I. Ovrviw for Justic Information Sharing Tchnology (JIST) Th FY2009 Justic Information Sharing Tchnology (JIST) budgt will provid for a total of 71 positions and $93,868,000. Th JIST fund was stablishd in FY2006 to provid rsourcs for corporat invstmts in Information Tchnology (IT). As a ctralizd fund undr th control of th DOJ CIO, it surs that invstmts in information sharing tchnology and infrastructur hancmts ar wll plannd and alignd with th Dpartmt's ovrall IT stratgy and trpris architctur. Th JIST budgt includs $21,000,000 funding for th Unifid Financial Managmt Systm (UFMS). Th UFMS will allow th DOJ to stramlin and standardiz businss procsss and procdurs across all componts, providing scur, accurat, timly, and usful financial and procurmt data to program managrs across th Dpartmt, and produc compont- and Dpartmt-lvl financial statmts. Summary Th JIST account in FY 2009 supports th continud dvlopmt and implmtation of th Law Enforcmt Information Sharing Program (LEISP), Litigation Cas Managmt Systm (LCMS), Scur Idtity Managmt & Communication (SIMC), and Unifid Financial Managmt Systm (UFMS). Th LEISP continus to b a Dpartmt priority, with JIST funds supporting th Dpartmt lvl managmt of this ffort. Th LCMS projct is at a critical stag in its dvlopmt lifcycl. Implmtation is plannd for th Excutiv Officr for Unitd Stats Attornys and th 94 Unitd Stats Attorny Offics in FY 2009. Th JIST account will support th rollout of th LCMS for th six othr major litigation divisions, starting in FY 2009. Th JIST fund continus to support th opration and limitd dploymt of th Justic Consolidatd Offic Ntwork (JCON) and Joint Automatd Booking Systm (JABS). Linkag to Stratgic Goals Svral aspcts of th JIST budgt ar dirctly rlatd to th primary DOJ stratgic goal: Protcting Amrica from th thrat of trrorism. Th Dpartmt s Law Enforcmt Information Sharing Program (LEISP) rprsts a stratgic approach to sharing data with othr DOJ componts, othr fdral agcis and partnrs at th stat, local and tribal lvl. Th program aims to rduc crim and to prvt trrorism by providing an ovrall framwork and th tchnological mans for law forcmt titis to shar information quickly and ffctivly. In addition th JIST budgt will support th dvlopmt and implmtation of LEISP-rlatd databas application systms that will abl stat, local, and Fdral law forcmt agcis nationwid to collct, shar, and analyz law forcmt information on criminal activitis and sparatly, in a mor tightly controlld vironmt, to shar and analyz ssitiv intlligc data. JIST rsourcs ar also intgral to protcting Amrica from trrorism by providing for th planning, ginring, acquisition and implmtation of tchnology that will scur data communications, including an trpris-wid samlss infrastructur for lctronically sharing, procssing, and storing information classifid at th Scrt (S), Top Scrt (TS), and Ssitiv Compartmtd Information (SCI) lvls. Othr aspcts of th JIST budgt will provid Ovrall Mission support to abl th achivmt of all DOJ stratgic goals. JIST will provid for ongoing infrastructur invstmts including JCON, JABS 3

and SIMC. Th JCON Program is an volving infrastructur that provids an xpanding common offic automation platform upon which 16 of DOJ litigating, managmt, and law forcmt componts oprat thir mission-critical applications. JIST funding will b usd to upgrad compont systms that hav passd th d of thir lif-cycl and to upgrad communication and collaboration capabilitis across DOJ. Th SIMC Program provids for crdtialing and authticating prsons using facilitis and computr systms as wll as providing scurity srvics such as cryption for intra- and intr-agcy communications across all lvls of national scurity information. Th SIMC program will sk to dvlop a Dpartmt-wid Entrpris Dirctory that will abl bttr managmt and controls for all systms on DOJ ntworks. Th LEISP is aimd at transforming th way DOJ shars law forcmt information with its local, stat, tribal, and othr fdral partnrs. LEISP is intdd to support multi-jurisdictional, multidirctional rlationships and to promot a cultural chang within DOJ around th practic of information sharing. LEISP is a broad-raching program, not a nw information systm. In ordr to achiv its vision of a cultur of "nd to shar" rathr than "nd to know", LEISP will: Lvrag xisting systm capabilitis, architctural componts, and businss srvics whr plausibl; Ralign othr DOJ initiativs whr rquird in ordr to sur that vry systm bing built focuss on information sharing capabilitis; Rdirct th managmt and xcution of projcts whr prformanc failurs or waknsss hav b idtifid; and Ensur that scarc rsourcs ar dirctd at th most important stratgic goals of th agcy. Th LEISP is th critical DOJ-wid initiativ to facilitat th sharing of what law forcmt knows about trrorism, criminal activity, and thrats to public safty. LEISP will hlp to implmt th information tchnology tools ndd to facilitat timly, appropriat and scur sharing of information across th law forcmt community, and will coordinat fdral information sharing initiativs with thos ongoing at stat, tribal, and local law forcmt agcis. 7

