3 EHS Standard Operating Prcedure SOP-04: Hazardus Waste Dispsal 1 Overview 1.1 Purpse The purpse f this Envirnmental, Health and Safety (EHS) Standard Operating Prcedure (SOP) is t prvide general guidance fr hazardus waste dispsal as a result f activities undertaken at Qatar University (QU). 1.2 Hazards and Risks Hazard Definitin Hazardus waste include elements, cmpunds, mixtures, slutins, and substances which, when released int the envirnment may present substantial danger t public health r welfare r the envirnment. At QU, hazardus waste cnsist primarily f hazardus chemicals, bihazardus materials, and radiactive waste A hazardus chemical means a chemical fr which there is statistically significant evidence (based n at least ne study cnducted accrding t established scientific principles), that acute r chrnic health effects may ccur in expsed individuals; and/r A chemical that pses physical hazards such as flammability, crrsin, r reactivity. Health hazard means a chemical which is classified as psing ne f the fllwing hazardus effects: acute txicity (any rute f expsure); skin crrsin r irritatin; serius eye damage r eye irritatin; respiratry r skin sensitizatin; germ cell mutagenicity; carcingenicity; reprductive txicity; specific target rgan txicity (single r repeated expsure); r aspiratin hazard. Physical hazard means a chemical that is classified as psing ne f the fllwing hazardus effects: explsive; flammable (gases, aersls, liquids, r slids); xidizer (liquid, slid r gas); self-reactive; pyrphric (liquid r slid); self-heating; rganic perxide; crrsive t metal; gas under pressure; r in cntact with water emits flammable gas. 5 EHS Standard Operating Prcedure Chemical asphyxiant Explsive Oxidizer Crygenic liquid A gas that renders the bdy incapable f maintaining an adequate xygen supply A slid r liquid substance (r mixture) which is in itself capable by chemical reactin f prducing gas at such a temperature and pressure and at such a speed as t cause damage t the surrundings. A slid r liquid material, while in itself is nt necessarily cmbustible, may cause r cntribute t cmbustin f ther material generally by yielding xygen. Crygenic liquids are pressurized liquids frmed by cmpressing gases t a pint where the temperature reaches - 60 C t C. 2 Scpe The requirements utlined in this SOP are applicable t all QU emplyees, students, cntractrs, and visitrs wh are wrking fr QU, and/r cnducting wrk n QU premises. The fllwing subsectins utline sme f rutine and nn-rutine activities and lcatins in which the cnditins cvered by this SOP may be encuntered. 2.1 Rutine Hazardus waste can be encuntered in many areas at QU. Mst cmmnly, hazardus waste is fund in: QU Labratries Facilities maintenance Greenhuse Medical clinic 2.2 Nn-rutine Hazardus waste may als be encuntered: When hazardus materials are used by n-site cntractrs Accidents Delivery vehicles with ther materials in them 3 Rles and Respnsibilities Each emplyee shuld be n the alert fr hazardus cnditins and prmptly reprt any t the Envirnment and Safety Office (ESO). The department is respnsible fr the crrectin f any peratinal deficiencies that are discvered. Facility deficiencies must be reprted t the ESO. The QU Departments are the primary rganizatin respnsible t implement and maintain sund hazardus waste management practices and assure safety cmpliance in their respective areas. 3

6 EHS Standard Operating Prcedure 3.1 Vice Presidents (VP), Assciate Vice Presidents (AVP), Deans, Directrs, Managers, Head Sectins/Units and Prject Managers VPs, AVPs, Deans, Directrs, Managers, Head Sectins/Units and Prject Managers have the primary respnsibility fr hazardus waste management and therefre have respnsibility fr assuring sund safety practices and cmpliance within their Department/Cllege. They are ultimately respnsible fr enfrcing cnsequences arising frm mderately serius and very serius incidents. 3.2 Emplyees, Students and Cntractrs Emplyees, cntractrs and students are respnsible fr cmpliance with safety regulatins and this technical guidance, as applicable. 3.3 Envirnment and Safety Office (ESO) The ESO is respnsible fr the implementatin f this prcedure. 