2 The Recruitment And Consulting Services Association Ltd The RCSA is the peak body for the recruitment and consulting services industry throughout Australia and New Zealand. It is a not-for-profit association that is managed by a Board of Directors. The central focus of the RCSA is to represent and serve the interests of members for the increased profile and professionalism of the industry. The RCSA has more than 3,200 members in Australia and New Zealand comprising multi-national companies, single consultancies, and individual practitioners operating within a recruitment consultancy. This includes the majority of recognised names within the industry in New Zealand. The association is instrumental in setting the professional standards, educating and developing member skills, monitoring industry participant performance and working with legislators to formulate the future. Members are kept up-to-date on information regarding best practice techniques, resources and technological innovation, along with legislative changes impacting on employment. The RCSA also acts as a lobbying voice, representing its members on issues that impact upon the industry. It has a strong relationship with the public and private sector. Members offer the following capabilities:? On-hired employee services? On-hired contractor services? Recruitment services? Employment consulting services As an industry that provides employment to every other industry in New Zealand from manufacturing to agriculture, we have an insight into the impact of changes to employment trends and available employment skills and experiences. RCSA New Zealand Corporate members directly employ over 1,500 staff within their own businesses and represent the following numbers of workers:? Temporary/on-hire employees working on any single day: 10,500? Candidates registered seeking temporary/on-hire employment: 35,500? Contractors working on a contract on any single day: 1,700? Candidates registered as seeking contract work: 7,500 It is important to note that member companies of this Association have combined earnings in excess of $185 million and their self employed independent contractors will earn in excess of $40 million. This does not include the value of our recruitment activity whereby we are recruiting permanent roles on behalf of clients. This activity accounts for perhaps half of our industry s service offering. 3 The RCSA mission is to be recognised as the professional representative body and recognised authority for recruitment, on-hire and associated consulting services in New Zealand and Australia by:? ensuring members provide high value, high quality and responsive recruitment and consulting services to clients? ensuring members deal with candidates in a professional and honest manner? being the recognised voice of the profession on recruitment issues? advancing the professional development of the Members so that the profession of recruitment is advanced and continues to deliver services to the community of the highest standard. RCSA members are required to meet stringent professional standards as established in the Constitution, Membership Rules and Code for Professional Practice. There is access to a formal complaints process for clients and candidates if there is any dispute regarding the provision of services. This established framework ensures RCSA members are not socially responsible but also in a position to reflect on the actual employment needs in the current day. We are keen to work with the Government, and discuss our views further to develop a workable solution that gives both employers and potential employees choices and protections, and consequently builds our economy. The Recruitment and Consulting Services Association thanks the Immigration Department for the opportunity to submit the views of the Recruitment Industry as expressed by our Members. We have reviewed the lists and agree with the occupations included on both shortand long-term lists. This view is based on the recent hands-on recruiting assignments conducted by our Consultants throughout New Zealand, as well as contact with clients in their own recruitment drives. Given the continuing shortage of skilled workers we believe the Government should look very closely at the 457 Sponsored Visa scheme that operates in Australia. Such a visa scheme would allow Recruitment companies to bring in skilled workers sponsored as their own employees and contract them to clients. This would earn the recruitment company a fee through the contracting arrangement, but avoids small companies incurring costs for sponsorship, immigration etc that they cannot afford. This system appears to work well for those who are pre-qualified sponsors. Additionally a number of our Members recruit Doctors into locum (temporary) and permanent positions throughout New Zealand and Australia. A number of the doctors recruited are overseas trained and do qualify for registration with the Medical Council of NZ. A major challenge is placing locum doctors into short term placements (ie from a single day up to 3 months at a time). When UK doctors with UK passports work in NZ, their work permits are issued for work at a single hospital. They have to visit an NZ Immigration Service Office each time they wish to work at a different hospital. Page 3

4 Our members often have hospitals as clients which are desperate for a doctor to cover a position for weekend. Often we have a UK doctor (for example) qualified and willing to cover the position but it is too difficult to change his/her work permit for the weekend. It would mean taking time off from his/her normal job and visiting the nearest NZ Immigration Service Office - which is more often than not in a different town. Therefore the hospital in question often has to cope with a doctor short for the weekend - not an ideal situation. We therefore recommend that doctors (and other professionals and associated occupations) who are visiting NZ to work (usually for up to two years) are issued with a work permit that allows them to work as doctors in any public hospital in NZ, or any employer working as a client for a RCSA Member. Our industry is experiencing challenges in all sectors we recruit in. However, below we present a list of occupations which our Members are experiencing particular difficulty with in identifying skilled workers. Central / Local government?