JIST provids for corporat invstmts in scur communications. Intrconnctd information tchnology systms and ntworks ar critical to achiving th Dpartmt's mission. Howvr, this widsprad intrconnctivity also poss nw risks. Our growing dpdcy on ths systms for law forcmt and national scurity purposs has incrasd th pottial damag rsulting from malicious attacks that undrmin and disrupt srvics or xpos ssitiv information to misus. Protcting our IT systms and ntworks, and safguarding th information thy stor, procss, and transmit, is a cornrston of th Dpartmt's IT stratgy. Information scurity is an indispsabl function and a prrquisit to mting mission goals. To ths ds JIST provids for invstmts in a Public Ky Infrastructur (PKI) and in an trpris-wid infrastructur for th transmission of classifid information. Th invstmt in PKI will abl scur communications and information sharing across compont organizational boundaris, provid a strong dpartmt-wid authtication mchanism, support th govrnmt-wid E-Authtication initiativ, and stablish a framwork for communications and sharing with othr fdral, stat and local agcis. Th invstmt in a classifid infrastructur will connct DOJ usrs with th Dpartmt of Dfs (DoD) Scrt Intrnt Protocol Routing Ntwork (SIPRNt) 1 and Joint Worldwid Intlligc Communications Systm (JWICS) 2 and provid compont usrs with th capability to shar information and collaborat with xtrnal agcis that hav rlatd rsponsibilitis for dfding Amrica against th thrat of trrorism and forcing fdral criminal laws. Similarly, a corporat invstmt in a common litigation cas managmt solution financd by JIST will yild long-trm cost savings through th rduction of rdundant invstmts and improvmts in oprational fficicis. Th LCMS program will hlp th Dpartmt oprat mor lik a singl law firm and will abl mor accurat rporting on cas loads and activity across th U.S. Common solutions, in conjunction with data standards, also st th stag for th scond catgory of bfits, oprational fficicy improvmts. Improvd oprational fficicy will b achivd through gratr information sharing. By implmting common data lmts and applying automatd tools to shar information, agts, attornys, and othr staff will hav accss to mor information, mor quickly and asily. Th automatd information sharing tools will b dsignd to liminat tim spt on rtriving and validating information not rsidt in th rqustor s systms, and duplicativ data try, lading to mor fficit litigation activitis and mor ffctiv litigation rsults. Th implmtation of common standards for idtifying and procssing litigation will abl th Attorny Gral to manag and dploy th Dpartmt s lgal staff and casload mor ffctivly. JIST also supports continuing invstmts in stablishd, succssful systms such as JCON and JABS. JCON is a rliabl, scur offic automation systm - using commrcial-off-th-shlf products that provids DOJ attornys, law forcmt officials, and managrs th ability to immdiatly xchang all lctronic data within and btw componts. By providing for th maintanc of th JCON Standard Architctur, ctralizd acquisition managmt, a standardizd systm dvlopmt and implmtation mthodology, configuration managmt and financing for nw systm dploymts, JIST surs introprability and information sharing among JCON componts and thir businss partnrs,.g., courts, othr componts, and fdral agcis. JABS is a succssful information sharing systm that has automatd th booking procss, liminating rdundant, succssiv booking, and stablishd a fdral offdr tracking systm. It provids a "front d" to th FBI's Intgratd Automatd Fingrprint Idtification Systm (IAFIS) by providing an automatd procss for th collction and transmission of fingrprint, photographic, and biographical data. In support of JABS, JIST rsourcs oprat and maintain th Cor JABS data rpositoris, maintain th 1 Scrt Intrnt Protocol Routing Ntwork (SIPRNt) architctur is a worldwid backbon routr systm that intrconncts th intlligc community at th Scrt Lvl. 2 Joint Worldwid Intlligc Communications Systm (JWICS) architctur is a worldwid backbon routr systm that intrconncts th intlligc community at th Top Scrt Lvl. 8

Automatd Booking Station (ABS) softwar/hardwar alrady dployd by th participating componts, and support th booking station quipmt rfrshmt program. JIST also supports th UFMS Program. This Program is an ffort to improv th Dpartmt s financial managmt prformanc by providing Componts with an trpris-wid Financial Managmt Systm and standard procsss that will abl ffctiv managmt of financial rsourcs in support of th Dpartmt s mission, objctivs, and stratgic goals. Th mission of th UFMS Program is to implmt a scur and intgratd financial managmt systm, supportd by standard procsss, and compliant with applicabl statuts and rgulations. UFMS will provid: Information for managrs at all lvls to mak sound businss dcisions for thir assignd aras of rsponsibility; Opportunitis for improvd fficicy from standardizd businss practics; Enhancd systm scurity and financial accountability; and Support to Govrnmt-wid financial and procurmt managmt initiativs. 9

Ovrsight of ths rsourcs and ky programs is critical to thir succss and suring outcoms that support th Dpartmt s mission. As part of th FY2006 JIST Appropriation th Dpartmt has stablishd a Dpartmt IT Invstmt Rviw Board (DIRB). Th mmbrship of th DIRB is composd of Dpartmt of Justic (DOJ) xcutiv officrs and is augmtd by non-voting DOJ rprstativs and compont mmbrs. Th Dputy Attorny Gral (DAG) chairs th board and th Chif Information Officr (CIO) srvs as vic chair. Th DIRB is composd primarily of mmbrs with IT subjct mattr and financial managmt xprtis, thrby providing complmtary prspctivs on th bst us of invstmt rsourcs to improv th managmt of th Dpartmt.
