Date:10/01/2006 PADEP: Chapter 284 OSHA: 1910.145, 1910.1200,1910.120 and1910.1030 Messiah Cllege Infectius/Bihazard Waste Management Plicy and Prcedure Plicy: Objectives: It is the plicy f Messiah Cllege t manage the strage, dispsal, and prcessing f infectius and bihazard waste in accrdance with EPA, PADEP and OSHA Regulatins. T manage the strage, prcessing, and dispsal f waste in accrdance t regulatry requirements. Attachments: A. Infectius Waste Dispsal Summary Chart B. Bilgical Emergencies Prcedure: Respnsibility : It will be the respnsibility f any department at Messiah Cllege wh generates infectius waste t understand the cntent f this plicy. Infectius waste will be cllected at the pint f generatin. The departments wh generate the waste will be required t cntact the Waste Crdinatr at 3561 fr dispsal. Waste can nly be kept fr up t 30 days, at which pint the Waste Crdinatr is t be ntified fr the remval f the waste. The Waste Crdinatr will stre the infectius waste in a freezer lcated at the Lenhert Central Accumulatin Area fr up t 90 days and schedule regular pick ups fr dispsal as needed. Only the Waste Crdinatr is t be scheduling the pick up f infectius waste by the ff-site hauler. SAA pick up shuld be directed t the Waste Crdinatr. Recrds cncerning the dispsal f infectius waste will be the respnsibility f the Waste Crdinatr and maintained in the Lenhert Resurce Rm (117). Definitins A. Infectius Waste Infectius waste includes the fllwing: Labratry Waste "Labratry Waste" means: Waste cultures and stcks f agents that are generated frm a labratry and are infectius t humans. Infectius Waste Plicy 1

Discarded cntaminated items used t inculate, transfer, r therwise manipulate cultures r stcks f agents that are infectius t humans. Wastes frm the prductin f bilgical agents that are infectius t humans. Discarded live r attenuated vaccines that are infectius t humans. Wastes that riginates frm clinical r research labratry prcedures invlving cmmunicable infectius agents unless such waste has been prperly decntaminated by an apprved prcess (e.g. autclaving). Bld "Bld" means: Human bld and bld cmpnents and prducts made frm human bld. Slid waste saturated with dripping human bld r bld prducts (e.g. cntaminated items that wuld release bld in a liquid r a semi-liquid frm, if cmpressed). Human bld prducts include serum, plasma, and ther bld cmpnents. Regulated Human Bdy Fluids Regulated human bdy fluids" means: Bld and bld cmpnents. Cerebrspinal fluid, synvial fluid, pleural fluid, peritneal fluid, pericardial fluid, amnitic fluid, semen, pus, drainage, vaginal secretin. Any bdy fluids that are visibly cntaminated with bld, that are in cntainers r that drip freely r culd be released in a liquid r semi-liquid state frm saked slid wastes items. Research Animal Waste Research animal waste" means: Carcass, bdy parts, and bld derived frm animals knwingly and intentinally expsed t agents that are infectius t humans; and/r accidentally r naturally infected with agents that are infectius t humans fr the purpse f research, diagnstic, prductin f bilgical and/r testing f pharmaceuticals. Infectius animal waste includes the fllwing: Infectius Waste Plicy 2

Radiactive Research Animal Waste: Animals and animal waste cntaminated with radiactive material. Research Animal Waste Cntaminated with Txic Chemicals Sharps "Sharps" means: Any discarded items that can induce subdermal inculatin f infectius agents, r any item that can easily penetrate the skin, puncture waste bags and cardbard bxes including: Needles and syringes Surgical, scalpel and razr blades. Pasteur pipettes capillary tubes. Slides and cver slips. Shards f cntaminated glass, and any ther sharps items derived frm human r animal patient care, bld banks, labratries, mrtuaries, research facilities and industrial peratins. Sharps are cnsidered infectius waste whether cntaminated with infectius agents r nt. B. Pathlgical Waste "Pathlgical waste" means: Human tissue and bdy parts remved by trauma, during surgery r autpsy r studies and which is intended fr dispsal. Pathlgical waste des nt include teeth, hair, r nails. C. Objectinable Waste Objectinable waste means: Waste that will nt be accepted in the trash haulers main prcessing plant, this includes: Bld administratin tubing. Tubing r drainage cllectin devices (e.g. hemvacs, J.P. bulbs, and suctin canisters), which cannt be emptied and/ r rinsed frm all visible bld. Wund dressing/ gauze, which cntains spts f bld greater than 2 inches in diameter. Large vlumes f tubing dispsed f in same cntainer (e.g. waste bag full f IV and/r ventilatr tubing). D. Brken Glass Brken glass means: Any large items f nn-cntaminated brken glass cntainers. This Infectius Waste Plicy 3

