The policy of the Capital City of Warsaw is targeted at eliminating social and health impact of addictions through limiting the use of psychotropic substances and HIV infections. It is possible thanks to: System approach to addiction issues. Integration of institutions, services, and organisations responsible for the execution of tasks multi-sector cooperation. Integration of actions for preventing addictions and HIV/AIDS. The strategy of the Capital City of Warsaw is defined by: City Programme for the Prevention of Drug Addiction 2008-2011, and in districts: Local Programmes for the Prevention of Addictions. The tasks executed within the city and local programmes are compatible and relative to the current inhabitants needs.

HOW WERE THE PROGRAMMES DEVELOPED City Programes were developed based on the National Programe for the Prevention of Drug Addiction, with the Warsaw characteristics and needs of the inhabitants taken into account. The programmes were not built at an office desk. They were developed in cooperation with representatives of non-governmental organisations, health care centres, scientific research institutes, and Municipal Offices (Social Policy Office, Health Policy Office, Education Office). Social Dialogue Committees actively participated in the Social Dialogue Forum meetings.

City Programme for the Prevention of Drug Addiction 2008-2011 2011 Passed by the Capital City of Warsaw Council The strategic aim of the Programme is to limit of the use of drugs and connected social and health problems in Warsaw IT COVERS THE EXECUTION OF TASKS WITHIN THREE AREAS 1. Prevention. 2. Treatment, rehabilitation and limiting the negative impact on health. 3. Post-rehabilitation and social aid.

Prevention tasks for the years 2008-2010 (number of programmes 12; budget 396.668,00) 1. Information campaign in official and non-official places where young people meet. 2. Promotion of healthy lifestyle among peers by youth leaders. 3. Organisation of free time for young people with risky behaviour as an alternative to using psychoactive substances (among others 12 student clubs). 4. Information and education campaign targeted at people undertaking risky behaviour under the influence of psychoactive substances, in clubs / pubs / dance clubs.

Treatment, rehabilitation and limiting the negative impact on health- tasks for the years 2008-2010 (number of programmes 11; budget 190.221,00) 1. Emergency actions and psychological help for people experimenting with psychoactive substances and their families. 2. Limiting the risk of negative impact on health due to the use of psychoactive substances by drug addicts. 3. Intoxicating and psychotropic substances addiction psychotherapy programmes, and opioid addiction psychotherapy programmes, for the people in substitution treatment programme for Warsaw inhabitants.

Post-rehabilitation and social aid tasks for the years 2008-2010 2010 (number of programmes 4; budget 313.300,00) 1. Post-rehabilitation help within the readaptation apartments programme (7 apartments). 2. Vocational development of the abstinent people addicted to psychoactive substances and as a means of counteracting social exclusion.