3.4 EHS Cmmittee The EHS Cmmittee shall be respnsible fr assisting in the implementatin, maintenance and review f this prcedure, as requested. 4 Risk Preventin 4.1 General Preventin Requirements The fllwing preventin practices shuld be fllwed t minimize the risk frm ptential hazards assciated with hazardus materials: Maintain an accurate inventry f the hazardus waste at QU facilities. Maintain up t date Material Safety Data Sheets (MSDS) fr all hazardus waste at QU facilities. These MSDSs must be available t wrkers. Prvide apprpriate training t wrkers in areas where hazardus waste is stred, dispensed r handled. Refer t Sectin 6 f this guidance fr specific training requirements. Wear apprpriate prtective glves/prtective clthing when handling hazardus waste. Prvide adequate and apprpriate strage facilities and ensure hazardus waste is stred in an rderly manner. Clearly identify and label hazardus waste cntainers and strage areas. Develp prcedures t cntrl and mitigate unauthrized releases f hazardus materials. Develp an emergency actin plan fr respnse t releases f hazardus waste. Establish apprpriate dispsal methds fr hazardus wastes. Apprpriate spill respnse and fire suppressin materials must be readily accessible. 4

7 EHS Standard Operating Prcedure 4.2 Specific Preventin Methds In additin t the general risk preventin and mitigatin measures utlined in sectin 4.1, the fllwing measures shuld be applied fr specific types f hazardus waste Chemical Waste Chemical waste can be classified int the fllwing classes: Irritants Asphyxiants Txic substances Explsives Flammable Materials Gases, Liquids, Slids Oxidizers Self-reactive Pyrphric Crygenic Liquids Please refer t QU TG-01 Chemical Safety fr the specific preventin methds assciated with each class Bilgical Waste Bilgical waste includes: Materials cntaminated r ptentially cntaminated during the manipulatin r cleanup f the material generated during research and/r teaching activities requiring Bisafety Level (BSL) 1, 2, r 3 r animal r plant bisafety level 1, 2, r 3. Human tissues and anatmical remains. Materials cntaminated with human tissue r tissue cultures (primary and established) because these are handled at BSL-2. Any liquid bld and bdy fluids (human r animal). Animal carcasses, bdy parts and bedding frm animals infected with BSL2 and BSL3 agents. Bilgical waste can be classified int different BSLs. Please refer t QU TG-02 Bilgical Safety fr the specific preventin methds assciated with each BSL level Radiactive Waste There are seven types f radiactive waste: Bilgical Materials and animal carcasses. Dry Slids. Liquids. Scintillatin Vials. Surce Vials. 5

8 EHS Standard Operating Prcedure Mixed Wastes Lead cntaining materials. Please refer t QU TG-03 Radiatin Safety fr the specific preventin methds assciated with each type. 5 Safe Wrk Practices 5.1 General Wrk Practices The fllwing wrk practices shall be implemented t reduce the risk f injury, illness, r prperty damage and must be fllwed by all wrkers and students. Wrkers shall familiarize themselves with the infrmatin prvided in the MSDSs prvided by the manufacturer. Instructins fr safe handling f the material, as presented n the MSDS, shall be fllwed and apprpriate persnal prtective equipment (PPE) used by wrkers handling the material. Wash hands immediately after cmpletin. Eating, drinking, smking, chewing gum, applying csmetics and string utensils, fd and fd cntainers are prhibited in areas where hazardus waste is stred r handled. If hazardus waste must be transferred frm ne cntainer t anther, apprpriate spill respnse materials shall be in clse prximity t the transfer area such that the wrker can quickly cntrl the release and, if safe t d s, clean up the released material. 5.2 Specific Wrk Practices Specific safe wrk practices shall be based n the type and class f hazardus waste and the ptential rutes f expsure assciated with the material. Chemical-specific safe wrk practices can be fund n the MSDS and shuld be fllwed. The fllwing presents the minimum safe wrk practices t be fllwed, by type and class f the hazardus waste, in additin t thse presented in Sectin Chemical Waste Dispsal Ptentially hazardus chemical wastes must be dispsed f in accrdance with the state's regulatins and prcedures established by the ESO. Cntact yur supervisr r ESO befre discarding f any ptentially hazardus chemical. The fllwing guidelines will assist chemical hazardus waste cllectin: Unless yu have written apprval frm the ESO, dispsal f chemicals by way f the sanitary sewer system is prhibited. T determine if the chemical yu want t be remved frm yur labratry r wrk area is a regulated hazardus waste, cntact ESO, r cnsult the United States Envirnmental Prtectin Administratin Regulatin 40 CFR Identificatin and Listing f Hazardus Waste. 6

