1 Rev. 4/98 City of San José DEPUTY DIRECTOR OF AVIATION (3547) CLASS PURPOSE Under administrative direction, plans, organizes and directs a major division of the Airport Department. Performs related work as required. TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.) Plans, develops and coordinates the programs within the Development, Operations, Facilities and Finance and Administration Divisions. Directs the preparation of and controls the implementation of the operating budgets for the division. Performs important and difficult administrative work for the department involving other agencies and members of the public. Directs the preparation of and controls the implementation of the work program and project objectives and targets for the assigned division. Administers service contracts, concession contracts, tenant leases and grants. Represents the department in meetings with federal, state and local officials, airline representatives and the public. Through subordinate supervisory personnel, assigns, trains, supervises and evaluates a large and/or diverse staff. Establishes and enforces the administrative procedures and policies for the division. Approves plans and specifications for improvement projects; makes interpretations of airport requirements relative to plans and specifications for construction. Directs the preparation of the Airport operating budget, the one-year Capital Budget, the five-year Capital Improvement Program and major grants. Directs a variety of special financial studies; coordinates, plans and supervises sale of revenue bonds; coordinates specialized tasks performed by consultants or City task forces. Provides interface with federal air traffic control facility managers to ensure airport operational coordination with air traffic control regulations and procedures. Acts in absence of the Assistant Director of Aviation, as authorized, ensuring that necessary functions are performed. Typical End Results Include A well-trained, highly motivated staff; service and facilities that are provided and maintained for passengers, tenants and visitors at the San Jose International Airport through the application of sound administrative, financial, property, facility management, airport operations, communications, planning, engineering, and environmental compliance principles and practices. 2 DISTINGUISHING CHARACTERISTICS An incumbent in this classification is responsible for planning, organizing and directing the programs of a major division of the Airport Department. Incumbents report to the Assistant Director of Aviation. QUALIFICATIONS Minimum Knowledge, Skills and Abilities Knowledge of the principles and practices of public and business administration. Knowledge of budget preparation and administration. Knowledge of group dynamics and communication skills. Knowledge of principles of capital project planning and management. Knowledge of personnel administration as it relates to a large organization. Knowledge of aviation and airport industry standards, policies, practices, standards and rules. Ability to express oneself clearly, concisely and effectively, both orally and in writing. Ability to relate effectively to employees, tenants and the public. Ability to analyze and evaluate problems, to make appropriate recommendations or to effect appropriate courses of action. Competency Knowledge, Skills and Abilities Knowledge of federal, state and local rules and regulations affecting airport operations. Knowledge of methods of airport financing. Knowledge of noise abatement requirements and procedures. Knowledge of current and proposed legislation as it affects airports and air transportation in general, airport security and safety, and air carrier operations; and Federal Aviation Administration and Public Utilities Commission decisions and regulations. Ability to organize, manage and evaluate a large and/or diverse organization. Special Airport Requirement This Airport specific classification requires each candidate to satisfactorily complete a Federal Aviation Administration (FAA) 10-year employment history verification, which may include a criminal history records check prior to being considered for a position in this class. Education A Bachelor s Degree in Airport or Aviation Management, Airport Operations, Civil Engineering, Planning, Business Administration, Finance, or a closely related field.
