This Request for Information (RFI) is not a request for Proposal (RFP), no contract will be awarded following receipt of information, and there are no commitments with respect to future purchases or contracts. TITLE Development of a read-out integrated circuit. Objective The objective of this request for information is to evaluate both the feasibility and the cost of developing and delivering 10 read-out integrated circuits suitable for hybridization with a 1280x1024 InGaAs focal plane array having a 12.5 micron pixel pitch. Currently available CMOS processes must be used for the fabrication of the ROIC. The designed and delivered product must be free of any restrictions issued by a foreign government or entity. Background Research and developments efforts are currently under way to develop a 1280 x 1024 InGaAs focal plane array (FPA) having a 12.5 micron pixel pitch. To achieve this goal, development of a suitable read-out integrated circuit (ROIC) using currently available CMOS processes is required. The eventual Contractor would only be reponsible for the ROIC, the InGaAs device fabrication and the hybridization to the ROIC will be performed by a third party. Acronymes ROIC Read-out integrated circuit FPA Focal plane array ADC Analog to digital converters CMOS Complementary metal-oxide semiconductor Scope of the work We present here the basic specifications of the desired ROIC produced using currently available CMOS processes and free of any restrictions issued by a foreign government or entity: Property Value Comments Compatible with which FPA InGaAs type FPA size 1280 x 1024 Pixel pitch 12.5 microns ROIC chip dimensions 17.4 x 18.1 mm Frame (read-out) rate 60 Hz Integration and gating Control of variable integration time (through an external trigger) having a duration of 0.1 µs to 16 ms at a frequency ranging from 60Hz to 15KHz Read-out noise < 20 e- @ 16 ms integration time and 60Hz frame rate. < 50 e- @ 0.1 µs integration time and 15kHz integration rate. The frequency and phase of the integration trigger is decoupled from the frame rate i.e. multiple integrations per frames is possible. 18 C ROIC temperature.
Pixel integrator capacity Between 6k and 12k e- Over exposure protection Yes Pixel operability >98% Power consumption < 500 mw In any setting ROIC operation temperature -40 to +60 C range Correlated double sampling yes (CDS) capability ROIC storage temperature -40 to +80 C Intellectual property All the IP developed would be property of the Crown, including all schematics, design files and performance evaluation reports. Answers to the following questions shall provide information regarding the technical challenges of this project as well as important commercial and budget considerations. Note: All the information provided will be treated as confidential; it will not be shared with competitors or any other organization outside DND and PWGSC. Companies responding to this Request for Information should identify potential partners, if there is a need to augment or complement existing company expertise. Questions about your company: Does your company have expertise in designing and fabricating high performance read-out electronics integrated circuits (ROIC)? Technical questions: Based on your expertise, are the preliminary specifications achievable? If not, why? Can they be improved upon, especially in regards to read-out noise? Can you identify other important technical aspects that must be considered? Budget questions and commercial considerations: What are your estimation of the cost and the time frame of this development effort? Can a preliminary schedule and cash phasing be presented? Can you identify other important commercial aspects that must be considered? Can you send us any additional documentation (presentation, report and brochure) relevant to this development effort? CLOSING DATE AND DOCUMENT SUBMISSION Suppliers interested in responding should send their responses (preferably by email) to Gabriel Piras before the closing date and time indicated on the first page of this RFI. All responses and requests for information are to be addressed to: Gabriel Piras Public Works and Government Services 601-1550 Avenue D'Estimauville Quebec City, QC
