FUEL ECONOMY LABELING REQUIREMENTS FOR NEW LIGHT DUTY VEHICLES 1- SCOPE AND FIELD OF APPLICATION This standard is concerned with the fuel economy labeling requirements of all new incoming light duty vehicles. 2- DEFINITIONS The following definitions are limited for to application of the here-mentioned requirements. 2.1. Light Duty Vehicles (LDVs) Vehicles with a maximum gross weight of 3,500 kg and which are primarily used to transport passengers or goods. 2.2. Passenger Car A passenger car is any light duty vehicle (other than a car capable of off-highway operation) manufactured primarily for use in the transportation of not more than 10 individuals. 2.3. Light Truck A light truck is any light duty vehicle that is not a passenger car or a work truck and includes vehicles described in paragraphs 2.3.1. and 2.3.2 : 2.3.1 A light duty vehicle designed to perform at least one of the following functions: 2.3.1.1 Transport more than 10 persons. 2.3.1.2 Provide temporary living quarters. 2.3.1.3 Transport property on an open bed. 2.3.1.4 Provide greater cargo-carrying than passenger-carrying volume, such as in a cargo van. If a vehicle is provided with a second row seat, its cargo-carrying volume is determined with that seat installed. 2.3.1.5 Permit expanded use of the automobile for cargo-carrying purposes or other non-passengercarrying purposes through: 2

2.3.1.5.1 For non-passenger automobiles manufactured prior to model year 2012, the removal of seats by means installed for that purpose by the automobile's manufacturer or with simple tools, such as screwdrivers and wrenches, so as to create a flat, floor level, surface extending from the forwardmost point of installation of those seats to the rear of the automobile's interior. 2.3.1.5.2 For non-passenger automobiles manufactured in model year 2008 and beyond, the vehicles equipped with at least 3 rows of designated seating positions as standard equipment, permit expanded use of the vehicle for cargo-carrying purposes or other nonpassenger-carrying purposes through the removal or stowing of foldable or pivoting seats so as to create a flat, leveled cargo surface extending from the forwardmost point of installation of those seats to the rear of the automobile's interior. 2.3.2 An vehicle capable of off-highway operation, as indicated by the fact that it: 2.3.2.1 Has 4-wheel drive or is rated at more than 2,721.5 kg gross vehicle weight. 2.3.2.2 Has at least four of the following characteristics calculated when the vehicle is at curb weight, on a level surface, with the front wheels parallel to the vehicle 's longitudinal centerline, and the tires inflated to the manufacturer's recommended pressure. 2.3.2.2.1.Approach angle of not less than 28 degrees. 2.3.2.2.2 Breakover angle of not less than 14 degrees. 2.3.2.2.3 Departure angle of not less than 20 degrees. 2.3.2.2.4 Running clearance of not less than 20 centimeters. 2.3.2.2.5 Front and rear axle clearances of not less than 18 centimeters each 2.4. New vehicle Any light duty vehicle that fits all of the following criteria is recognized as a new vehicle: a. Has not been registered elsewhere before registration in the Kingdom. b. Has not been driven for over 1,000 km. c. Is not older than two model years. 2.5. Model Year The year used to designate a discrete vehicle model, irrespective of the calendar year in which the vehicle was actually produced, provided that the production period does not exceed 24 months. 3

2.6. Model Type Approval (MTA) A type approval certificate that is issued by the entity mentioned in item 2.8.3. 2.7. Vehicle engine size The total volume within all cylinders of an engine when pistons are at their lowest positions. 2.8. Entity definitions 2.8.1. Saudi Energy Efficiency Center (SEEC) The entity which was established to work as the custodian of demand-side energy efficiency in the Kingdom. SEEC performs standards update and advisory to the relevant entities. 2.8.2. Saudi Standards Metrology and Quality Organization (SASO) The entity which is responsible for issuing and updating the standards and regulations and managing inspection and testing activities in the Kingdom of Saudi Arabia. 2.8.3. GCC Standards Organization (GSO) The entity which is responsible for granting model type approval (MTA) to automotive manufacturers or their representatives (only for new vehicles from dealers). 2.8.4. Ministry of Commerce and Industry (MoCI) The ministry which is responsible for organizing and granting the license to the commercial and industrial activities, markets regulation and laboratory registration in the kingdom of Saudi Arabia. MoCI sets required testing as per SASO and GSO standards and regulations. 2.8.5. Vehicle Importer Any entity importing vehicles for sale in the Kingdom, and includes Traders and Dealers. 2.8.6. Automotive manufacturer Any entity manufacturing vehicles for export and sale in the Kingdom. 2.8.7. Trader Any entity importing vehicles for sale in the Kingdom without any alliance with a manufacturer (licensed from MoCI). 4

