ORGANISING AUTHORITY AND VENUE The 8 th NOA REGATTA 2016 is organised by the Nautathletic Club of Alexandroupolis in conjunction with the Municipality of Alexandroupolis and the Region of East Macedonia & Thrace under the authority of the Hellenic Sailing Federation. The Regatta will be held on Thracian Sea in front of the port of Alexandroupolis. For Laser class boats the Regatta consists part of a series of regattas called Europa Cup, coorganized by the European region of the International Laser Class Association (EurILCA). NOTICE OF RACE 1. RULES 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2013 2016. 1.2 No National Authority prescriptions will apply. 1.3 Rule 61.1 Informing the Protestee is changed as follows: Add to rule 61.1(a) Immediately after finishing she shall inform the race committee (RC) at the finishing line of the boat/s she is protesting. The protesting boat shall be sailing along the RC finishing boat starboard side, until the RC confirms the acceptance of the protest. 1.4 The EurILCA Ranking List rules will be applied. 1.5 Sails shall have the full sail number and NATIONAL LETTERS in accordance with the Class Rules and the RRS. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 4.1 Entry Regulations below. This changes RRS Appendix G 1.1. 1.6 Rule 7 (a) of the Laser class rules is restricted as follows: Only one person shall be on board whilst racing. The person shall be named on the entry form. 1.7 If there is a conflict between languages the English text will take precedence. 2. ADVERTISING 2.1 The event is free advertising as per ISAF regulation 20. 2.2 Boats may be required to display advertising chosen and supplied by the Organising Authority. 3. ELIGIBILITY 3.1 The Regatta is open to the following boat classes : Optimist, Laser 4.7, Laser Radial and Laser Standard. 3.2 Competitors are divided and scored in the following categories: Laser Standard Rig: Overall, Men Under 21 (born 1996 97), Boys Under 19 (born 1998 99), 8 th NOA REGATTA 2016, Notice of Race Release 1: January 10, 2016 Page 1 of 7

Laser Radial Rig Male: Overall, Boys Under 19 (born 1998 99), Boys Under 17 (born 2000 2001), Laser Radial Rig Female: Overall, Ladies Under 21 (born 1996 97), Girls Under 19 (born 1998 99), Girls Under 17 (born 2000 2001), Laser 4.7 Rig Male: Overall, Boys Under 18 (born 1999 2001), Boys Under 16 (born 2002 2004), Laser 4.7 Rig Female: Overall, Girls (born before 1999), Girls Under 18 (born 1999 2001), Girls Under 16 (born 2002 2004), Optimist Rig Male: Overall, Boys Under 11 (born 2005 2009), Optimist Rig Female: Overall, Girls Under 11 (born 2005 2009). 3.3 Proof of age can be required at registration. 3.4 The Laser 4.7 eligibility is restricted to sailors who are born in 2004 or earlier having his/her 12th birthday before the first day of the race. The age categories are better shown in the following table. 3.5 For Laser class sailors, only current fully paid members of the International Laser Class Association and of an ISAF National Authority may enter the Regatta. These memberships shall be with the Laser Fleet/District Association and with the ISAF National Authority of the country, where the sailor normally sails, even though such place may not be his permanent residence; however, such member, for any valid reason and with the approval of both District Chairmen, may select instead the Fleet/District and the ISAF National Authority in which he has permanent residence in accordance with the ILCA constitution article 10 (3) and ILCA rule part two article 9. The sailor can only be member of one Laser Fleet/District Association. a. Sailors must have a valid ISAF ID to enter a race. To register as an ISAF Sailor go to: http://members.sailing.org/sailors/profile.php The ISAF Sailor ID must be with the ISAF National Authority of the country, where he is a member of the International Laser Class Association as of 3.5. To avoid scoring errors, sailors should ensure to use only one ISAF ID for all entered regattas of the series. b. The sailor will be scored as member of the District they belong to and is normally reflected in his/her ISAF Sailor ID as in 3.5.a. c. If a sailor is unable to present their ILCA or EurILCA membership card, he / she will be charged a fee of 70, 10 of which will be retained by the collecting club, and 10 will be retained by EurILCA to cover administrative costs. 50 will be passed on by EurILCA to the sailor's district, which may refund it to the sailor if he/she is already a current member, or may put it towards that sailor's membership fee if he/she is not a member. 8 th NOA REGATTA 2016, Notice of Race Release 1: January 10, 2016 Page 2 of 7

