Specifically, the grants will supprt innvative financial empwerment prgrams that include financial educatin services t survivrs and asset-building activities in at least ne f the ther prgram categries: jb readiness and jb training; survivrs matched savings prgrams (including but nt limited t IDAs); micr-lans; credit building and/r repair and micr-enterprise. The Allstate Fundatin recgnizes asset-building activities as thse that benefit r add strength, value r resurces t the lives f survivrs, helping them mve frm shrt-term safety t lng-term security. By supprting cllabrative financial empwerment effrts between state dmestic vilence calitins, lcal prgrams and ther cmmunity partners, the Fundatin hpes t build the capacity f cmmunities t better respnd t the cmplex financial needs f dmestic vilence survivrs. KEY INFORMATION Award Amunts The Mving Ahead Financial Empwerment Grant Prgram will award a ttal f $1 millin t selected applicants. Grant awards will range frm $25,000 t $75,000. The smaller grants within that range will be awarded t rganizatins that are newer t financial empwerment wrk and larger amunts t mre experienced rganizatins. This is a cmpetitive grant prgram with n guarantee that funding will cntinue in the future. The grant perid is Octber 1, 2015 thrugh September 30, 2016. Prgram Criteria Funds fr the Mving Ahead Financial Empwerment Grant Prgram are prvided by The Allstate Fundatin Dmestic Vilence Prgram. Pririty will be given t prpsals that: Page 1 f 6
Represent a cllabrative effrt between the state calitin and at least tw lcal dmestic vilence prgrams and/r cmmunity partner sub-grantees. Sub-grantee partnerships shuld be based n frmal cllabratins that recgnize the distinct rles and respnsibilities f each participating agency r entity. Demnstrate the ability t have a reginal r statewide impact. Reflect an understanding f the systemic, scial, ecnmic, and cultural changes that are needed t end vilence against wmen. Incrprate r reflect the experiences f survivrs and victim advcates as well as best practices in financial empwerment services. Are designed t help reach the Fundatin s gal f serving a ttal f 30,000 dmestic vilence survivrs with this grant prgram. Outline plans t engage Allstate agency wners, persnal financial representatives and/r emplyees as vlunteers. Demnstrate understanding f and capacity t cllect and reprt prgram utcmes. Include plans t cmmunicate abut the prject t the media. If a returning grantee, describe hw this prpsal will build n r enhance yur current prject as well as identify any lessns learned. New this year, pririty cnsideratin will be given t prpsals that allcate increased funding fr asset-building activities. Prgram Fcus Areas All applicatins must include the fllwing fcus area: Financial Educatin: Prviding educatin and supprt t survivrs in areas f budgeting, investing, retirement planning, debt reductin, etc. Applicants must use sme r all f The Allstate Fundatin s Mving Ahead Thrugh Financial Management curriculum but may supplement these resurces with ther financial educatin materials as necessary t meet the needs f their clients. And als include ne r mre f the fllwing asset-building purpse areas: Jb Readiness and Jb Training: Helping survivrs get r maintain training and meaningful emplyment; i.e. resume writing, develping interviewing skills and/r prviding jb training t gain meaningful emplyment. Matched Savings Prgram including IDAs: Helping survivrs establish Matched Savings Accunts and/r assisting survivrs in utilizing Matched Savings Accunts fr asset-building. Allstate Fundatin funds may nly be used as a 1:1 match; any additinal match must be frm anther surce. Micr-Lans: Prviding small lans at lw r n interest with flexible and survivr-infrmed repayment rules and ptins. Lans may be used as a means t imprve r establish credit. Include hw re-payment funds will be used t build prgram sustainability. Credit Building and Repair: Assisting survivrs in pulling and understanding their credit scre and creating a plan fr imprvement. Establishing new lines f credit as part f a lng-term plan fr credit-repair. Micr-Enterprise: Assisting survivrs in establishing small businesses thrugh micr-enterprise. Include hw re-payment funds will be used t build prgram sustainability. Activities that meet mre than ne purpse area are encuraged; i.e. micr-lans fr the sle purpse f credit repair r match-saving accunt used as cllateral fr a micr-lan. Page 2 f 6
Grant Administratin Fr purpses f this prgram, state calitins will serve as grant administratrs that wrk with and subgrant t lcal prgrams and/r cmmunity partners t incrprate best-in-class financial empwerment services. In rder t help the Fundatin reach the gal f serving 30,000 dmestic vilence survivrs with this grant prgram, smaller states shuld cnsider crdinating a state-wide prgram while larger states may pt t fcus n a smaller grup f sub-grantees. Calitin grantees will als prvide technical assistance t their sub-grantees t supprt the prpsed prject. NNEDV will prvide technical assistance t the calitins t assist in the cntinued develpment f high-quality prgramming. Budget and Allcatins The budget must include cmputatins fr all prject-related csts. There must be a direct link between the prpsed activities and the budget line items. The budget shuld include nly activities, prducts and resurces necessary fr the implementatin f the financial empwerment prject. The budget request shuld reflect an allcatin f n mre than 15% t the state calitin fr administrative csts. The allcatin t the calitin shuld be designated t prvide technical assistance and training t the sub-grantees. We encurage yu t use the attached budget as a template. Allwable Csts N mre than 50% f the ttal funding may be allcated fr persnnel csts fr bth the state calitin and sub-grantees. If requesting funding t supprt salaries, it shuld be fr staff wrking directly n this grant prject. Eligibility Applicatins are invited frm state dmestic vilence calitins nly. Calitins must be nn-prfit taxexempt rganizatins with 501(c) (3) status under the Internal Revenue Cde. By law, The Allstate Fundatin cannt prvide funding t prgrams that have a religius base r exclude participatin based n religin. Applicatin Prcess All applicatins must be submitted thrugh the nline applicatin here. All applicatins will be subject t review by The Allstate Fundatin and NNEDV and will be evaluated accrding t the criteria set frth in this slicitatin. All awardees must sign a grant agreement that utlines rles and respnsibilities befre receiving grant funds. GRANT REPORTING REQUIREMENTS All grantees will be required t cllect standard utcmes related t each f the fcus areas included in the apprved grant. Calitins are encuraged t develp additinal utcmes as needed t demnstrate the impact f new r innvative prgramming. The Allstate Fundatin and NNEDV understand that sme financial empwerment prgrams can mre easily serve large numbers f survivrs. Often, financial literacy wrkshps will have a higher number f participants than mre intensive prgrams like micr-lans. But we expect all ur grantees t be able t cntribute substantially t reaching ur gal f serving 30,000 survivrs with this grant.