2.8.8. Dealer / distributor (exclusive or not) Any entity engaged in the import and sales of new vehicles directly from the automotive manufacturers (licensed from MoCI and with agreements with the automotive manufacturers). 2.8.9. Showroom Location at which vehicles are displayed for the purpose of selling inside the Kingdom. 3- FUEL ECONOMY LABEL LIMITS The label fuel economy limits were established to ensure alignment of the incoming fleet with the Kingdom s fuel economy standard. This sections details the fuel economy limits for both passenger cars and light trucks and is valid for models years 2015, 2016 and 2017. 3.1. The label shall have six (6) brackets as follows: 3.1.1. Excellent: Best performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy equivalent to or greater than 14.7 km/l. Light Trucks that have a fuel economy equivalent to or greater than 12.1 km/l. 3.1.2. Very Good: Second best performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy equivalent to or greater than 14.2 km/l and less than 14.7 km/l. Light Trucks that have a fuel economy equivalent to or greater than 11.6 km/l and less than 12.1 km/l. 3.1.3. Good: Third best performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy equivalent to or greater than 13.6 km/l and less than 14.2 km/l. Light Trucks that have a fuel economy equivalent to or greater than 11.1 km/l and less than 11.6 km/l. 3.1.4. Average: Average performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy equivalent to or greater than 13.0 km/l and less than 13.6 km/l. 5

Light Trucks that have a fuel economy equivalent to or greater than 10.5 km/l and less than 11.1 km/l. 3.1.5. Poor: Poor (less than average) performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy equivalent to or greater than 12.5 km/l and less than 13.0 km/l. Light Trucks that have a fuel economy equivalent to or greater than 10.0 km/l and less than 10.5 km/l. 3.1.6. Very Poor: Worst performing vehicles in the market in terms of fuel economy. This refers to: Passenger Cars that have a fuel economy less than 12.5 km/l. Light Trucks that have a fuel economy less than 10.0 km/l. 3.2. The label limits detailed in item 3.1. will be valid for a three model year span. As such, the label limits detailed in item 3.1. shall be valid for 2015 MY, 2016 MY and 2017 MY. 3.3. SASO shall provide the Auto Manufacturers, Traders and Dealers with the updated label limits for 2018 MY, 2019 MY and 2020 MY no later than June 1, 2016. 4- LABELING IMPLEMENTATION AND PLACEMENT The following shall be met by all new light duty vehicles, imported, produced or sold in the Kingdom of Saudi Arabia. 4.1. Phase I 4.1.1. Phase I shall commence on August 1 st, 2014 and shall be applicable to 2015 MY vehicles and onwards. 4.1.2. Showroom Operators shall ensure that the fuel economy label is clearly presented next to the vehicle that the label presents. In any case, the label shall not be placed farther than 100 cm away from the vehicle it presents. 4.2. Phase II 4.2.1. Phase II shall commence on January 1 st, 2015 and shall be applicable to 2015MY vehicles and onwards. 4.2.2. Vehicle Importer shall ensure that the fuel economy label is clearly presented on the rear lefthand side window of the vehicle and is not visually obstructed in any way. In cases where it cannot be installed on the rear left hand window (e.g. single cab trucks and sports vehicles), the label shall be installed on the front left-hand side window. 4.3. Vehicle Importers and Showroom Operators shall abide by the guidelines of this regulation when printing the labels. 4.4. Vehicle Importers and Showroom Operators shall specify the following information on the label: Auto manufacturer name, model year, engine size in liters, fuel economy in kilometer per liter and fuel type (i.e. Gasoline 95, Gasoline 91 or Diesel). Auto Manufacturers, Traders and Dealers shall, also, mark the fuel economy bracket that the vehicle meets using a black arrow as illustrated on the label sample in Figures 1 and 3. 4.5. Vehicle Importers and Showroom Operators shall report the fuel economy values on the label in accordance with MTA issued by GSO. If the vehicle does not have an MTA issued by GSO, then the fuel economy values reported on the label should be the same as the results of the tests conducted in a 7