4. ENTRY PROCEDURES & REGISTRATION 4.1 A. Optimist Entries for competitors and coaches are encouraged to be done online via the regatta website or alternative by completing and sending in to the Organising Committee the official entry form. Each sailor will have to pay an entry fee for the event; coaches will not have an entry fee. The limit date for registration will be on 27 th July at 8 p.m. A non paid entry will be considered not registered. An entry fee of 20 per Optimist participant is applied paid by the registration. B. Laser 1. Entries will open 45 days before the first day of each race. 2. To enter a Europa Cup regatta a sailor needs to be registered at the EurILCA website. The entries will be collected through the private area of each EurILCA registered member. See web page www.eurilca.org/europacup/entriesonline.html 3. Application of entries must be submitted until the entry closing date on 27 th July at 8 p.m. Those dates may be upgraded as you can see and check at http://www.eurilca.org/index.php/regattas/gobal regatta archive 4. When a sailor fills his first application to enter the regatta at the venue without having previously registered and completed the electronic form on the website (item 2 above) by the entry closing date, a. he must provide the ISAF sailor ID to the organizers b. he must be registered in the website, c. if it does not follow those prescriptions, the regatta's result cannot be scored in the ranking lists d. to his boat will be charged the late entry fee e. his application will not necessarily be accepted. 5. An entry fee of 30 per Laser participant is applied paid by the registration. Application made on the Eurilca website will be the proof of entry and no additional late entry fee will be charged to the sailor. 6. Any sailor who has not finalized the registration at the secretary of the organizing yacht club, by the entry closing time, will be removed from the list of sailors and will not be scored at that event. This also applies to sailors who have complied with all other entry requirements. 7. After the closure of the entries, crew substitution of the registered sailor is not permitted. 4.2 Each competitor or his/her coach or designated adult and coaches shall register and sign the registration form at the registration office (which will be announced further on) before 8 p.m. on 27 th July 2016. 4.3 Registration is subject to the presentation before that time of the following documents: Parental Authorization (Entry Form N o 1) A valid third party liability boat insurance, with a minimum cover of 540.000 4.4 Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site: Original Coach Entry Form (Coach Form N o 2) Boat Driving License (if applicable) A valid third party liability rib boat insurance, with a minimum cover of 540.000 8 th NOA REGATTA 2016, Notice of Race Release 1: January 10, 2016 Page 3 of 7

5. SCHEDULE 5.1 Sunday, July 24 Training Camp Day 1 Monday, July 25 Training Camp Day 2 Tuesday, July 26 Training Camp Day 3 Wednesday, July 27 Official Arrival Day 10:00 20:00 Registration 13:00 Practice race 20:00 Opening Ceremony Thursday, July 28 12:00 First warning signal for Races Day 1 Friday, July 29 12:00 First warning signal for Races Day 2 Saturday, July 30 12:00 First warning signal for Races Day 3 Sunday, July 31 12:00 First warning signal for Races Day 4 19:00 Prize Giving and Closing Ceremony 5.2 In total 12 races are scheduled, with up to 3 races to be sailed each day. 5.3 On the last day of racing, no warning signal will be made after 17:00. 5.4 The race committee may decide to split some or all of the classes into groups where each class has more than 80 entries. This split is mandatory if the entries of a single class are more than 85. A grouping system will be used and the colours will be re assigned every day as specified in the sailing instructions. 5.5 If the fleet is split as per 5.4 above, and at least 4 races were sailed, the last day the fleet will be divided in Gold and Silver fleets ( and bronze and emerald if in case ) and raced in finals format. 6. BOATS AND EQUIPMENT 6.1 All competitors shall use only one hull, sail, mast, boom, centreboard and rudder. 6.2 For Laser class boats women competitors shall place a red diamond on each side of their sail (back to back) in compliance with class rule 4(g). 7. MEASUREMENTS 7.1 Boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at the discretion of, race committee (including the class measurer and the class representative) or the international jury. 8. SAILING INSTRUCTIONS Sailing instructions will be available upon registration at the venue. 9. THE COURSE Trapezoid courses will be used with an upwind finish. Laser class boats courses will also use inner and outer loops. Details will be included in the Sailing Instructions. 10. PENALTY SYSTEM 10.1 RRS Appendix P will apply. 10.2 An international jury will be constituted, its decisions will be final as provided in rule 70.5 10.3 To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule. 11. SCORING 11.1 The low point system of RRS Appendix A shall apply. 