. of GM posts PAM (if any) SGM post For other reasons (e.g. class reduction) causing the shrinkage in the establishment of non-graduate teachers in the promotion ranks, schools should follow the prevailing arrangement for over-ranked teachers. 10

(Ref: EDBCM 46/2012) LT Establishment Provision of Laboratory Technicians (LTs) According EDBCM No. 46/2012, the provision of LT will be continuously frozen at 2008/09 level up to 2015/16 Use territory-wide average of LT establishment per class in 2008/09 to adjust the LT provision if the school experiences reduction of classes due to under-enrolment At least one laboratory technician will be provided for phasing-out schools 12

Additional Teachers Under Non-salaries Grants Grants can be used for employment of teachers : Senior Secondary Curriculum Support Grant (SSCSG) Capacity Enhancement Grant (CEG) 24 Learning Support Grant for Sec Sch (LSGSS) Teacher Relief Grant (TRG) Substitute Teacher Grant (STG) Diversity Learning Grant (DLG) Fractional Post Cash Grant (FPCG) Career and Life Planning Grant (CLPG) OEBG/EOEBG Surplus Teachers employed under non-salaries grants are on a temporary basis and should not be paid out of Salaries Grant. 23 14