9 EHS Standard Operating Prcedure All lab persnnel must be familiar with the lcatin and cmpsitin f all wastes prduced in the labratry. Waste cntainers must remain clsed except when actually adding waste. Open cntainers vilate state and federal waste regulatins. Fr dispsal infrmatin, call ESO at Hazardus Waste Inspectin ESO is respnsible fr identifying and remving waste frm labratries upn ntificatin, and transprting r shipping t apprve treatment, strage, and dispsal facilities. Satellite accumulatin areas (labratries) shall fllw the fllwing requirements: Keep lids r caps securely in place and tight them except when adding materials. A funnel resting n the muth f a bttle is nt a lid; neither is a Para film. Be sure that gas-prducing reactins (e.g. rganics in acids) have wrked t cmpletin befre transferring the material t a hazardus waste cntainer. Remember: A clsed cntainer; when tipped ver will nt leak. Secndary cntainment is required fr all glass cntainers f liquid hazardus materials stred n the flr. Secndary cntainment is required fr all cntainers f liquid hazardus waste, with capacity f fur (4) liters r less, regardless f strage lcatin. The wrd Hazardus Waste labels shall be place in the cntainer t identify the cntents (e.g. Acetne Waste ). Abbreviatins such as H 2 SO 4, HCl, EtBr, EtOH, etc. are nt acceptable. Keep the waste cntainer(s) at r near the pint f generatin and under cntrl r the supervisin f the individuals directly respnsible fr the waste-generating prcess. D nt stre waste in a separate rm r dwn the hall. D nt accumulate mre than fifty-five (55) gallns (208) liters f hazardus waste r ne (1) quart (0.95 liters) f acutely hazardus waste in the labratry. Hazardus Waste Cntainers Hazardus waste cntainers must be in gd cnditin and chemically cmpatible with their cntents. Waste cntainers must securely fitting lids; d nt use crks r stppers. Labratry beakers, flask, r plastic milk cartns are nt acceptable as waste cntainers. Metal cntainers are nt acceptable unless they are the riginal cntainers. Glass and plastic reagent bttles are generally the mst cnvenient nes. Befre discarding materials, allw them t react cmpletely and/r cl t ambient temperature befre accumulating as waste, and tightly clsing the lid. Until all reactins 7

10 EHS Standard Operating Prcedure are cmpleted, the cntents f a cntainer are nt waste, but are instead the last step f the reactin prcedure. Stre glass waste cntainers in rubber safety carriers, buckets, r similar cntainers t prtect against breakage and spillage. All hlding fur (4) liters r less f liquid hazardus waste, and all glass cntainers f liquid hazardus materials stred n the flr, require secndary cntainment. Liquid waste may be accumulated in glass reagent bttles cmpatible with the waste. If a large vlume f liquid waste is generated, cnsider a 5-galln carbys fr slvent accumulatin. Cntainers f liquids must have a ten (10) percent headspace t accmmdate thermal expansin. Slid wastes are t g int a duble-lined cardbard bx. Liners must be 1.5 mil r greater plyprpylene bags. Tie and seal each bag individually. Ethidium brmide cntaining slid and semi-slid waste (e.g. used gels) is als cllected in duble-lined bags within cardbard bxes. Save liquid ethidium brmide waste in carbys r bttles. Reactive chemicals must be dispsed f in their riginal shipping cntainers. Hydrfluric acid presents a special hazard and must be stred in Tefln cntainers r riginal cntainers. Chemical Waste Segregatin Acids and Bases Segregate cntainers f acids and bases frm ne anther while accumulating fr dispsal / treatment. Cllectin f cncentrated acids and