ACCOUNTANCY & FINANCE MULTINATIONALS AND THE BIG FOUR FUEL GROWTH Over the past year the accounting and finance industry suffered as the uncertainty across the Eurozone contributed to a nervous environment. However, the increasing stabilisation globally is already having a positive effect. The multinational companies are still leading the way in the accounting and finance sector as they seek to expand further in Ireland. Multilingual finance jobs are in high demand in the Part Qualified, AR/AP areas. Candidates with German, Dutch and the Nordic languages are particularly sought after. Domestic companies are beginning to show signs of activity, with property management companies looking to fill senior finance roles. Hays has been placing candidates in the pharmaceutical, IT and retail industries as they continue to show signs of bouncing back. There has been an encouraging increase in the amount of permanent jobs advertised in 2013. The multinational organisations are responsible for the vast majority. There is a lot of activity in the temporary market with interim positions and maternity contracts widespread. The Big Four firms are continuing to roll out impressive recruitment drives as they seek to snap up the best newly graduated accounting talent. Further down the scale the smaller accounting firms are finding it difficult to operate in a world where spending is cut on a regular basis. Having said this, there are signs that firms outside of the Big Four are beginning to recover from a period of inactivity. The public sector will continue to struggle as the Government looks to sell off some of its assets and other semi-state bodies will tighten their operations as a result. Salaries will remain steady. Accountants leaving the Big Four will be able to command a higher salary as smaller firms look to capitalise on their experience. There is also a noticeable trend of former Big Four accountants returning to Ireland from Australia having spent 2-3 years gaining industry experience. BANKING QFA QUALIFICATIONS IN DEMAND The Irish banking industry s recruitment continues to be determined by the hiring activities of the major institutions, which have been considerably affected by the changes in requirements issued by the Central Bank of Ireland back in late 2011. Candidates with QFA qualifications are highly desirable as the introduction of the Minimum Competency Code (MCC) encouraged banks to recognise the correlation between retaining qualified staff and attracting new business. The recruiting landscape in the banking industry has also been altered by the Central Bank s Fitness and Probity Regime, requiring HR and recruitment agencies to take responsibility for hiring candidates who adhere to these regulations. The area of hedge funds is currently brimming with opportunity. Fund accountants and fund administrators are in high demand, especially those with more than one year s experience. This demand allows potential candidates to be more selective in the roles they take and the environments they choose to work in. Candidates with project management and client services experience are particularly sought after, giving them the opportunity to demand a premium of a 5-10 per cent higher salary. There has been a rise in contract staff as institutions continue to reduce their permanent workforce. Whilst on the permanent side, corporate banking has seen a rise in boutique or outsourced firms entering the area of debt management and recovery in the Irish market. This increase should continue throughout 2013 as debt management continues to attract a strong focus. CONSTRUCTION & PROPERTY REA RULING WILL HAVE PROFOUND EFFECT The Supreme Court ruling, which declared Registered Employment Agreements unconstitutional, paves the way for major change in construction employment and salaries. If the consequences of the ruling play out as employers predict, we can expect to see job creation happening on a significant scale. The lower costs as a result of the ruling will mean more competitive tender prices and cheaper prices will encourage businesses to fund more projects and thus create more jobs. There will naturally be concern for existing employees in these sectors. What, if any, will the impact be on their job security and wages? Employees will be protected by their current contractual agreements and only a collective agreement between employers and employees can reduce rates agreed in those contracts. Employees will have concerns that their jobs will be dismissed and new positions created at new, lower market rates. Protection here is in the form of employment legislation, which means that employers cannot simply make a higher paid employee redundant and replace them with a lower paid employee doing exactly the same job. The most likely scenario will see businesses adopt new pay scales to allow them to hire new employees at competitive market rates. Much has happened in the state sector where new entrants are paid on a lower scale than existing employees we can expect to see exactly the same thing play out in the private sector. Even without the effects of the REA there have been areas of growth within construction. Ireland has committed to provide 40 per cent of its electricity through renewable energy, with a particular focus on wind energy. This commitment coupled with other developments in the green energy sector will inevitably create jobs. There is more good news for the pharmaceutical, medical and electronics sectors. They have provided much sought after work for mechanical and electrical contractors, as companies look to expand. In the architectural and civil and structural markets, talented Irish workers continue to move abroad. However, facilities management is experiencing an upturn in activity as it remains very competitive with new players emerging in the Irish market. This market has seen a slight increase in salaries as companies recognise the importance of keeping hold of their qualified staff, while at the same time attracting new talent. FINANCIAL SERVICES REGULATORY CHANGES KEY TO INDUSTRY MOVEMENT AND INCREASES IN SALARIES Within the financial services industry it is the life and pensions sector that is showing the biggest signs of positive development. A study by Mercer found that there was a 17 per cent increase in the Irish pension funds market in 2012. This reflects the positive activity that has been seen. Recruitment reached a high in the final quarter of 2012 as the larger life and pensions providers looked to fill positions in their administration and client services areas. The increased regulation in the industry has caused institutions to consider their own workforces and also to look more closely at their hiring policies. The introduction of the Minimum Competency Code (MCC) and the updated Consumer