includes bttles, burettes, beakers, test tubes, etc. E. Nn-Infected Research Animal Waste Nn-infected research animal waste means: Animals and animal waste that have nt been in cntact with agents that are infectius t humans r are nt cnsidered naturally infected. F. Preserved Animal Waste Preserved animal waste means: Preserved animals and parts that have been used in a teaching labratry. Prcedure A. Waste Segregatin All wastes will be segregated int apprpriate categries at the pint f generatin (e.g. labratry, academic areas, and service area), prperly cntainerized and maintained in separate packaging thrughut cllectin, strage and transprt in a manner that prevents release f the waste material. All untreated infectius waste will be placed immediately int apprpriate cllectin bags and cntainers. All infectius/ bjectinable waste destined fr n-site decntaminatin by autclaving will be segregated frm ther waste and placed directly int autclavable waste cllectin bags B. Labeling and Cntainer Requirements 1. Cntainer Requirements a. Reusable cntainers: Infectius waste cllectin and transprtatin cntainers will be rigid; leak-, burst- and tear-resistant under nrmal cnditins f handling and use; cnstructed f smth, easily cleanable, impermeable material. Reusable cntainers that have been in direct cntact with infectius material will be disinfected prir t reuse. b. Dispsable cntainers: All infectius waste cllectin cntainers (ther than sharps) will be lined with dispsable waste cllectin bags. Infectius Waste Plicy 4

Infectius waste cllectin bags will be impervius t misture and f sufficient strength t preclude ripping, tearing r bursting under nrmal cnditins f use and handling. Red dispsable infectius waste bags will be used fr the cllectin f nn-autclavable infectius waste, such as pathlgical waste r infected research animal waste, r fr ther waste nt intended fr n-site decntaminatin r treatment. Sharps cntainers will be rigid and puncture-, burst- and tear-resistant under nrmal cnditins f handling and use. All sharps cntainers will be prminently labeled with the wrds "Sharps" and bear the bihazard symbl. Sharps cntainers shuld clsed t prevent hands frm entering the bx and clsed permanently when the bx is full. Please Nte: Cardbard bxes are nt acceptable sharps cntainers and shuld nt be used as such. 2. Labeling Requirements: a. All infectius waste cllectin cntainers, bags, r liners will be clearly labeled with a bihazard symbl and/r marked with the wrds "Infectius Waste". b. Sharps cntainers must be labeled with the wrds "Sharps" and bear the bihazard waste symbl whether the sharps are infectius r nt. c. It will be the generatr s respnsibility t pst a bihazard label n the drs f any rm dr where Bihazard Waste is kept. In general, affix Bihazard Warning labels t refrigeratrs, freezers and ther cntainers hlding bld and ther ptentially infectius materials t warn thers f the hazards invlved. 3. Strage Requirements: a. Infectius/bjectinable, pathlgical, infected research animal and pathlgical waste destined fr ff-site shipment must be prperly cntainerized, labeled and stred separately frm ther waste in areas designed t prevent the entry f vermin and access by unauthrized persns. b. All untreated infectius waste and nn-preserved animal and pathlgical waste will be stred in clers, refrigeratr and freezers t prevent putrefactin and minimize drs. c. All strage cntainers will have tight fitting lids. 4. On-Site Decntaminatin f Infectius Waste a. All labratries invlved with the use f virulent infectius agents must decntaminate all cultures, stcks and materials used in the manipulatin f infectius agents befre dispsal int the nrmal waste stream r general refuse. b. Infected animal carcasses and bdy parts will nt be decntaminated n-site but shipped fr ff-site incineratin. c. Subsequent t decntaminatin, all autclaved waste will be handled as nrmal waste and discarded in the nrmal waste stream. 5. Decntaminatin by Autclaving a. Autclaving (saturated stream under pressure) is an apprved decntaminatin methd f mst infectius waste (ther than research animal and pathlgical waste). Usually, a 60 t 90 minute cycle at 121 degrees C will be used t effectively decntaminate waste. b. There are ther acceptable prcesses fr the decntaminatin f infectius waste. Hwever, the apprval f the Lab Manager is necessary prir t decntaminatin. Infectius Waste Plicy 6

Clear autclave bag (Nt red bag) Decntaminate by Autclaving Place waste bag (clear autclave Bag) in autclave machine fr 60 minute cycle at 121 C. after autclaving, let waste bag cl ff and drain excess liquid, then place bag in regular trash bin lcated in autclave rm. Attachment B Bilgical Emergencies In case f bihazardus material spill, r expsure* t an infectius material r agent, d nt panic. Prceed with the fllwing: 1. Ntify all persnnel in the area f the spill. Cntact Dispatch immediately at 6005. 2. Restrict access t spill area. 3. Remve all cntaminated clthing and place in a Bihazardus (autclave) bag. 4. If skin is cntaminated, begin washing with mild sap and water. 5. In case f an expsure,* seek medical help immediately. D nt attempt t clean up a biinfectius material spill withut use f apprpriate prtective equipment. 6. Put n clean glves and face mask. 7. Place absrbent pads n spilled material. If unsure, cnsult with the Waste Crdinatr. 8. Spray pads with a disinfectant. 9. Have smene else call Dispatch at 6005. 10. Fllw Emergency spill prcedure. Use EPA apprved Stepan Cmpany Disinfectant (EPA#1839-83-1677) available thrugh Campus Events. *All needle sticks and eye, muth, ther mucus membrane, r nn-intact skin cntact with bld r ther infectius materials is cnsidered an EXPOSURE INCIDENT and must be reprted immediately t Dispatch at 6005.