bases fr shipment will be arranged if neutralizatin in the labratry is nt practicable. Aqueus acid r base slutins with a ph between 5 and 9 can be released t the sanitary sewer withut neutralizatin. D nt discharge acids and bases cntaining heavy metals t the sewer. D nt mix acids and bases cntaining heavy metals with ther acidic r basic waste. Include neutralizatin f acids and bases as an end step in the labratry prcedures. Oxidizers Package xidizers separately, and accumulate away frm flammable materials. Reactive wastes Exercise special care t identify reactive waste. Althugh the prcess f using the reactives waste usually eliminates the reactivity characteristics, sme have dangerus residual prperties. Fr example, residual metallic sdium, added t a slvent t remve water, culd result in a fire r explsin if that slvent mixed with aqueus waste. Label slutins cntaining sulfides and/r cyanides t alert persnnel nt t ix these with acid waste. Mixing culd release lethal amunts f txic gases. 8

11 EHS Standard Operating Prcedure Used Slvents Cllect halgenated and nn-halgenated slvent waste in separate cntainers. Separate thse cntaining heavy metal. Thse cntaining acids r bases are t have the ph adjusted t 6-8 prir t pick up. Waste Minimizatin The Labratry Supervisrs/ In-charge are encuraged t cnsider ways t reduce the vlume f waste r preserve the reuse f materials thrugh the redesign f experiments. Keep recyclable materials separate frm ther waste. Make every effrt in the labratry t decntaminate, detxify, neutralize, r neutralize the nn-hazardus research materials as the last step in each experiment. Dispsal f the Sewage System D nt use the sanitary sewer fr the dispsal f hazardus materials, with the exceptin f trace quantities assciated with cleaning and washing peratins, e.g. glassware. The fllwing discharges t the sanitary sewer are prhibited: Materials that may create a fire r explsin hazard. Crrsive materials with ph less than five (5) Slid r viscus materials in amunts t bstruct flw r interfere with peratins. Discharge f any txic material in vlume r strength t cause interference with waste treatment prcess. Dispsal t General Waste Sharps Place nn-cntaminated and/r decntaminated glassware and sharp bjects in a plastic bag within a cardbard bx. This manner f dispsal is recmmended fr all glass items. Husekeeping will pick up these bxes if they are sealed and identified with a label indicating: CAUTION, GLASS AND SHARPS, and NON-HAZARDOUS MATERIAL ONLY Bilgical Waste The QU Bilgical Waste Dispsal guideline stipulates prper prcedures fr the cllectin, decntaminatin, and dispsal f labratry-generated bihazard waste. This has been develped in rder t minimize the risk f expsure t thse wh may cme int cntact with bihazard waste generated in a research labratry, specifically: The labratry wrkers generating and cllecting bihazardus waste during research, supprt staff retrieving, transferring, and autclaving the bihazardus waste, The husekeeping staff respnsible fr transprting autclaved waste in buildings that huse research labratries, facilities staff (plumbers, electricians, HVAC, welders, etc.), emergency persnnel, and visitrs wh visit the lab infrequently, The cntractrs' staff respnsible fr cllecting, hauling and final dispsal f all waste that is generated in research labratries. 9

12 EHS Standard Operating Prcedure Bihazardus waste generated and cllected in the research labratries is t be prperly autclaved accrding t prcedures utlined belw. This prcess changes the bilgical character f the waste t reduce r eliminate its ptential fr causing disease. Labratries with bihazardus wastes nt specifically addressed by this dcument (such as waste with multiple hazards, e.g. radiactive bihazardus waste) shuld cnsult with ESO fr alternative treatment and dispsal methds. Defining Labratry Generated Bihazard Waste All bihazardus waste generated in the research labratries will be prperly autclaved and tagged prir t its cllectin by hazardus waste treatment cmpany. This bihazard waste includes: Materials cntaminated r ptentially cntaminated during the manipulatin r cleanup f the material generated during research and/r teaching activities requiring