Development using current technologies available, including PHP, Java, MySQL and XML, to develop powerful and efficient application. Graphic resizing as needed to help make the site more viewer-friendly. Implementation of Website on CRR Server. The entire website should be dynamic in nature with a CMS (Content Management System). The Content Management Infrastructure should give the flexibility to modify the design. Bidder will have to submit three design options to finalize the site colour schemes, layout, images, promotional areas etc. by CRR.

The design, development, database design should make the portal with corporate look, user friendly, easy to access or navigate, and should attract the visitors. There should be an online registration facility. Administrator should be able to gain control over the front end content, edit, add or delete contents of the front end through Administrator Control Panel (ACP). There should be a user management part with different levels of access. Proposed Functionality: Main Navigation Panel: Administrator can add/edit/delete menu, which will change on navigation Project Management System: This is a projects section where Administrator can add basic information of each projects and PI can login and update more information News and Event update: Latest news and events will appear on home page with read more link, after clicking on this, all details will appear Integrated Search functionality: An effective search system integration where user can search any content by entering text in the Search Box Site Map: From this section an user will be able to see the tree structure of all pages/sections and subsection of that site. He/she will be able to navigate from here also. Archive: An archive for all the uploaded News/Events/Conferences/Photos/Videos Visitor Counter: Actual visitors visiting this site will be tracked Online Application form: There will be an event specific dynamic application form through which interested people can apply Video File: Administrator can upload video file or add an video link, it will show on front-end through you tube/jwplayer Photo Gallery: Administrator controlled dynamic gallery containing relevant photos Contact Us: A contact us form with google map integration Event Calendar Any other as per user requirement: The total implementation will have to be in phases, through continuous consultation with CRR representatives. Payment Terms: 100% against successful development of the website to the satisfaction of CRR IIT Kharagpur. 3. Rates quoted shall remain firm till the completion of work. 4. Detailed note explaining the scope of work as understood by the agency and which shall be executed by it/him. 5. Detailed lists / procedures of quality control, which the agency proposes to conduct during the execution of work.

6. The website modules should have free maintenance for a period 12 months from the date of commissioning of the website. 7. The firm should maintain total confidentiality of the information provided by CRR IIT Kharagpur. 8. Deliverables: Bidder has to handover the Source Code, Patches & Releases (If any), all content used in the designing of the Website, along with User Manual, Installation Guide and any other if required for creation of development environment and hosting, launching of the site for the purpose of copyright and intellectual properties. Training and Maintenance Support: Bidder will provide training at CRR premises to 5 staff people without any extra cost. Hardware Requirement and Minimum configuration: Bidder should provide the requirement of minimum hardware configuration, third party software, tools, required for the Website hosting. Copyright and Trademarks: On the bottom of every page, there should be a link navigating to an information page regarding copyright. TERMS & CONDITIONS FOR SUBMISSION OF QUOTATION FOR SUPPLY OF STORES 1. [a] Rate : prices are to be quoted for indigenous items must be on door delivery basis, with showing clearly the following break up:- i) Basic Price ( Price bid shall be mention the price in Indian rupee only) ii) [+] Central Excise Duty, if any iii) [+] VAT/CST (on sub-total price, including Excise duty, if any) iv) [+] Insurance Charge, if any v) [+] Installation and Commissioning Charge, if any VI) Grand Total F.O.R. IIT Kharagpur, Price The rates should be mentioned in the Schedule attached with the Tender Document. Each page of the tender shall be signed in full and stamped with the seal by the supplier. The supplier must clearly state in what capacity he or she is signing the tender. [b] (i) Excise Duty: It may please be noted that Institute is exempted from the payment of excise duty for scientific instrument/equipments, for which necessary certificate shall be provided by the Institute, on request. (ii) Sales Tax/VAT: Extra as applicable (iii) Way Bill: This is issued against Consignment Note and copy of Invoice. Institute does not issue any C or D Form. 2. [a] Consignee: All stores are required to be consigned to the Dean, Sponsored Research & Industrial Consultancy, Indian Institute of Technology, Kharagpur (West Bengal, Pin: 721302). [b] Disposal of Despatch Documents: The Railway Receipt/PWB/Consignment Note along with the relevant bill and three priced challan each in triplicate should be despatched to the Assistant Registrar[ SRIC], I.I.T.,

