2 The Warsaw Program Is Implemented in Accordance to General Polish Legislations and Policies Concerning Prevention of Alcohol Related Problems 1. The Laws - passed by Parliament: Act of Upbringing in Sobriety and Couteracting Alcoholism 26 October 1982 Act on Counteracting drug Addiction 29 Julay 2005 Act on counteracting family violence 29 Julay 2005 r. Act on Social Assistance of 12 March Current regulations by Council of Ministers - preventive polices for 5 to 10 years: The National Program for Prevention of Alcohol-Related Problems The National Program for counteracting family violence The National Program for Counteracting Drug Addiction
3 National Program for Prevention of Alcohol-Related Problems The assumptions were drawn up by the State Agency for the Prevention of Alcohol-Related Problems PARPA and endorsed by Council of Ministers. The implementation of national Program falls within the mandates of: - The State Agency PARPA - The Ministries of: Health, Education, Labor and Social Policy, Justice, National Defense, Interior affairs in cooperation with the National Broadcasting Council. - The Government Administration and Local Governments at the levels of provinces and municipalities in cooperation with non governmental organizations, churches and groups of mutual help. The State Agency for the Prevention of Alcohol-Related Problems coordinates and monitors the implementation of the National Program and provides support to institutions, organizations and local administration. It submits annual reports to the Council of Ministers. The Council of Ministers: submits annual reports to the Parliament for their approval and allocating budget for the implementation of the program for next years
4 Central and Local Levels of Activities The system for preventing and solving alcohol-related problems as set out in the National Program is based on three complementary action programs which are to be implemented at several administrative levels: The National Program designates the tasks for the national governmental administration the National Broadcasting Council, and the State Agency for Prevention of Alcohol-related Problems; Provincial program is implemented by local administration at the Province level; Municipal program is endorsed by municipality council every year. It is implemented and monitored by the department of social policy of the communes (municipality) bureau. Annual reports are submitted to the State Agency PARPA.
5 Financing Resources National Level: appropriations for the activities of the State Agency for Prevention Alcohol Related Problems and other central administration bodies are speciefied in the budgets of Ministry of Health, other respective Ministres and the National Broadcasting Council. Provincial Programs: finances are allocated in the budgets of individual provinces. In addition the provincial administrations contribute to the implementation of that programs in the form the revenues from collected licence fees for wholesale trade of the beverages that contain up to 4.5% of alcohol. Municipal Programs are financed from: - own resources of the municipalities; - additional revenues that the municipalities income from fees for licenses for retail sale of alcoholic beverages.

7 The Prevention and Help for Children Affected with Alcohol Related Problems in the Family Is Executed within The General National Program (Chapter ) 6.4. Health and psychosocial harm to persons living in families with an alcoholrelated problem, including domestic violence objectives: To improve the psychosocial situation of co-dependent persons. To reduce the extend of violence in the families with an alcohol-related problem. To reduce the threat of social exclusion of members of alcoholism-affected families. To improve the psychosocial situation of the ACAs (Adult Children of Alcoholics) Health and developmental disfunctions among children from alcoholic families objectives: To improve quality and availability of medical services and psychosocial aid for children of alcoholics. To increase the percentage of children from alcoholic families to whom professional assistance was offered.
8 Protecting Children Against Alcohol Related Family Violence There are separate legal regulations according to financing, implementing and monitoring the national, provincial and municipal programs for counteracting family violence. The programs of protecting children against alcohol related family violence are implemented within the general programs for counteracting family violence. The amendment of the act upon counteracting family violence has just been approved by the Parliament and the Senate.

11 The Specifics of Warsaw Program Warsaw according to legal regulation Warsaw Act 2002, is the town with the rights of a county. It is in the same time territorially competentas as commune. The 18 disrticts of Warsaw have their own local administrations and local governments but they have neither full financial independency nor full competences of communes (municipalities). For this reason the Warsaw Program of prevention and solving alcohol related program is implemented on two levels: the central level - Warsaw and on the local one district levels.

16 Municipal Committee For Solving Alcohol - Related Problems and Couneracting Family Violence 18 commites with a multidisciplinary task forces: for assisting children from families with alcohol problem and for counteracting family violence. The committee is collaborating with the Family and Care Court for performing the procedure of obligatory submittal to dependence treatment in cases of persons demoralizing or destroying family life due to alcohol abuse 556 applications submitted to a court
17 The Units For Treatment Alcohol Dependency and Related Health and Psychological Problems Within the Health System in Warsaw Stationary wards for detoxification 4 Stationary wards for treatment alcohol dependence 3 Part time wards for treatment alcohol dependence 5 Out-patients Centres for treatment alcohol dependency 27 Out patient centre for youth with alcohol problem 1 There exist therapeutic groups for children in some of out- patients and part time treatment institutions for adults. The treatment in health system is financed by the National Health Found. For the (un)insurred persons with alcohol related health problems it is paid by social assistance.