bisafety level 1, 2, r 3 r animal r plant bisafety level 1, 2, r 3. Human tissues and anatmical remains. Materials cntaminated with human tissue r tissue cultures (primary and established) because these are handled at BSL-2. Any liquid bld and bdy fluids (human r animal). Animal carcasses, bdy parts and bedding frm animals infected with BSL2 and BSL3 agents. Bihazard Waste Cllectin Methds Cntaminated Sharps. Include items such as: razr blades scalpels lancets syringes with/withut needles slide cvers specimen tubes Sharps shall be cllected directly int ne galln metal cans. Metal cans used t cllect sharps cntaminated under the definitin f bihazardus waste (abve) must bear the bihazard symbl marked with an x using autclave indicatr tape. Labratries shuld minimize their use f sharps whenever pssible and that needles are nt recapped, purpsely bent, brken, r therwise manipulated by hand. T avid accidents related t verfilling the cans, remve the cans fr decntaminatin r dispsal when they are 2/3 full. Cans f cntaminated sharps are t be autclaved. After autclaving, cntainers f sharps are dispsed f in a cardbard bx lined with a plastic bag, clearly marked with the "GLASS AND SHARPS" label, figure 1. 10

Cans f cntaminated sharps While small shards f cntaminated brken glass can be placed int the sharps cans identified abve, large cntaminated brken glass items must be autclaved separately in a hard walled cntainer (such as a cardbard bx) lined with a bihazard bag bearing an autclave tape indicatr x, figure 2. The autclaved glass waste is t be dispsed f in a larger cardbard bx lined with a plastic bag, clearly marked with the "GLASS AND SHARPS" label. The metal slvent cans are abut 9 lng, allwing fr a majrity f glass pipette dispsal when the cans are laid n their side as shwn, figure 3, with the pening at the tp. Never allw the cans t fill mre than 2/3 full and, when remving frm a bisafety cabinet, decntaminate the exterir f the can. Figure 2. Cardbard Bx Figure 3. Can laid n side 11

14 EHS Standard Operating Prcedure Pipetting Fr large-scale cllectins f Glass (Pasteur) and plastic pipettes cntaminated under the definitin f bihazardus waste, line a puncture resistant uter cntainer (such as the package the pipettes came in) bearing the bihazard symbl marked with a heat sensitive autclave tape x with an range autclave bag. T avid handling a bag full f pipettes, place the indicatr tape x ver the bag s bihazardus symbl prir t lading the bag with pipettes. The universal bilgical hazardus symbl must be displayed n the inner and uter cntainer. The uter cntainer may als be cntaminated s it t shuld be autclaved t reduce handling f the pipettes which tend t puncture the bag during treatment handling. Fr frequently remved small scale cllectin (such as sterile pipetting in a bilgical safety cabinet), line a small range autclave bag inside a lng, thin, hard-walled cllectin cntainer. Plan t fill this cntainer with apprpriate disinfectant upn beginning (may require liquid dispsal authrizatin) r, when finished, lsely clse the bag, spray dwn with prper disinfectant, and transfer it t yur larger scale pipette cllectin cntainer lcated utside f the cabinet. Pipette tips are t be cllected n the bench tp in a small autclave bag lining a wire stand r ther cntainer bearing the bihazardus symbl. Lsely clse the bag t allw fr steam penetratin and place with ther slid bihazardus waste. Figure 4. Pipette Cntainer 12

15 EHS Standard Operating Prcedure Cntaminated Slids Bihazardus slids cnsist f: Culture dishes, flasks Petri dishes Slid waste cultures/stcks frm the testing and prductin f bilgicals Glves, gwns, masks Other slid material ptentially cntaminated under the definitin f bihazardus waste (abve). The uter cllectin cntainer must be durable, leak prf, have a lid and be f such a design s as nt t be mistaken by the Husekeeping as regular trash. This cntainer must be labelled with a bihazard sticker. Wire cages cannt be used as the uter cntainer. Figure 5. Cntainer fr cntaminated slids Line the uter cllectin cntainer with a red r range autclavable bihazard bag. Waste bags with universal bihazard symbls are nly t be used fr bihazardus waste that will