Kharagpur immediately on completion of despatch. If these documents do not reach the Deputy Registrar[S & P] in time all wharfage/demurrage incurred, if any, will be recoverable from the supplier. 3. Delivery Period: The stores are required to be delivered / despatched within the delivery period mentioned in the order. All offers of delivery should be made ex-stock, and a clear note should be inserted in case ex-stock delivery is not possible. No mobilization advance is payable against the Purchase Order. 4. Quality & Specification of stores: The stores offered should be of the best quality available, unless otherwise specified confirming strictly to the National/International specification. The Institute reserves the right to reject such stores if found unacceptable on these grounds. The guarantee and warranty offered be specifically mentioned. 5. Liquidated Damages: If a firm accepts an order and fails to execute the order, in full or part(s), as per the terms and conditions stipulated therein, it will be open to this Institute to recover liquidated damages from the firm at the rate of 1% of the value of the undelivered stores per month or part thereof, subject to a maximum of 5% of the value of the undelivered stores. It will also be open to this Institute alternatively, to arrange procurement of the required stores from any other source at the risk and expense of the firm which accepted and then failed to execute the order according to stipulation agreed upon. 6. Submission of Quotation: All quotation must be forwarded in sealed cover addressed to the sender of this Enquiry so as to reach within the specified period. The reference to the Enquiry Number and the last date for submission must clearly be superscribed on the sealed envelope. If no counter offer is made in the quotation, it will be taken for granted the offer is strictly in accordance with the specification and terms and conditions laid down in the tender notice. 7. Opening of the Quotation: Every quotation will be opened at the concerned Department/Centre/School/Section of this Institute at the time and on the date indicated on the tender form. Unless otherwise specified, quotation will be opened in Public or in the presence of representative of bidders. 8. Period of validity: A quotation shall remain valid for acceptance at least for a period of 120 days from the date of opening. 9. Income Tax Clearance: Current Income Tax and Sales Tax clearance certificates or returns must be submitted to the Sponsored Research & Industrial Consultancy, IIT Kharagpur, as per existing guidelines in vogue, before submission of final bill for payment, if not supplied earlier. Submission of PAN and Xerox copy of the PAN card is must. 10. Payment: 100% payment will be made to a crossed account payee cheque /demand draft ( DD Comm. to your A/C) on Syndicate Bank, SRIC Extension Counter, Kharagpur after successful development of the website to the satisfaction and thereafter certification of your final bill by the concerned Principal Investigator. 11. Rejection of Offer: The Institute reserves the right to ignores or reject any offer including the lowest without assigning any reason. The Institute does not bind itself to accept the lowest offer. 12. Dispute: In case of dispute, the matter shall be settled mutually, failing which the decision of the Dean (SRIC), IIT Kharagpur shall be final and binding on the bidders. 13. Experience: The bidders should have minimum experience of 2 years of web-site development. The bidder should have experience of working on cross platforms and must have independently handled at least two assignments of a similar size and complexity during last two years. The agency should also have a prior experience in developing websites for this Institute or any other Institute of the same stature. The agency should submit at least one copy of Work Order of such Institutes (of minimum value of Rs. 3 lakhs)

IMPORTANT 1. IIT Kharagpur authority may accept or reject any or all the bids in part or in full without assigning any reason and does not bind itself to accept the lowest bid. The Institute at its discretion may change the quantity / upgrade the criteria / drop any item or part thereof at any time before placing the Purchase Order. 2. In case of any dispute, the decision of the Institute authority shall be final and binding on the bidders. 3.
