BIDDERS QUESTIONS: Question No Question In the Statement of Work, Page 11 of 27, Network Support Specialist - Level 2, Mandatory Requirement M3, the requirement is for a resource who has eight (8) years of experience with Cisco IOS XR in a military classified production environment. As per Amendment 002 (dated 11 October 2012), this Mandatory Requirement was changed to include only Cisco IOS. For consistency should this requirement also be changed to Cisco IOS for the Network Support Specialist - Level 3, Mandatory Requirement M3 as well as in the Rated Requirement R3 for both Network Support Specialist Level 2 and 3? In the Statement of Work, page 5 of 27, Programmer/Software Developer - Level 2 (Online Collaboration Developer) Mandatory Requirement M1, as well as page 6 of 27, Programmer/Software Developer - Level 2 (.Net) Mandatory Requirement M1, can the Crown consider other object oriented programming languages as acceptable? Response Yes, all occurrences of Cisco IOS XR have been replaced by only Cisco IOS. See the updated document (Annex D, Revised Evaluation Criteria EC). For the.net position, the requirement will remain unchanged as we want to avoid diluting the importance of this specific requirement. Consequently would the Crown consider other object oriented programming languages as acceptable? As per Amendment 002 (dated 11 October 2012), System Administrator Level 3 - Page 27 of 27, Rated Requirement R3 was amended to include 'an extended range of versions covered by the criterion R3 to include Microsoft Exchange Server 1.0, 2.0, 3.0 and 4.0'. Please confirm that Mandatory Requirement M2 should also read ' DND will recognize an extended range of versions to include Microsoft Windows Server 2000 and Windows NT 4.0 and Microsoft Exchange Server 1.0, 2.0, 3.0, 4.0'. The rated requirement for the.net developer (R2 page 19) will remain unchanged because we mainly want to rate experience with languages closely related to the Microsoft environment. The rated requirement for the Programmer/Software Developer Level 2 (Online Collaboration developer) will be expanded to C++, C#, Objective C and Java. Yes, we confirm that M2 and R3 will include the expanded set of Microsoft Windows Server 2000 and Windows NT 4.0 and Microsoft Exchange Server 1.0, 2.0, 3.0, 4.0, 5.0 and 5.5. Consequently, would the Crown be willing to adjust the number of years required for maximum points to eight (8) years from the ten (10) years currently stated in the RFP. Page 7 of 27 Web Developer (Knowledge Management) - Mandatory Requirement M5, in reference to Mandatory Requirement #5, would the crown consider removing ".NET (CSS3)" as.net is a framework and does not relate to the other listed front-end technologies? We suggest rewording the requirement to read as follows: "The proposed resources must have a minimum of 36 months demonstrated experience using Cascading Style Sheet 3, Javascript and Asynchronous Javascript and XML (AJAX) in developing interactive web applications". As per Amendment 003 (15 October 2012) - Question #17 states 'related engineering degrees are accepted (electrical, computer, software or data systems engineering). Will the Crown also accept Mechanical Engineering as a related engineering degree? Page 27 of 27 System Administrator - Rated Requirement R3, Amendment 002 (11 October 2012) allowed for experience with Microsoft Exchange Server 1.0, 2.0, 3.0 and 4.0. Will the Crown also allow for experience with Microsoft Exchange Server 5.0 and 5.5? If yes, will the Crown please confirm that this experience will also be accepted for Mandatory Requirement M2? Clustering provides similar high availability and fault tolerance capabilities and also allows Systems Administrators to update one node at a time with updates and patches without taking the entire capability offline. Given the relative medium size of the pool of resources to be managed, will the Crown consider amending the criteria to read '2 points for each year of experience beyond 5 years'? Page 22 of 27 Help Desk Specialist (Bilingual) resource have 10 years experience administering Windows Server and Exchange, however, these 10 years must not necessarily be in a military classified environment. Furthermore, to widen the pool of candidates, we have lowered M1 to 5 years of experience of network administration in a military classified production environment. See the updated document (Annex D, Revised Evaluation Criteria). No, we currently employ VMWare technology and expect the resource to be fluent with this environment. Page 7 and 20 of 27 Web Developer Level 2 - In order to accurately reflect the TBIPS Level of Experience for a Level 2 resource (5-10 years of experience) and to remain consistent with Rated Requirements R2 and R3, would the Crown consider reducing the minimum number years of experience required in Mandatory Requirement M1 to five (5) years and subsequently reducing the number of demonstrated years of experience in Rated Requirement R1 from thirteen (13) to ten (10) years of experience? TBIPS states that a Level 2 resource should have between 5-10 years of total experience. Would it be possible to amend the mandatory and rated for this position, in order to secure a candidate meant for this level. For example: By obtaining the CCIE Certification (which has very stringent technical criteria and is extremely difficult to obtain) this resource can be fully functional at the Level 2 category with the technologies in the Mandatory and Rated Requirements even with fewer years of practical experience. For example: M1, M2, M3, M5 (Minimum 2 years experience) and R1, R2, R3, R5 going to a maximum of 7 years experience in order to score full points. web applications is now 36 months. Yes, we will accept a Computer Systems Technology Diploma as equivalent. Yes, projects developed using the listed technologies (XML, VBScript, ASP, PERL, HTML) will count towards the criteria. We have changed the level of this position to reflect the skills and experience that we require. The Routing Specialist position is now Level 3. We feel the Nato Secret clearance may be too restrictive and limit the pool of resources available. SOW Page 8 of 27, Helpdesk Specialist Level 2, in reference to Mandatory requirement M4, would the Crown consider any Information Technology Service Management (ITSM) or IT Ticket Management tool or application including the stated HP Open View, Ticket Magic or Assyst? SOW, Page 11 of 27, Position: Network Specialist Routing: The requirement for the Level 2 Network Specialist Routing - The skills requested are a very unique qualification with the requirement asking for both CCIE and 10 years experience in a military classified environment with Crypto and Sat experience resulting in it being limited to only a select few individuals. We find that this requirement is so limiting to the number of available resources with this specific combination of skills that this appears to be in favour of the incumbent team, limiting the fairness of the competition. Would the crown consider changing the requirement to remove the CCIE certification and replace it with CCNP which is still a highly sought after skillset and demonstrates a much higher than average qualification for this Level 2 Specialist. The closing date has been extended to Dec. 10 th. Yes, both NATO SECRET and the Canadian SECRET clearances will be accepted. Yes, any off the shelf dedicated ITSM/IT Ticket Management platforms are accepted. Please see question / response 39 as we now feel this concern has been addressed. Page 8 of - de 10
