Z7 CITY OF GLENDALE INTERDEPARTMENTAL COMMUNICATION DATE: November 18, 2009 TO: FROM: Members of the Civil Service Commission Matt Doyle, Director of Human Resources By: Marina Cline, Human Resources Analyst II SUBJECT: Class Specifications for Approval- Integrated Resources Planning Administrator, Power Contracts Manager and Power Planning Manager BACKGROUND Attached for your approval are the class specifications for the newly created classifications of Integrated Resources Planning Administrator, Power Contracts Manager and Power Planning Manager for the Glendale Water & Power (GWP) Department. Over the past five years, the Power Supply Division, formerly known as the Power Management Division, has undergone a number of changes. Most recently, a new Assistant General Manager was appointed as part of the reorganization of GWP. At the time of his appointment, a number of key management-level positions were vacant due to retirements. Prior to conducting recruitments, an analysis of the organizational and classification structures was conducted for these positions. Based on this analysis and a survey of labor market cities, it was determined that changes were necessary to address the current workload and to ensure recruitment efforts yield an adequate applicant pool. These new positions will meet the department's need for a power resource management group. This group will be responsible for developing, identifying, and administering power resources: developing, negotiating, monitoring, administering, and settling transactions related to power resource contracts; and participating in regulatory, legal and project administration efforts related to power resource management. GMA has been notified regarding these proposed class specifications and has not expressed any concerns. RECOMMENDATION That the proposed class specifications for Integrated Resources Planning Administrator, Power Contracts Manager and Power Planning Manager be approved as submitted.

INTEGRATED RESOURCES PLANNING ADMINISTRATOR DEFINITION Under the general direction of the Assistant General Manager - Supply, this management position plans, directs, supervises, and reviews the development, identification, and administration of power resources; plans, directs, supervises and reviews the development, negotiation, monitoring, administration, and settlement of transactions related to power resource contracts; and plans, directs and supervises participation in regulatory, legal and project administration efforts related to power resource management. ESSENTIAL FUNCTIONS Directs activities related to the preparation of forecasts of energy requirements and peak demands. Directs the development of analytical studies related to power supply economics, generation, forecasting, regulatory and legislative impacts. Directs the City's power supply projects including generation, transmission and marginal costing studies. Directs the preparation of utility data to assist in negotiating power marketing agreements and power purchases from other utilities. Directs contract negotiations with various western utilities to fill power supply requirements and to resolve power supply issues. Directs the preparation of reports for regulatory agencies in matters related to integrated resources planning. Directs the development and maintenance of forward wholesale market information systems including price and fundamental information effecting the projection of market trends. Directs the development and implementation of forward strategies to enhance and optimize the City's positions in the market in a fiscally responsible manner. Represents the City in negotiating and administering joint power resource development projects, regional transmission and power generating projects, and various other local and regional committees. Provides executive management with economic analyses of proposed litigation settlements; meet and confer with representatives from other organizations to negotiate the settlement of disputes. Periodically evaluates performance and compliance of existing power contracts; report evaluation results to executive management regarding their benefits and burdens. Responsible for the development of the section's annual budget and long-term power cost forecasts, integrated into the GWP's financial plan. Assists in the development of overall policies, plans and objectives for the division. Prepares comprehensive written and oral reports and makes recommendations for presentation to the City Manager, City Council and GWP Commission. Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner. Performs other related duties as assigned or as the situation requires. Effectively implement procedures promulgated by the WECC, NERC, and the California Independent System Operator consistent with the Utility's Internal Compliance Program. Manage procurement, maintenance and use of production cost modeling, market analysis and transaction settlements computer hardware, software and telecommunications. Plan, schedule and coordinate projecucontract activities among staff, transaction counterparties, and other City departments. Suggest desired contractual provisions to allow for anticipated economics, changing conditions and risks. Represent the City and department on committees/boards created to administer joint projects. Negotiate, coordinate, and administer contractual arrangements with other agencies/utilities and resolve issues. Specific experience in term trading, production cost modeling and natural gas procurement are desirable. POWER CONTRACTS MANAGER DEFINITION Under the general direction of the Integrated Resources Planning Administrator, this management position recommends, negotiates, and prepares the City's power resources contracts and agreements in accordance with the direction and goals established by management; actively participates in regulatory, legal and project administration efforts. ESSENTIAL FUNCTIONS Identifies and assists in the negotiation and evaluation of contracts, including resource purchase and sale, transmission, settlement, interconnection, interchange, development, participation, operation, and demand side management agreements. Monitors and supports City participation in utility industry, federal, state and local regulatory authority activities. Reviews, evaluates and authors contracts, regulatory filings and legal filings related to the City's resource operations. Ensures the City is in compliance with contractual terms and is receiving similar compliance from contracting parties in accordance with prepared task lists, schedules, procedures and guidelines for administering and evaluating all resource related agreements. Evaluates existing and proposed contractual arrangements and recommends desirable modifications for the purpose of optimizing the City's benefits. Analyzes and recommends resource-operating strategies and assists in the creation of contractual guidelines for related resource functions. Monitors, coordinates and develops strategies related to legal disputes. Manages the settlement of natural gas purchases and wholesale power supply transactions with traditional counterparties and the California Independent System Operator. Travels on a regular basis, as required, to receive training, develop and maintain industry relationships, influence market development, participate in legislative and regulatory matters, and provide and defend testimony before regulatory agencies. Assists with development of the section's annual budget. Develops relationships with other parties participating in the wholesale power trading market to enhance the City's ability to function in the market place. Serves as departmental representative on City and project committees, agencies, and industry associations. POWER PLANNING MANAGER DEFINITION Under Ihe general direction of the Integrated Resources Planning Administrator, this management position supervises the analysis, forecasting and planning activities for the electric utility's integrated resources. ESSENTIAL FUNCTIONS Evaluates resource needs to meet forecasted loads and load patterns and performs technical and economic analysis of resource options. Performs modeling, analysis, and growth forecasting of city load patterns and resource utilization; identifies factors affecting city loads and related impacts upon load growth. Interprets and evaluates economic analyses, planning data, and study results in the implementation of recommendations. Assists in evaluating opportunities for power supply acquisition and power project participation. Assists in negotiating contracts with various western utilities to fill power supply requirements and to resolve power supply issues. Obtains and evaluates preliminary and official market survey data and potential opportunities for power supply acquisition and power project participation. Prepares and supervises preparation of technical and administrative reports and recommendations including the annual long-range power supply plan (integrated resource plan) and reports to regulatory bodies. Develops and implements policies and procedures to ensure that power planning/marketing activities comply with NERCIWECC requirements and contractual provisions. Develops and implements procedures to effectively carry out optimization of the City's resource, transmission, and load portfolio within acceptable risk and policy standards of the City.