be autclaved befre dispsal. Befre lining the cllectin cntainer with the bihazard bag, crisscrss the bag's bihazard symbl and/r markings with heat sensitive autclave tape. The bihazard cllectin cntainer shuld be cvered with its lid when nt in use. Remve bags at 2/3 full and never place glass in these cntainers. Liquids Even thugh the rules and definitins fr liquid bihazardus waste vary smewhat frm slid waste prcedures, autclaving is the methd f chice fr disinfectin f the fllwing: Liquid human bld Animal bld/bdy fluids Human tissue culture, human cell lines (primary r established) Human bdy Liquid grwth media remved frm human tissue cultures 13

16 EHS Standard Operating Prcedure Autclaved liquid wastes may be discharged directly int the sanitary sewer. Chemical disinfectin may be an acceptable alternative t autclaving liquid bihazard waste generated in research labratries such as bleach treatment. When this is dne, care must be taken t avid splash and the drains are t be flushed with cpius amunts f water. Chemical disinfectin f regulated liquids fllwed by dispsal t the sanitary sewer is nt allwed unless apprval has been btained frm the Business Operatins Department. Cntaminated animal carcasses Animal carcasses are dispsed f thrugh a licensed pathlgical incineratr. Animal carcasses frm transgenic animals r animals inculated with infectius agents are dispsed f by autclaving (small animals nly) r by incineratin. These materials are t be placed in bxes and marked fr incineratin. (N needles r ther type f metal and n PVC plastic are t be placed in the cllectin bxes. Use nly nn PVC plastic bags.) Lading and Unlading the Autclave fr Waste Decntaminatin Cntaminated materials shuld nt be left in hallways r ther public spaces prir t the autclave decntaminatin. Bihazard bags must be left in the labratry until they are t be placed in the autclave. D nt leave them sitting next t the autclave whether r nt it is ccupied by anther labratry materials. Bihazard bags may nt be left n the flr. Bags that are clsed and ready fr autclaving must be placed in secndary cntainment as shwn. Waste materials that are t be decntaminated at a site away frm the labratry are t be transprted in clsed, hard-walled secndary cntainers. Figure 6. Prper lcatin f cntaminated materials Always minimize cntact with bihazardus waste as much as pssible. Use a cart t transprt the waste frm the labratry t the autclave. Never crush r push dwn bihazardus waste; bihazardus waste cntainers shuld be remved fr autclaving when they are 2/3 full. Indicatr tape shuld be applied when placing the new autclave bag int the hard walled uter cntainer; this will reduce handling f the bihazard waste during remval. The heat sensitive autclave tape shuld be placed in an X pattern ver the bihazardus symbl. The heat sensitive tape is t be f the type that changes clr, such as the type that the wrd "autclaved" 14

Bihazard bags placed in the cntainers and marked with the heat sensitive tape which signals that the waste can be remved frm the labratry fr dispsal. Figure 7. All authrized releases must ccur in a designated, psted drain. Recrds f each release, including radinuclide, quantity, chemical and/r physical frm, date, and time must be dcumented and maintained. Segregatin and Packaging Radiactive Waste fr Pickup The ESO prvides all the radiactive waste cntainers and remves all radiactive wastes frm the labratries. Each cntainer requires the cmpletin f a Radiactive Waste Dispsal Recrd (Appendix A). Blank recrds are delivered with empty cntainers and are als available frm ESO. Three standard cntainers are used; specially marked cardbard bxes fr dry waste, 4 15

