Policy Changes EC 1105-2-407 - Planning Models Improvement Program: Model Certification, Published in 2005 Final implementation guidance issued in 2007 BEACH-fx BEACH-fx is the only approved/certified economic model to be used for estimation of coastal storm induced damage and benefit calculations. Additional data and labor will add approximately $350,000 to the cost of this study

New Law Independent External Peer Review IEPR Water resources act of 2007 promulgated Public Law 110-280 All Coastal Storm Damage Reduction projects must now undergo Type I IEPR. IEPR is 100% Federal expense, not cost shared by the sponsor. The estimated cost of the IEPR is $250,000 and will take approximately 6 months to complete.

Increase in Reach Lengths In June 2008 FDEP updated their Critically Eroded Beaches in Florida publication. Six areas, totaling 5.7 miles of Flagler County coastline, were designated as critically eroded. The Corps and Flagler County agreed to study the entire area between een R- 51 and R-101. 4.5 mile increase. Approximately $800,000 in additional modeling, investigation, and coordination.

Undefined Sand Source 2009 2010: Flagler County initiated a sand search within State waters. There appears to be only thin veneers of beach quality sand within Area 1. Flagler County will be credited approximately $283,500 for the in kind effort. Additional sand source studies need to completed. The estimated cost is $225,000.

Where do we stand now? Feasibility Scoping Meeting (FSM) Existing conditions established. Future Without Project Conditions under Review. BEACH fx model runs for existing conditions completed. Management Measures developed and coordinated. Initial Sand Source investigations completed. Draft Cultural Resources Survey is under review for shoreline. Next Steps for FY 2010 Develop Scope for additional Sand Source investigations. Complete Technical Review offsm Package. Policy Review of FSM Package. Prepare for FSM meeting between Stakeholders.

Federal Study History August, 1980 Flagler County, Florida. Beach Erosion Control and Hurricane Protection Reconnaissance Report A plan of study for developing non structural alternatives for erosion control and storm protection was recommended. Further Federal study was never approved/funded. November, 1982 Section 14 Study, Flagler Beach, Flagler County, Florida In response to a request for emergency Federal assistance from Flagler County, a study was undertaken to investigate the feasibility of building a stone revetment along state road A1A in Flagler Beach to protect a 2,200 foot long section of the road from being undermined by storm induced erosion. Based on lackof financial support fromthe non Federal sponsor, no Federal project was adopted. May, 1988 Flagler County, Florida Shore Protection Study Reconnaissance Report This report, which compared the average annual costs and benefits of a storm damage reduction project, found that such a project at the time was not economically justified.

Federal Study History March, 2004 Reconnaissance Report, Section 905(b) Analysis, Flagler l County, Florida, Shore Protection The study concluded that there is strong Federal interest in initiating a feasibility phase study based on the likelihood that a Federal project may be justified and implementable. September 2, 2004 Feasibility Cost Sharing Agreement (FCSA) Executed between Flagler County and USACE with an estimated Study cost of $1,570,000. August23,2008 Project InspectionReport: Flagler County, August 23, 2008 Project Inspection Report: Flagler County, Florida Federal Shore Protection Project This inspection report documented beach erosion along the Flagler County shoreline which was caused by Tropical Storm Fay from August 20 22, 2008.
