Future of NGIS / 22 We have been experiencing rapid changes in recent years with switchover from an analog society to the digital era of the 21st century in which knowledge and information are the most important determining factors of national competitiveness. Preparing for this rapid change, we have successfully completed implementation of the First NGIS Master Plan (1995~2000) last year and launched the Second NGIS Master Plan (2001~2005) this year to build the Digital National Land. In the 1st Master Plan, we have completed various databases such as topographic map and underground facility map, and enacted legal foundations such as the Act on Construction and Utilization of the National Geographic Information System. In the 2nd Master Plan, initiated this year, we will be expanding the basis of the NGIS along with construction of geographic information utilization system and its distribution network. This introductory brochure is intended to explain the functions and activities of GIS in Korea for better understanding, and we request for your interest and cooperation. Thank you. Major Achievement of the First NGIS Master Plan Development of the Public GIS Utilization Systems Construction of Digital Topographical Map Contruction of the digital topographical map on 1/5,000, and 1/25,000 scales, excluding some mountain and island areas; 67 cities have completed creation of 1/1,000 scale digital topographical map Construction of Digital Thematic Map Construction of digital thematic map based on parcel-address map, administrative boundary map, road map, current land use map, natinoal land zoning map, and urban planning map; completed construction of all road map, and parcel-address map is 52.4% complete Construction of Digital Underground Facility Map After the pilot program in Gwa-cheon City(1996~1997), 19 cities were digitizing underground facility map containing water pipeline, sewage, gas, electricity, communication, oil pipeline and heating information in conjunction with municipal governments and government-invested organizations Construction of Digital Cadastral Map Execute Pilot program on Yuseong-gu, Daejeon City Executed five utilization systems including; (1) Land Management (2) Underground Water Information Management (3) Forestry Geography (4) Soil Resources Information (5) Geology Information Management GIS Technology Development Research projects on mapping, basic software, database tools, and system integration technology GIS Human Resource Development Consists of GIS programming course, Web GIS expert course, and short-term courses (lecturer, GIS basics, and GIS manager) Standardization of GIS Standardization of topographical map, thematic map, underground facility map, and etc. Research and Development Total of 40 projects Established GIS-related plans, presented alternate policies, improved legislative bills, project priorities, and executed pilot programs 6 2.
