CERTIFICATE COURCE IN HUMAN RESOURCE PLANNING AND DEVELOPMENT THE COURSE Certificate Course of six months duration conducted by the National Institute of Labour Economics Research & Development is unique in its approach in assisting senior and middle level personnel of the Government, parastatals and academic institutions currently working or who are likely to work in the future in planning and development for human resources. As planning is inevitably bound with projection and forecasting, it requires sound knowledge of these techniques in the area of economic, educational and social development. However, there is no formal degree education for planners and they are left groping in the dark as to how to deal with issues of this strategic importance. The course aims at filling these lacunae, by providing a firm grounding in the core areas of planning and development of Human Resource with focus on providing a holistic perspective, problem solving skills and adding value to self as well as to the organization. FEATURES The course is special for its assumption that in-service education is the best means of making education relevant to the needs of participants from different countries. Curriculum is designed to keep up with the global changes with issues of particular importance to developing countries. Brings together in-service government officials of countries from Central and Eastern Europe, Caribbean, Africa, East Asia, Central Asia, South East Asia and newly independent countries of disintegrated countries of USSR. Use of judicious mix of teaching methods based on lectures, workshops, group discussions, case studies, exercises, term papers and dissertation. In addition study tours to various academic institutions are arranged to provide first hand information and experience in fields related to Human Resource Development practices and Continuous evaluation of participants. AIMS The programme aims to provide a theoretically based overview of the field of human resource planning and development. The participants will study the social, economic and political
processes and trends underlying provision and practice in this area. In addition it aims to promote international co-operation. Specific objectives of the programme are: Familiarize the participants with the nature and characteristics of available human resource; Acquaint them with the advanced methodological and conceptual issues in human resource planning, development and utilization; Enable the participants in assessing the nature and characteristics of labour market, techniques of training in labour market analysis and development of Human Resource Information Systems; Evolving a framework of policies, strategies and programmes for effective planning of HRD initiatives PROGRAMME DESIGN AND STRUCTURE The Course is designed to impart application-oriented education in Human Resource Planning and Development to the participants and provides expert advice and technical assistance in the field of HRP&Development. The Course is designed in Five Modules: Module-I Human Resource Planning(HRP) Module- II Human Resource Information System(HRIS) Module-III Human Resource Development (HRD) Module IV Employment Policies and Programming (EP&P) Module V Educational Planning (EP) In addition, participants have to work on dissertation with a presentation towards the end of the programme.
STRUCTURE The programme is divided into two semesters of three months each. Learning is channeled along above five modules, SEMESTER I 101 Basics and dynamics of Human Resource Planning (HRP) 102 Information Required for Human Resource Planning and Survey Design(HRIS) 103 Human Resource Development and Management: Concepts and Issues (HRD) 104 Economic Theory (EP&P) 105 Planning in Education (EP) SEMESTER II 201 Human Resource Assessment at Micro and Macro (HRP) 202 Methods and Techniques used for Generating Information and Labour Market Information System and its Development (HRIS) 203 Human Resource Development Issues at Micro Level (HRD) 204 Employment Policy and Decentralized Planning (EP&P) 205 Educational Planning (EP) PEDAGOGY The methodology adopted for the Course comprises of Lectures, Panel Discussions, Seminars and Workshops, Exercises, and Group Discussions, Simulation and Audio Visual presentations. The medium of instruction is English. PROJECT WORK/DISSERTATION Participants are required to prepare a project report/dissertation on a topic chosen within the framework of the Programme and under the guidance of a faculty member (called supervisor). The Project report is a mix of qualitative and quantitative approaches. A committee of experts evaluates the reports and it carries equal weightage as that of any other module.
STUDY TOURS/FIELD VISITS An integral part of the programme is its study tours/field visits that are scheduled in each semester. The participants are taken to various academic, professional, manufacturing as well as administrative organizations. Such visits allow the participants to have first hand information and experience in fields related to HRD techniques and practices, civil service personnel policies and programmes. ELIGIBILITY REQUIREMENTS Admission is open to candidates from all countries. Eligibility requirements are: Bachelor s Degree or Equivalent. Three year's working experience. Age 25-45 years. Proficiency in English language. Nomination through the National Government. WHO MAY APPLY?
