Project: Design, Develop, Install, Commissioning and Maintenance of Web Portal for Nepal Rastra Bank ('New-Site'). Financing: Budget of Nepal Rastra Bank (NRB) NRB Plans to replace existing Intranet and Internet Website, hereinafter called 'Existing Site', with a new Unified Website, hereinafter called 'New-Site', with appropriate flexibility and scalability that allows easy modifications to meet future requirements and interfacing with related other systems. The design should utilize internationally accepted standard to ensure security, ease of implementation and system stability, scalability for future expansion. In order to keep up with emerging technologies, NRB requires 'New-Site' be developed using the latest software development tools with appropriate, open technology based, framework and Content Management System (CMS). After understanding the requirements of NRB and details mentioned in the Terms of Reference (ToR), the Consulting Firm/Company shall provide turn-key solution for the entire 'New-Site' including any missing item(s) notwithstanding the detailed Bill of Material (BoM) given in ToR for the successful implementation as well as 5 years support services of the 'New-Site', subject to yearly renewal of the Annual Maintenance Contract. This procurement is for design, development/customization, installation, commissioning, test and maintenance of secured website that encompasses Public Website and Intranet for internal use. The selected Consulting Firm/Company shall be responsible to analyze the requirements; design and develop database, website; commissioning of 'New-Site'; prepare necessary documents and train related personnel as well as live operation of the system for the period of one month before handover. 1. 2. EoI Documents duly completed in English should be submitted on or before the 16 th day of the first date of the publication of this notice on or before 12:00 hrs NST in a sealed envelope. In case of public holiday on 16 th day, applications shall be submitted during the same hours on the next working day. 3. Application shall be opened in the presence of attending Applicants or their authorized Representatives, who choose to attend, at 14:00 hrs NST on the 16 th day from the first date of publication of this notice. In case of public holiday on the 16 th day, applications shall be opened at 14:00 hrs NST on the next working day. 4. Application Forms should be duly filled up and signed by the authorized person with the Consulting Firm/Company's official seal affixed. 5. Information submitted by the Applicants shall be treated as confidential and the application shall not be returned. 6. NRB, however, reserves the right to open documents in absence of the Consulting Firm/Company's authorized representatives as well. 7. NRB also reserves the right to accept or reject any or all applications without assigning reason whatsoever. 8. Application received after submission date and time shall not be entertained. 9. Name of short-listed applicants shall be made public and informed. 10. In case of submission through Post or Courier the EoI form should be received at GSD, NRB within the specified deadline of submission. Terms of Reference of Request for Expression of Interest (EoI) Subject: Design, Develop, Install, Commissioning and Maintenance of Web Portal ('New-Site') for Nepal Rastra Bank. Background Information Established in 1955 under Nepal Rastra Bank Act, Nepal Rastra Bank (now under Nepal Rastra Bank Act, 2002), is the apex body in the financial sector of Nepal. It is an autonomous body, governed by its Board of Directors as mentioned in the Act. The Central Office is located at Baluwatar. In addition to the Central Office, NRB carries out business activities in nine further locations including Thapathali and Sundhara in Kathmandu and seven in principal cities namely Biratnagar, Janakpur, Birgunj, Pokhara, Siddharthanagar, Nepalgunj and Dhangadhi. NRB is responsible for all central-banking activities. These include formulation and implementation of monetary policy, regulation and supervision of commercial banks and financial institutions, management of foreign exchange reserves, printing and issuing of notes, acting as a banker and advisor for the government and government agencies, and banker to Commercial Banks and Financial Institutions (BFIs). Broad Scope of Work The broad scope of Consulting Services includes system analysis, design, develop/customize, install, test, commissioning and maintenance of 'New-Site'. The selected Consulting Firm shall be responsible to design and develop/customize database, interfaces and pages; commissioning of the 'New-Site'; prepare system documents and users' manual; provide training and knowledge transfer programs to related personnel as well as live operation of the system for the period of One month after system cut-over followed by one year warranty. The broad scope of this Consulting Services includes: 1. Study/analyze, design secured Service Oriented Architecture based web architecture; develop/customize, install, test and commissioning of 'New-Site'. 2. Recommend appropriate Database Management System (DBMS) and Platform as well as web development language. 3. Assist NRB to design Data Structure. 4. Recommend and Assist NRB to setup security harden web server and overall webbased system. 5. Design and Develop separate web pages for Nepali and English Languages 6. Design and Develop interfaces for data/file upload. 7. Provide interfacing option for other applications in NRB. 8. Define role based access mechanism for NRB Officials, ex-staffs, account holders. 9. Define role based access mechanism for external stakeholders particularly licensed institutions. Page 7 of 17
