TOWN OF TRUCKEE FLEET MANAGER DEFINITION To supervise, plan and coordinate the activities and operations of the Town s fleet maintenance and repair program; to coordinate assigned activities with other divisions and outside agencies; and to provide highly responsible and complex staff assistance to the Director of Public Works/Town Engineer. DISTINGUISHING CHARACTERISTICS This is a first-line supervisor classification level. The employee supervises, assigns, and reviews the work of subordinates in the assigned unit and performs the more complex work of the unit. The position assigned to this class carries out necessary activities without direction except as new or unusual circumstances arise. Judgment is required both in interpreting established policies, goals, and objectives, and in applying concepts, plans, and strategies that may deviate from traditional methods and practices. Incumbents recommend policies and procedures consistent with the goals, objectives, directives, and regulations that are developed by management staff. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Director of Public Works/Town Engineer. Exercises direct supervision over equipment maintenance staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Manage and coordinate the organization, staffing, and operational activities of the fleet management program including the maintenance and repair of Town vehicles and equipment. Plan, prioritize, assign, supervise, and review the work of staff responsible for providing vehicle maintenance services and activities including for light truck, heavy truck, light and heavy construction equipment, transit system and dial-a-ride busses, and police vehicles.
Evaluate vehicles and equipment to determine the extent, cost and priority of repairs; schedule repairs according to established procedures; prepare specifications for new or replacement vehicles and equipment; plan and layout vehicle maintenance work projects. Prepare time, material, and equipment estimates for assigned jobs; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion; select appropriate equipment and materials to complete the work; adapt equipment and materials to meet specific requirements of the work to be accomplished. Participate in the preparation and administration of the assigned budget; submit budget recommendations; project the need for staffing, equipment, materials, and supplies; monitor and approve expenditures. Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications. Supervise the use and operation of tools, equipment, and vehicles; ensure that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, equipment, and vehicles. Select, train, motivate and evaluate staff; provide or coordinate staff training, techniques, and the use and operation of equipment; meet with staff to identify and resolve problems; work with employees to correct deficiencies; implement discipline procedures. Authorize and approve the work of outside vendors; determine the necessity for contracting out major repairs; prepare purchase orders for parts, equipment, and fuel. Prepare and maintain necessary records and reports on equipment repair and maintenance activities; update files with project status reports; gather, tabulate, and analyze data for various projects; supervise the maintenance of time, material, and equipment use records. Plan and coordinate with other departments on purchasing activities for vehicles; put requirements out to bid; research, negotiate price, and lease and/or purchase all tools and equipment for use in the Town fleet; evaluate equipment and vehicles for replacement; participate in a ten year capital replacement plan by coordinating with other departments. 2
Plan, organize, coordinate and direct the activities in the shop; participate in the development and implementation of goals and objectives, policies, and priorities for the shop; recommend and implement policies and procedures. Investigate accidents, equipment failures, and emergency calls. Respond to and resolve inquiries and complaints. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of vehicle maintenance. Perform the full range of adjustments and repair work on automobiles, light trucks, and heavy equipment including overhauling of mechanical, electrical, and hydraulic systems. Provide responsive staff assistance to the Director of Public Works/Town Engineer. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. Plan and prioritize the work of staff; perform repair and maintenance work. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Interpret and apply federal, State, and local policies, procedures, laws, and regulations. Inspect work for accuracy, adherence to timelines and compliance with standards. Prepare and maintain accurate and complete records. Prepare clear and concise reports. Assist in budget preparation and administration. Experience and Training Guidelines: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of progressively responsible experience in vehicle maintenance including two years of lead supervisory and administrative experience. Training: Equivalent to the completion of the twelfth grade supplemented by completion of a mechanical apprenticeship program. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Special Requirements: Essential duties require the following physical skills and work environment: Ability to perform vehicle maintenance duties requiring exertion of a moderate amount of physical effort to stoop, crouch, climb, and lift in performance of assigned duties; ability to work around shop materials in a safe manner; may be subject to uncomfortable working conditions including exposure to dust, noise, heat, cold, outdoors, vibration, confining work space, chemicals, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for overtime, on-call, or stand-by 24 hours a day.
