Manager of Technical Security The Port The Port of Long Beach is one of the world s busiest seaports and is a leading gateway for international trade. Founded in 1911, it has grown to more than 3200 acres and moves more than $150 billion in trade each year. The Port of Long Beach is the second busiest container port in the United States. If combined with its next-door neighbor, the Port of Los Angeles, the San Pedro Bay port complex would rank among the top five busiest container ports in the world. East Asian trade accounts for more than 90 percent of Long Beach shipments, with the top trading partners being China, Japan, South Korea, Hong Kong, and Taiwan. The Port of Long Beach, which is the City of Long Beach s Harbor Department, is governed by the Long Beach Board of Harbor Commissioners. The Port s Executive Director is appointed by the Board of Harbor Commissioners and is responsible for overall Port activities. The Executive Director is supported by a Deputy Executive Director and four Managing Directors: One each for Trade Development and Port Operations, Engineering, Environmental Affairs and Planning, and Finance and Administration. The Port has approximately 475 employees and generates annual operating revenues in excess of $400 million. The Port of Long Beach is a landlord port that leases and acquires property for port development. The Board of Harbor Commissioners leases port shipping terminals and other facilities to private entities. Port revenues are reinvested in new facilities and port-related improvements and capital expenditures are expected to total approximately $4 billion over the next 10 years. In addition to its role as a critical hub for international commerce and as a major transportation center, the Port of Long Beach plays a key role in promoting global trade. Port-related international trade has wide-ranging economic impact, supporting thousands of jobs that benefit the region and the entire country. In 2005, the Board of Harbor Commissioners adopted a Green Port Policy that has positioned the Port as the leader in the area of environmental stewardship. To further our commitment to the environment, in June 2006 the Ports of Long Beach and Los Angeles jointly introduced the San Pedro Bay Ports Clean Air Action Plan (CAAP), a sweeping plan aimed at significantly reducing the health risks posed by air pollution from port-related ships, trains, trucks, terminal equipment and harbor craft. The Security Division The Security Division is responsible for overall security coverage for the Port, to ensure a safe and secure environment for all staff, tenants, customers and the public. Specifically, the Division is responsible for security operations and programs, emergency management, and homeland security activities affecting the Port of Long Beach. The Division also coordinates with local, state, and federal agencies to develop and implement plans to counter all threats including manmade and natural disasters. The Division has over 100 security professional, technical and clerical budgeted positions with a budget of $34 million, and manages over $75 million in federal and state grant funded projects involving port security improvements. The Division s core responsibilities include a security patrol function staffed by the Harbor Patrol. The Harbor Patrol section consists of a cadre of trained, armed, public officers (pursuant to 836.5 of the California Penal Code) who are responsible for security and public safety on the property owned by the Port and any public entity within these boundaries. The Position Profile Under general leadership from the Director of Security, the Manager of Technical Security will oversee the strategic planning and management of the technical security team responsible for developing and implementing security systems in support of the Port security mission. Security Division operations are integrated with the Long Beach Police Department s Port Police Division. The Manager of Technical Security will report to the Assistant Director of Homeland Security, who is housed within the Security Building. The duties of the Manager of Technical Security may include, but are not limited to the following: Supervising and directing the work of technical staff including four project managers, and support staff Developing and monitoring capital projects budgets, funded by multiple sources such as federal and state grants, and port revenues

Collaborating closely with internal partners within the Security Division, i.e. Grants and Administration Unit, and Harbor Patrol, as well as other Divisions at the Port Participating in interdivisional, interdepartmental, interagency committees responsible for developing and implementing security technology systems Establishing performance requirements, evaluating employee performance, preparing annual performance reviews for direct reports Overseeing the direction, management, and performance monitoring of multiple private contractors Supervising the development of Request for Proposals (RFPs), Specifications and Requests for Quotes (RSOQs) and the solicitation and evaluation process for informal and formal procurements of services, equipment and systems Utilizing financial systems and reporting systems to monitor and report on budgets and expenditures Communicating and coordinating with department, City, agency and customer stakeholders; preparing and making presentations to management and the Board Performing other duties as required Candidate Profile The preferred candidate for this position is a security/law enforcement professional who has a proven track record in effectively coordinating and managing the daily operations of a complex security function. S/he is a results-oriented leader who is comfortable working in a deadline-driven and demanding environment. The Port seeks individuals with exceptional verbal and written communication skills who can work effectively with Port stakeholders, including the Board of Harbor Commissioners, Senior Management, Port staff and the community. The Manager must be able to collaboratively work together to achieve desired results and convey superior professional standards and unyielding integrity. The successful candidate is expected to have a documented history of strong leadership, an effective management style, and must be a problem-solver. The Port seeks a Manager who can adjust to dynamic situations and implement effective decisions accordingly. Education, Knowledge and Experience Requirements for the position include: Education: A minimum of a Bachelor s Degree in Criminal justice, homeland security, public administration, or a related field is required A Master s degree or advanced coursework in disciplines related to Security is preferred

Experience: Approximately five years of full-time, progressive, professional experience in security system and technology management is required Demonstrated experience with recruiting, hiring, and training personnel, the applications of security technology, day to day security operations including CCTV systems, alarm systems, access control systems, and other monitoring and detection systems is required Must have a history of effective partnerships and problem-solving Must be comfortable working under pressure and tight deadlines Must be able to pass a thorough background investigation for security clearance prior to appointment Must have a valid California Driver s License to perform work-related duties Knowledge of: Computer applications related to a Command/Control center, including modern state-of-the-art security monitoring/control and data acquisitions systems State and Federal laws and Port policies, regulations, rules and procedures regarding Command &Control Center operations and Port-wide security Contracting procedures for advertising, procuring and managing contractors in a security environment is highly desirable Nine-code and 10-code radio communications is highly desirable Position requires the ability to: Understand, interpret, explain and apply Port policy Develop and implement instructions, written policies, procedures and protocols Quickly and accurately make logical and rational decisions and provide clear direction to staff Work independently without extensive direction or oversight Exercise outstanding business and technical judgment in analyzing and assessing work on projects Display high energy with passion for high quality service and products Establish and ensure compliance with appropriate procedures and controls Prepare clear, concise and comprehensive correspondence, reports, and other written materials Be a strong manager of people; capable of motivating and energizing staff Exercise sound, expert, professional judgment and seasoned political acumen within broad general policy guidelines Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations Establish and maintain effective working relationships with Commissioners, other elected and appointed governmental officials, industry and business executives, city departments, professional and community groups, consultants, developers, employees and the public

Compensation and Benefits The Port of Long Beach has established a salary commensurate with the position s responsibility. The Port s generous benefits package includes: Auto allowance- $300 per month Deferred Compensation- several plans available Retirement- CalPers 2% @62, coordinated with social security (with an 8% payroll contribution) Group Health Insurance- medical (an HMO and a PPO) and dental options (two plans to choose from) available for employee and dependents Life Insurance- City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000 Disability Insurance- City-paid short and long term disability insurance Vacation- 12 days after one year of service; maximum of 20 days after 19.5 years of service Executive Leave- 5 days per year Holidays- 9 designated holidays per calendar year, plus 4 personal holidays Bereavement Leave- 3 days for death or critical illness of immediate family member plus three days of accrued sick leave Annual Physical- provided by the City Relocation is not available for this position.