SASO certified laboratory. If the vehicle doesn t have an MTA issued by GSO nor was tested in a certified laboratory, the fuel economy shown on the label will be provided from the SASO Fuel Economy database. 4.6. Showroom Operators shall ensure that their sales staff is educated on fuel economy ratings and will have to explain their implications for vehicle buyers. 4.7. Ministry of Commerce and Industry, or whomever it chooses to delegate, reserves the right to ban sales of any vehicle where: 4.7.1. The fuel economy label is not displayed next to the vehicle in accordance to SASO instructions mentioned in 4-1. 4.7.2. The wrong information is reported on the label. 4.8. Ministry of Commerce and Industry, or whomever it chooses to delegate, reserves the right to ban any vehicle s entry to the country or sales in cases where: 4.8.1. The fuel economy label is not displayed in accordance to SASO instructions mentioned in 4-2. 4.8.2. The wrong information is reported on the label. 5- LABEL DESIGN AND APPEARANCE 5.1. The font shall be written Arial bold for Arabic and Helvetica for English as illustrated in Figures 1 and 2. 5.2. Labels must be printed on white or very light paper with the color specified in this section. Any label markings for which a color is not specified here must be in black and white. 5.3. The label dimensions and character size shall be in accordance with Figure 5. 5.4. For Phase I Label, the fuel economy brackets shall be color-coded as detailed below and illustrated in Figure1,3, 5. 5.4.1. Excellent Bracket: Dark Green color. 5.4.2. Very Good Bracket: Green color. 5.4.3. Good Bracket: Light Green color. 5.4.4. Average Bracket: Yellow color. 5.4.5. Poor Bracket: Orange color. 5.4.6. Very Poor Bracket: Red color. 8

5.5. For Phase II, the fuel economy brackets shall be printed in Black and White as illustrated in Figures 2 and 4. 5.6. The fields (a), (b), (c), (d), (e), (f), (g) and (h) of Figure 6 shall comply with the following requirements: 5.6.1. Field (a): Shall include the auto manufacturer name and vehicle commercial name. English character font size is 11. Arabic character font size is 12. 5.6.2. Field (b): Shall include the vehicle Model Year. English character font size is 11. Arabic character font size is 12. 5.6.3. Field (c): Shall include the vehicle engine size in liters. English character font size is 11. Arabic character font size is 12. 5.6.4. Field (d): Shall include the vehicle type (i.e. Passenger Car or Light Truck). English character font size is 11. Arabic character font size is 12. 5.6.5. Field (e): Shall contain a black pentagon pointing at the fuel economy bracket that corresponds to the vehicle s declared fuel economy on the MTA. The black pentagon shall include the fuel economy value declared on the MTA to one decimal point (e.g. 15.3 km/l). English character font size is 16. Arabic character font size is 20. 5.6.6. Field (f): Shall include the vehicle s type of fuel; i.e. Gasoline 91, Gasoline 95, Diesel, etc. English character font size is 17. Arabic character font size is 25. 5.6.7. Field (g): Shall include the vehicle s fuel economy in English and Arabic numerals. English character font size is 17. Arabic character font size is 25. 5.6.8. Field (h): Shall include the vehicle s fuel economy rating; i.e. Excellent, Very Good, Good, Average, Poor or Very Poor. English character font size is 11. Arabic character font size is 12. 9
