La Spezia Province The Province of La Spezia as support structure of the Covenant of Mayors has coordinate the definition and implementation of the 32 Sustainable Energy Action Plan realized in the last two years. Lack of awareness on climate change is still a big barrier for individual and community actions such as require for reduce CO2 emissions in the municipalities. In fact as listed in the SEAP major polluter in small municipalities are private buildings and mobility. One of the main obstacles to implement the SEAP is the lack of financial resources to do the interventions listed in the Plans. A sociological analyses did recently by Kyoto Club with the support of the Ministry of Environment - named CRES Climate Resilient said that training and educate pupils and youngster has the highest potential for peer effect. Financial Pilot Cases 1. Strengthening local public-private partnerships in supporting energy efficiency and RES. The main action is to support the Province of La Spezia to built the Environment and Energy Centre/Covenant of Mayors Office sharing our experiences and capability in increase awareness, educational training for professional and facilitating the creation of Public-Private Partnerships capitalizing also previous Province of La Spezia experiences - INTERREG Italy/Corsica PAST - and such projects as the MED project ZEROCO2, Spendere Senza Soldi (CARIPLO Bank Foundation s Spending without Money ) and Kyoto Club Working Group Finance activities Podgorica, 3-5 December 2014 3

The 32 municipalities have been working to implement its program of Action (SEAP) through: 1. The construction of the Annex to the Building Regulations to standardize energy renovations and new construction over the next few years; 2. Periodic monitoring of consumption of public buildings and control of operating temperatures of the plants; 3. Regular updating of the energy balance in order to monitor the impact of actions taken; 4. The replacement of the lamp bodies in the most dilapidated public lighting systems with more efficient lamps; 5. The replacement of traffic lights with LED lamps; 1. Regarding the new-built, the City of La Spezia has defined the specific contexts of application of mandatory performance standards higher than what requires the Liguria Region. Were chosen specific areas dedicated to buildings only Class A or Class A+, including through the application of incentive mechanisms intended as partial relief from charges builders or as an incentive on the buildable volume on the proportionate reduction of energy use for space heating and summer. 2. Mobilisation funds for investments in sustainable energy at local level The Pilot case aims to develop a common financial proposal for the public building retrofitting included in the 32 SEAPs. In fact one of the obstacles to implement the SEAPs is the lack of financial resources to do the interventions listed in the Plans. The definition of a MLEI Mobilizing Local energy investments - creates also the opportunity to start collaboration with financial players as local banks. With this initial activity the Province of La Spezia hopes to create the necessary capabilities for future Public-Private Partnership. Podgorica, 3-5 December 2014 8

3. Raising awareness and implement energy efficiency upgrading in schools. For each of the six schools will be delivery an energy audit of the buildings as requested by the SEAP approved as preliminary studied to then be included for MLEI funding requested. The energy audit is plan to be done with a bottom-up approach, that means that students and professor will also take part of the process, collecting data and identifying potential actions. 4. Training civil society organisations in energy certification. This pilot activities aim to improve knowledge and capabilities of the technicians in the field of Energy Efficiency in Buildings as requested by the communication activities included in the 32 SEAP approved by the Covenant of Mayors. This needs emerge during the stakeholder s consultation, in fact due to the modification of Building Codes introduced with the SEAP, private companies and freelance need to be update on the new rules.
