Wage Range by Occupation Occupation Titles Wage Range Estimated # of Trainees Journeyman Plumber and Pipefitter 30 Journeyman Refrigeration and Air Conditioning Mechanic 10 Apprentice Plumber and Pipefitter 33 Apprentice Refrigeration and Air Conditioning Mechanic 18 INTRODUCTION In 1942, the Division of Apprenticeship Standards (DAS) approved the Fresno Area Plumbers, Pipe and Refrigeration Fitters Joint Apprenticeship and Training Committee (Fresno Area Plumbers JATC) to train Apprentices for the Piping Industry. The JATC serves 600 union members in 4 counties (Fresno, Madera, Kings and Tulare), and is made up of three representatives from management representing the Mechanical Contractors Association and three members from UA Local 246 representing labor. There are 15 signatory employers and 90% of these employers are small business. The UA Local 246 maintain a 18,000 square foot building containing the Union Offices, Meeting Hall, and Training Center. Affiliated with Fresno County Office of Education/Regional Occupation Program, the Training Center offers apprentice programs (Plumber, Pipefitter, Pipe and Rerigeration Fitter) accredited through the DAS. Plumbers service, repair, and remodel existing plumbing systems in residential, commercial, and industrial buildings. Refrigeration and Air Conditioning Mechanics install and retrofit all types of refrigeration equipment, from small air conditioning systems to the air conditioning and ETP 130 - MEC (09/11/12) 2 of 5

Fresno Area Plumbers JATC January 24, 2014 ET14-0911 refrigeration units used in hospitals, schools, and other complex installations. Steammitters/Pipefitters are responsible for designing and installing complex heating systems, special piping for acid, gas, oil, air, oxygen, nitrogen, and ultra-high-purity water and gas systems. Apprenticeship Pilot The Panel is authorized to fund Apprentice training that does not displace any other source of government funds, or replace an existing apprenticeship program approved by DAS. The Apprenticeship Training Pilot Training allows funding for programs sponsored by a JATC. The Panel provides reimbursement for the Related and Supplemental Instruction (RSI) portion of an apprenticeship training program. RSI is delivered as class/lab training that is developed with a Local Educational Agency (in this case Los Angeles Unified School District) and approved by DAS. The program provides reimbursement for 200 hours of RSI plus OSHA 10. All training will be class/lab. For the building trades, where it is not customary for workers to be employed for 90 consecutive days with one employer, the Panel may substitute hours worked for retention. The modified retention period must be no less than 500 hours within 272 days with more than one employer. The JATC is requesting this modified retention period. To ensure ETP does not displace Montoya Funds, Apprenticeship Pilot reimbursement is reduced by $5.00, reducing the priority industry rate from $18.00 to $13.00 per hour. ETP wage for Apprentices will be $20.32 per hour. This is the Special Employment Training Statewide as modified for priority industries which is being used for all apprentice occupations, for ease of administration. The Panel is also funding Central Valley-Motherlode Plumbers, Pipe and Refrigeration Fitters JATC under ET13-0910, but that JATC functions independently. As such, this Agreement will not be considered a repeat. DAS Retention Rates The retention rate for the Apprenticeship Program at Fresno Area Plumbers JATC for the year 2005-2009 was 61.36%. This rate exceeds the Plumbing Industry average at 49.80% placing Fresno Area Plumbers JATC above the industry average. PROJECT DETAILS Training Plan Commercial Skills (90%) - Training will be offered to all occupations to develop high skills levels needed in the piping and plumbing industry. Courses provided include topics such as the following: welding, pipefitting, brazing. Computer Skills (5%) - Training will be offered to Journeymen in computer software programs available while on the job. Topics include Computer-Aided Drafting (CAD), 3-D Drawings Software, and Basic Computers. ETP 130 - MEC (09/11/12) 3 of 5

Fresno Area Plumbers JATC January 24, 2014 ET14-0911 OSHA 10/30 (5%) OSHA 10/30 training is typically delivered to workers in the building trades. It consists of 10 hours of training for Apprentices, and 10 and 30 hours of training for Journey-level trainees. This training is not required as a condition of doing business in California. However, the coursework must be approved by, and the instructors must be certified by Cal-OSHA. The vendor must also have a certified instructor present to confirm attendance. Completion of the training results in a certificate that expands employment opportunities. To ensure that each trainee receives certification, ETP will only consider payment earned upon completion of the full 10-hour course. Commitment to Training Employers will continue to make contributions to the training trust for every hour worked by Apprentices and Journeymen. Safety training is, and will continue to be, provided by the participating employers in accordance with all pertinent requirements under state and federal law. Impact/Outcome Certifications for Journeyman and Apprentice training include OSHA 10/30, Medical Gas Installer, Medical Gas Brazer, Foreman, Industrial Rigger and various welding certifications. Marketing and Support Costs Through newsletters, personal contacts, telephone calls, advertisements via the Internet, emails, its website and participation with the local Workforce Investment Board, the JATC will disseminate class information throughout the year to all Apprentice and Journeyman plumbers and pipe and refrigeration fitters within the local s jurisdictions as well as to the plumber and pipe and refrigeration fitter contractors who employ them. Certain employers have already been recruited, additional recruitment will take place to complete the project and replace any employers whose training needs change since the project planning process began. Assessment of employer-specific job requirements will continue during the contract term. The JATC requests, and staff supports, the 8% support costs used for these purposes. RECOMMENDATION Staff recommends approval of this proposal. DEVELOPMENT SERVICES California Labor Federation in Sacramento assisted with development of this proposal at no cost.