Protection Code (CPC) have changed the hiring landscape. There is now a reduced pool of suitably qualified candidates and employers are investing more in their own staff to ensure they meet the regulatory requirements. However, these regulatory changes also have the potential to impact positively on salaries. With the reduction in suitably qualified candidates, institutions may be inclined to reward staff with slight premiums based on MCC requirements. Risk and compliance is the one area seeing a definite increase in salaries. HUMAN RESOURCES JOB CREATION TO IMPROVE AS SALARIES SHOW A SLIGHT INCREASE The HR recruitment market is looking quite positive with a steady increase in activity across the sector. Larger IT and financial services companies are at the forefront of the recent rise in demand and look likely to continue hiring throughout 2013. However, the SME market has seen a slight decrease as HR functions have been included within the management s responsibilities. The industry has seen a rise in the demand for contract and temporary roles as companies are hiring to deal with specific projects. The introduction of the Agency Workers Directive did not impact the demand for temporary workers despite initial fears. There has been a slight improvement in contract salaries at midmanagement level and we predict that this will rise again throughout 2013. We are seeing a small but steady rise in senior roles at management level and there is a demand for HR generalists with strong employee relations knowledge. Employers are looking for candidates who can not only perform the day-to-day HR duties, but individuals who can come up with strong solutions to ensure the well-being of staff is maintained. Systems knowledge of software like Core HR and SAP are still very important from a metrics and reporting point of view. Salaries for permanent jobs remain steady. We are seeing higher salaries being offered to Irish based professionals for positions overseas. Employers continue to be attracted by HR degrees, CIPD accreditation or similar qualifications, along with extensive experience. Nonetheless, we are seeing a more selective stance from employers waiting to make the right choice, as opposed to a rushed decision. INSURANCE CONSOLIDATION IS ENCOURAGING GROWTH The insurance industry has been apprehensive following difficult times. A prudent approach from organisations has led to a period of consolidation that looks to be encouraging growth. There are plenty of positive signs in general insurance, with underwriting an area that has seen continuous demand. The increase in recruitment activity in this area is a positive sign for the industry in general, as companies begin to write more business. The claims side of the business has also seen increased recruitment activity but mainly at junior and entry level. The newly introduced Central Bank regulations have put some strain on hiring within the sector. The Minimum Competency Code (MCC), the updated Consumer Protection Code (CPC) and Fitness & Probity Regime have made it more difficult for companies to find suitably qualified staff, resulting in more time and money spent up-skilling their existing staff. This increase in costs has resulted in the introduction of outsourced providers to the market. Insurance providers are finding that it is more cost-effective to outsource areas such as client services, claims and sales, as costs rise due to the regulatory changes. With regulatory compliant staff being in high demand, organisations are increasing bonuses, study support and pay reviews. INFORMATION TECHNOLOGY BUSINESS INTELLIGENCE LEADS STRONG IT INDUSTRY PERFORMANCE Infrastructure & Support Those jobs requiring a language are proving particularly difficult to fill. Candidates with tech support skills who speak German and French are in particularly high demand. There are plenty of roles for Cisco contractors with a CCNA qualification, continuing the trend seen in 2012. The high demand for permanent VMware skilled candidates, along with those qualified in high-end Windows 7, will continue as 2013 progresses. There is a generally positive outlook across the sector, however permanent and contract Citrix positions have seen a drop in demand. Testing Test leads and managers are in high demand with rate increases of at least 10% year-on-year. Contract automated testers with specific industry experience, such as financial services and telecommunications, are experiencing strong demand for their skills. The skills that are most required relate to QA testers with 5+ years experience in manual or functional roles. Development The Java contract market has shown signs of decreasing. This change in landscape has seen a rise in contract workers taking permanent roles with medium sized software houses. Database developers, particularly Oracle developers, continue to be difficult to source, with most working on a contract basis and enjoying the flexibility that it brings. On the permanent side, PL/ SQL Developers are in greater demand and this competition for vacancies means permanent positions are more attractive. Developers with financial services experience are also in demand. Business Intelligence The growth over the last 12 months shows no sign of slowing. As businesses look to streamline their collection, maintenance and organisation of data, business intelligence candidates are highly desirable. This demand for BI developers and data analysts has been driving an increase in salaries. OFFICE SUPPORT RECRUITMENT ACTIVITY INCREASING The office support sector is showing signs of growth as 2013 develops. Hit hard by the downturn in the economy, administration and reception jobs that were made redundant over the past five years are slowly reappearing as businesses realise the value in these roles. Nonetheless, while there are more job opportunities on the market, candidates are facing greater competition and finding they need to be more specialised and focused on what jobs they apply for. Multinationals and large national organisations are searching for candidates with specific experience in similar companies. However, small organisations that are hiring are still looking for candidates with mixed functions including marketing, HR and accounts experience. Multinationals continue to drive the majority of the office support recruitment activity in Dublin. While in Cork, we are seeing a strong resurgence in SME hiring as they recover and look to consolidate their business through frontline hiring. However, for the most part, legal and medical secretary positions appear scarce. There is plenty of activity in management roles within shared services centres. The financial services industry is beginning to see an upturn in office support positions due to legislative changes brought in by the Central Bank.