All waste must be segregated by half-life categry: Shrt-lived, half-life 165 days. Lng-lived, half-life 165 days. The fllwing packaging requirements must be met fr waste remval. Bilgical Waste Segregate wastes accrding t half-life categry: Shrt-lived, half-life 165 days. Lng-lived, half-life 165 days. H-3, C-14, and I-125 in cncentratins less than 0.05 uci/g. Place waste in a clear plastic bag in a freezer. Each bag must be labeled with a radiactive materials sticker, listing the Authrized User's name, radinuclide, activity and date. The serial number frm the Radiactive Waste Dispsal Recrd must be written directly n the plastic bag, using a "permanent" marker. Dry Waste Segregate wastes accrding t half-life categry. N free liquids, lead shielding, scintillatin vials r rganic slvent are allwed. Sharps that must be placed in a hard-walled plastic r cardbard cntainer befre being placed in the dry waste bx. Infectius dry wastes must be sterilized by autclaving befre placement in radiactive waste cntainers. Autclaving radiactive infectius waste must be specifically apprved by the ESO. Surce vials cntaining shrt-lived radinuclides may be placed in the shrt-lived dry waste bx after first remving any lead shielding material. D nt place surce vials in the dry waste bx if they create unacceptable radiatin levels (> 2 mrem/hur at 1 ft frm a bx). Empty surce vials fr lng-lived radinuclides may be placed in the lng-lived dry waste. Residual liquids, up t a few milliliters, may be absrbed n a pad r twel and added t the dry waste cntainer. This prcedure may be used nly fr surce vials cntaining less than 10 mci. Minimize the amunt f glass and metal by washing these materials and dispsing f them as rdinary trash. Prir t requesting pickup, the bx must be clse by sealing the bag with tape and taping the lid in place. Tape the Radiactive Waste Dispsal Recrd t the tp f the bx. Liquid Waste The bttle is delivered with a blank yellw tag attached. This tag must cntain the fllwing befre waste is added: Authrized User's name. Radiactive Waste Dispsal Recrd Serial Number. 16

D nt mix bidegradable and nn-bidegradable liquids. N slids, including filters, pipette tips, stir bars, gels and vials, are allwed. Use nly the fur-liter bttles prvided by ESO unless ther arrangements have been made with ESO. The glass bttles must have secndary cntainment (rubber safety bucket r plastic cntainer). Leave at least a 10% headspace. Chemical cnstituents, including water and scintillatin media trade names, and their percentages must be listed n the Radiactive Waste Dispsal Recrd. Remve external cntaminatin prir t waste pickup. Scintillatin Vials Use nly drums prvided by ESO. Segregate by half-life categry. Vials must be packed upright in flats r sealed plastic bags cntaining n mre than 100 vials. Place these bags in a lined drum. Segregate vials accrding t the type f scintillatin media: Bidegradable r nn-hazardus media that d nt meet the criteria f a hazardus waste. Nn-bidegradable r ignitable which becmes a mixed waste during use. Chemical cnstituents r scintillatin trade names must be listed n the Radiactive Waste Dispsal Recrd. N dry vials, test tubes, dry wastes r nn-scintillatin fluids are allwed. Vials must have tight, secure tps t prevent leakage during strage and waste handling. Surce Vials The surce vials cntaining shrt-lived radinuclides may be placed in the shrt-lived dry waste bx. D nt place surce vials in the dry waste if they emit unacceptable radiatin levels (>2 mrem/hr at 1 ft frm the bx). Empty surce vials fr lng-lived radinuclides may be placed in the lng-lived dry waste. Residual liquids, up t a few milliliters, may be absrbed n a pad r twel and added t the dry waste cntainer. This prcedure may be used nly fr surce vials cntaining less than 10 mci. Otherwise, the residual cntents must be emptied int the apprpriate liquid waste cntainer. 20 EHS Standard Operating Prcedure Mixed Wastes Liquids and scintillatin vials are subject t Ministry f Envirnment regulatin if they pssess characteristics f hazardus waste. These characteristics include ignitability (flashpint < F) and crrsivity (ph < 2 r > 12.5). All cntainers f mixed waste must be labeled r marked with the wrds "Hazardus Waste". All cntainers f mixed waste must remain clsed at all times except when waste is being added r remved t the cntainer. Lead-Cntaining Materials Lead-cntaining materials must nt be placed in the radiactive waste cntainers. The lead will be picked up and recycled. These items must be wipe-tested fr remvable cntaminatin prir t calling fr a pickup. A cpy f the survey results, in DPM, must be attached t a Radiactive Waste f Dispsal Recrd. While the remvable cntaminatin must nt exceed 600 DPM. Radiactive