11.2 There will be 12 races in the single series. 11.3 3 races are required to be completed to constitute a series. 11.4 When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. When 10 or more races have been completed, a boat s series score will be the total of her race scores excluding her two worst score. 11.5 Each sailor takes its minimal low score like the position of his boat in the final rank of each event. 11.6 Sailors sailing a boat only scored as DNC, DNF, DNS, DSQ, DNE, OCS, BFD, UFD will be deleted from the list and do not takes any score. 11.7 Where a fleet is split into Gold and Silver groups, the 1st ranked in the silver fleet will be ranked in the subsequent place of the gold fleet; that concept is extended when we have more groups, red, emerald. 11.8 Where men and women fleets sail together (in Optimist, Radial and Laser 4.7 Fleets) the men and women will be ranked separately by simply extracting the women's positions from the overall positions and rescored as 1st, 2nd,... etc. 11.9 Nationality is assigned according to the ISAF Sailor ID linked to the competitor. A competitor can only ask to change Nationality at the beginning of each year. 12. SAFETY Each competitor shall wear a personal flotation device (PFD) properly secured at all times while on the water except briefly when changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal flotation devices. This changes rule 40. 13. SUPPORT BOATS 13.1 Support boats shall be registered at the Race Office and shall comply with the rules established by the Organising Committee. 13.2 Each coach is required to carry a working VHF radio. 13.3 Registered support boats shall act as rescue boats in case of need. 13.4 Team and support boats shall at all times when afloat, be clearly identified by the country name, national letters or national flag of the team they represent. 14. PRIZES 14.1 For Laser boats prizes will be awarded to at the first 3 places in each category noted in item 3.2 above. When Laser Radial under 17 lead the overall rank, they will win also the Radial Under 19 14.2 For Optimist boats prizes will be awarded to at the first 5 boats of the following categories: Optimist Boys and Girls Optimist Boys and Girls under 11 14.3 More prizes may be awarded at the discretion of the Organizing Committee 14.4 At least 4 boats are necessary in order to constitute a class. 15. DISCLAIMER OF LIABILITY 15.1 Competitors participate in the event entirely at their own risk and responsibility. See rule 4, Decision to Race. The Organising Committee and any other party involved in the organisation of the Regatta will accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to competitors before, during or after the Regatta. 15.2 All competitors and support staff will be required to execute liability waiver. 15.3 The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. 15.4 Each competitor is wholly and exclusively responsible to maintain his boat in a safe and seaworthy condition checking it before go afloat. 15.5 A competitor must be of good health and a competent sailor capable of sailing in strong winds. It is the responsibility of each sailor to decide to participate in a race, to continue racing, 16. INSURANCE 16.1 Each competitor and support boat shall be insured with valid third party liability insurance with a minimum cover of 540,000 per event or the equivalent. A certificate of such insurance shall be shown during registration. 16.2 Each competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance. 17. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 17.1 By participating in the regatta competitors automatically grant to the Organizing Authority and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 17.2 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority. 17.3 Selected competitors may be required to attend a press conference. 18. ADDITIONAL INFORMATION SHEET The following information is not part of the rules for the Regatta. A. ACCOMMODATION Please refer to the Hotels List for hotels that offer accommodation in privileged rates for the duration of the event. Special packages can be purchased through the Organizing Committee, which include: A. Eight days package at Euro i. Seven overnights with halfboard accommodation (triple or quadruple room) in four or five stars hotel ii. Participation to three days duration training camp iii. Regatta entry fee B. MEALS Packed lunches will be delivered at the shore venue each racing day. Evening snack will be served at the club each racing day. C. EARLY ARRIVAL Club facilities will be open from Saturday 23 rd July 2016. D. CHARTER BOATS Charter boats will be available from Saturday 23 rd July till Sunday 31 st July 2016.