10. Specify/recommend required hardware, software and other infrastructures to support the system. 11. Data migration and testing from 'Existing Site'. 12. Provide backup and recovery mechanism. 13. Prepare documents and manuals, including all technical, procedural and operational details as well as any other requirements. 14. Train users and technical staff of NRB. 15. Perform acceptance testing, encompassing Users Acceptance Test and Operation Acceptance Test. 16. Post-implementation warranty for one year after system handover. 17. Provide Annual Maintenance Contract (AMC) and ongoing support. Terms of Supply Approximate expected delivery time is twenty five weeks for study and analysis, design, development, install, testing, training and commissioning plus four weeks of live operation followed by 1 year warranty. Self declaration letter mentioning its eligibility to bid, enough technical knowhow, skill, resources and financial capability, competence and strength, its fairness in the system design and implementation process, no record or involvement in criminal/fraudulent/illegal activities, compliance to any applicable legal instruments. i. The Applicant or its authorized official must sign on each and every page of the EoI application and documents. j. Complete set of EoI submission documents must be properly indexed and orderly submitted. k. An official seal must be affixed with such signature. l. The proposal must contain no interlineations or overwriting except as necessary to correct errors. In each correction, the applicant or authorized official himself/herself must sign to give it validity. m. Short-listing Criteria Application shall be assessed on the basis of the following criteria and abovementioned particulars. Therefore, Consulting Firms/Companies should submit necessary details that would help evaluation. Only those Consulting Firms, who have been short-listed, shall be duly informed in writing after evaluation. Short-listing shall be based on pass/fail criteria as per abovementioned qualification, experience and capacity of the Firm/Company. S.N. Short-listing Criteria Documents Required at the time of EOI Submission* 1. An individual or a Joint Venture (JV) can submit the Bid. In the case of JV, evaluation shall be done on the basis of the roles and responsibilities of the members of JV. However, evaluation of each item shall be done on the basis of the strength of either the leader or the member of the JV, but not jointly. 2. Educational Qualification, Training and Work Experience of 4 Key Staff. 3. The bidder should be a registered company/firm under prevailing laws with at least 3 years of incorporation. In case of JV, lead bidder shall submit a valid memorandum of Understanding (MOU)/agreement among all the members signed by the Authorized Signatories of the companies dated prior to the submission of the bid. The MoU/agreement shall clearly specify the stake of each member and outline the roles and responsibilities of each member. The MoU/agreement shall be exclusively for this project and shall be jointly and severally liable. Attested copies of academic qualification, training and experiences of Key Staff including Certificate of Trainings and Specific Work Experience issued by respective Clients. Copy of Certificate of incorporation and relevant documents. 4. Bidder should have been in the same business for a period exceeding 3 years as on last date of Submission. Bidder must have successfully designed, developed, installed and commissioned secure web-site or web-based software in bank and financial institutions (BFIs) or government agencies or government corporations or public limited organizations within last two years and must be successfully operating for at least one year on the last date of EoI submission. The Bidder should have at least Rs. 1 million and Rs. 5 million of net worth and revenue from software design and development respectively (turnover) on an average for last three Financial Years ending on Final date of submission. Copy of work order / Client Certificates. Copy of the audited financial statements specifying the net worth and revenue from software or web design and development of the company for last three years. * Wherever necessary, proofs should be submitted and should be duly attested by notary public or the Applicant itself as the copy of the original. Note: A Consulting Firm/Company, either Single or member of Joint Venture can apply only in one EoI. To avoid confusion and possible elimination after short-listing, Lead Firm of Association or Joint Ventures are strongly advised to confirm relationships (exclusive or non-exclusive) with selected associates or partner prior to expressing interest. 8. Disclaimer a. Each prospective Consulting Firm/Company should conduct its own study and analysis and check the accuracy, reliability and completeness of the information in this EoI and obtain independent advice from appropriate source before submission of this EoI and later RFP, if short-listed. b. Neither NRB, nor their employees shall have any liability to any prospective Consulting Firm/Company or any other person under the law of contract, for any loss, expense or damage which may arise from or be incurred or suffered in connection with anything contained in this EoI. c. NRB reserves the right to reject any or all of the EoIs submitted in response to this EoI document at any stage without assigning any reasons whatsoever. NRB also reserves the right to hold, or withdraw or cancel the process at any stage under intimation to the Consulting Firm/Company who submits the EoI. d. NRB also reserves the right to modify or amend or add to any or all of the provisions of this EoI document or cancel the present Invitation and call for fresh Invitation. e. Neither NRB nor their employees shall have any liability in case of non-receipt of any correspondence from them to the Consulting Firm/Company due to delays. f. The applicable laws for the purpose of this EoI are the laws of Nepal. g.