Waste Dispsal Recrds The terms f the University's Radiactive Materials License wuld require detailed recrds f the receipt, use and dispsal f radiactive materials. T facilitate maintenance f dispsal recrds, a Radiactive Waste Dispsal Recrd (Appendix A) is prvided fr use by Authrized Users. Radiactive Waste Pickup Call the ESO, t request a pickup f radiactive waste and replacement f cntainers. Prvide the fllwing infrmatin: Authrized User's name Caller's name Building name and rm number Phne number Type f waste (bilgical, dry, liquid, scintillatin vials, surce vials, lead-cntaining materials) Serial numbers fr each waste cntainer t be picked up. The number and type f replacement cntainers needed. Radiactive Waste Readiness Checklist Befre requesting a pickup f waste, check t ensure that the fllwing has been dne: Dry Waste Liner sealed. Radiactive Waste Dispsal Recrd and yellw tag is cmpleted. 5.3 Request f Hazardus Waste Pickup Dispsal f Hazardus chemical and bilgical waste generated at Qatar University shall be the respnsibility f ESO. Hazardus waste shall be dispsed accrding t the fllwing guidelines: 1. Labratry In-charge shall prperly stre hazardus waste at satellite accumulatin area. 2. Labratry In-charge shall prepare the Hazardus Waste Pickup Request Frm, and shall be submitted t ESO fr prcessing f waste dispsal. 3. ESO shall review the Hazardus Waste Pickup Request Frm and cnduct safety inspectin n waste satellite accumulatin area. 4. Upn verificatin and apprval by ESO, the accredited cntractr shall be ntified fr pickup f hazardus waste. 5. Hazardus waste pickup request is prcess by ESO during ffice hurs, Sunday thrugh Thursday, 8 AM t 2 PM. 6. Hazardus waste pick up is scheduled every Thursday starting at 9:00 AM. 7. In an emergency situatin, the accredited cntractr shall be asked t cmmenced packaging, manifesting, pick-up, transprt, and final dispsal activities within twelve (12) hurs after ntificatin by ESO. 22 EHS Standard Operating Prcedure Emergency Equipment Chemical Spill Kit Bilgical Spill kit Fire Extinguisher Self-Cntained Breathing Apparatus 6 Training QU shall ensure that n persn handles hazardus waste unless such persn has the cmpetency gained frm training, technical knwledge and experience f the precautins t be taken against the risk f persnal injury r illness, and is under such degree f supervisin as may be apprpriate having regard t the nature f the wrk. Refer t QU EHSMS Sectin 11.0 Training and Cmpetency prcedure fr additinal infrmatin regarding training prcesses. 6.1 General Training must be prvided t wrkers and students that may be expsed t hazardus waste. The level f training will be dependent upn the degree f expsure. Infrmatin and training may be designed t cver categries f hazards (e.g., flammability, carcingenicity) r specific types. The fllwing general requirements apply t all levels f training. Wrkers shuld be infrmed f the hazards assciated with hazardus waste at their wrkplace. Wrkers shuld be instructed abut hw t btain and use the infrmatin prvided n labels and safety data sheets. Wrkers shuld be trained in the crrect and effective use f the cntrl measures, in particular the engineering cntrl measures and measures fr persnal prtectin prvided, and shuld be made aware f their significance. Emplyers shuld use safety data sheets, alng with infrmatin specific t the wrkplace, as a basis fr the preparatin f instructin t wrkers, which shuld be in writing if apprpriate. Wrkers shuld be trained n a cntinuing basis in the wrking systems and practices t be fllwed and their significance fr safety in the presence f hazardus waste at wrk, and in hw t deal with emergencies. 6.2 Specific / Retraining Fr wrkers that handle hazardus waste the fllwing additinal training shuld be prvided: Methds and bservatins that may be used t detect the presence r release f a hazardus material in the wrk area (such as mnitring cnducted by the emplyer, cntinuus mnitring devices, visual appearance r dr f hazardus chemicals when being released, etc.); The physical, health, simple asphyxiatin, cmbustible dust, and pyrphric gas hazards, as well as hazards nt therwise classified, f the chemicals in the wrk area; 20
