1. SCOPE OF WORK: I. There are 79 ULBs in the state of Haryana comprising of 10 Municipal Corporations, 18 Municipal Councils and 51 Municipal Committees. II. III. IV. There are various services being offered by these municipalities to its citizen and various government programs whose physical as well as financial progress needs to be monitored regularly. A web based mechanism needs to be developed for the ULBs where from each municipality provide information at regular interval and on the basis of which Head Office will be able to generate the reports. Web Based software development for the monitoring of following services are to be developed: a) Financial status of all the grants released by the Directorate of Urban Local Bodies to its municipalities. b) Status of CM announcements. c) Status of property tax demand and collection d) Status of approval of building plans e) Status of issuance of occupation certificate f) Status of unathorised constructions g) Monthly statistical report of municipalities h) Fire fighting scheme i) Fresh and renewal of fire NOC j) Replacement of street light V. Mobile Application of the services as decided by this office. VI. VII. The scope of work can be increased or decreased. Separate demand draft from any scheduled bank amounting rs. 5000/- as earnest money and Rs. 1000/- as tender document fee in favour of Director, Urban Local Bodies, Haryana payable at Chandigarh is to deposited along with technical bid and without deposition of earnest money and tender document fee tender will be rejected. Date of opening the tender is 27.01.2016 at 4:00 PM. Firm/Company should have successfully executive atleast two similar/relevant projects in government departments. XIII. The software solution should be a web application, developed in Microsoft.NET platform with SQL Server 2008 R2 as the back-end RDBMS.(On windows server 2008 configured with share point. XIV. The software solution should be designed in such a way that it can handle large quantities of data for analysis and generation of reports. XV. XVI. Both the software solution and the web portal should be user-friendly and easy to navigate Required Software developed should be able to work seamlessly with the existing data base. XVII. Cross browser compatible, user-friendly design a. W3C CSS 2 and xhtml compliant designs XVIII. The necessary training for the users of the system should be done by the vendor. XIX. On acceptance of the software, the vendor shall be responsible for the following: i. Installing the software on Server ii. Installing and Publish the Android App on Google Play Store iii. Including handing over the complete software source code and technical documentation like Process flow diagrams etc. iv. Training the users. XX. The software solution thus developed would remain a property of Urban Local Bodies, and it would have complete ownership rights on the software. XXI. The vendor must deploy sufficient manpower at the office of Directorate of Urban local Bodies, Bays 11-14, Sector-4, Panchkula for the collection and collation of data, development and maintenance of the software. XXII. The vendor must provide the software development personnel, for the smooth progress of the project and work as above. Page 3 of 6
XXIII. Maintenance: The vendor shall be maintaining the software for 1(One) year after the date of implementation. 2. CONDITIONS OF CONTRACT I. Delivery and installation period: Maximum one month from the date of work order. The installation report should be signed by the firm engineer jointly with authorized ULB staff. II. III. Successful tenderer will have to adhere to the delivery schedule strictly. Director, Urban Local Bodies reserves the right to cancel the work order if project is not executed within the stipulated time and to place the order with other party. Payment terms: 80% on successful and satisfactory installation certified by authorized representative of ULB. Balance 20% will be released as quarterly instalments based on successful provision of maintenance support. IV. The supplier s request for payment shall be made in writing accompanied by relevant document such as proper invoice and installation reports duly signed by ULB representative. V. Intellectual Property Rights will be with the directorate of urban local Bodies, Haryana. 3) BIDDING PROCEDURE The prescribed tender documents consisting of (I) Technical Bid : The vendor should give class wise confirmation for all the features enlisted at sr. no. VI. of scope of work. Deviation if any should be clearly brought out in the technical document for evaluation. 4). EXTENSIONS OF TIME If at any time during performance of the Contract, the Service Provider should encounter conditions impeding timely provision of the Services, the Service Provider shall promptly notify the department in writing of the delay, its likely duration, and its cause. As soon as practicable after receipt of the Service Provider s notice, the department shall evaluate the situation and may at its discretion extend the Service Provider s time for performance, whether it would be with or without imposition of liquidated damages. Liquidated Damage will be @ at rate of 0.5% per week however, total Liquidated Damage shall not exceed value of 10% of the contract beyond original delivery period. 5). DOCUMENTS TO BE SUBMITTED: Interested vendors shall furnish the following documents along with Tender Form:- a. Company Profile b. Write up on company s experience as a provider for software solutions c. Details of similar and relevant projects in government department handled of approximate 70% value of estimated cost. d. Financial bid should be enclosed in a separate sealed envelope. e. Write-up on description of approach, methodology & work plan for the proposed solution. f.
