(Iron Mountain) seeks funding for retraining as outlined below: Founded in 1951, Iron Mountain and its subsidiaries - Iron Mountain Intellectual Property Management, Inc., Iron Mountain Fulfillment Services, Inc., and Stratify, Inc. - together, are one of the largest records storage and information management companies in the world. Iron Mountain and its subsidiaries store paper and digital documents, computer disks, tapes, microfilm and microfiche, audio and videotapes, film, X-rays, and blueprints for more than 120,000 corporate customers. The company also provides services such as records filing, ETP Single (11/01/10) 2 of 5
3 Iron Mountain Information Management, Inc. December 8, 2010 ET digital conversion, database management, packing, transportation, disaster recovery, and information destruction. The customer base is diverse and comprised of commercial, legal, banking, healthcare, accounting, insurance, entertainment and government organizations. Iron Mountain provides services in 38 countries on five continents and operates more than 1,000 facilities worldwide. In California, the company has 66 facilities statewide and employs 1,304 Californians. Iron Mountain will serve as the primary contractor and as the Lead Employer within the group of employers in this Agreement. The primary company site is in Irvine. The subsidiary Stratify, Inc. is in Mountain View; Iron Mountain Intellectual Property Management, Inc. is in San Diego; and Iron Mountain Fulfillment Services, Inc. has facilities in Tracy, Milpitas, and Rancho Cucamonga. The employees from these facilities provide records storage, information management and related services on behalf of customers located both inside and outside of California and will receive training under Job Number 1. Workers from several dozen other facilities that do not face out-of-state competition will receive training under Job Number 2 (SET) or Job Number 3 (SET/HUA), depending on location. (See discussion of High Unemployment Area.) According to company representatives, technology, innovation, and green initiatives are impacting the records storage and information management industry. To remain competitive and grow, the company is implementing several new initiatives to invest in new technologies, increase efficiencies, implement new products, and improve customer service as described below. Iron Mountain and its subsidiaries are planning to hire approximately 50 new employees in California during the term of the proposed ETP Agreement further accelerating the demand for training. Green Initiatives and Products Iron Mountain reports making a significant contribution to forest preservation and environmental conservation by recycling shredded paper for information destruction services. In 2009, Iron Mountain s North America information destruction services recycled paper tonnage equivalent to 8.7 million trees. In California, in 2008, the company reports that it recycled 40,000 tons of paper, 280 million gallons of water, and reduced landfill by 120,000 cubic yards. The company is consolidating its data centers to conserve space and energy, recycling its outdated servers and computing components, optimizing space in several facilities, and reducing power and cooling costs. Iron Mountain is also implementing more sophisticated electrical controls in its facilities and exploring LEED (Leadership in Energy and Environmental Design) certified buildings for future Iron Mountain locations. Research is also underway to assess the use of solar and wind power at its facilities. The growth rate of digital information is accelerating, driven in part by the use of the Internet as a distribution and transaction medium, and the increased usage of Electronic Document Management (EDM) systems. The rising cost and importance of digital information management, coupled with the availability of telecommunications bandwidth at lower costs, results in the need to focus on document management solutions for the complete lifecycle of a customer s information by integrating the management of physical records, document conversion, and digital storage. December 8, 2010 ET PROJECT DETAILS Iron Mountain is requesting the Panel s assistance to provide between classroom/laboratory and computer-based training hours (CBT) per-trainee in the following areas: Business Skills The company is implementing an upgraded document management system (DMS) which converts paper records into electronic documents to enhance access, distribution, compliance, and cost effectiveness for customers; and manages documents through the use of the most advanced digital technology. The system will enable customers to manage all aspects of its records inventory and also serves as a direct line of communication to each Iron Mountain facility. DMS can be used to send electronic retrieval requests to Iron Mountain, to recall previously imaged files for display and/or printing, and to record descriptive information on new files. Iron Mountain expects the new system to improve retrieval time for paper records from three days to 24 hours, with instant access to imaged documents. Company representatives state that this new initiative and associated systems will require extensive retraining of the frontline workforce to implement, market, sell, and service these new products. Staff across all occupations will receive supplemental business skills in communication, data management, negotiation, presentation, and strategic sales. Computer Skills Iron Mountain employees must handle a high volume of customer orders while controlling fuel costs and managing drivers and vehicles in tight time frames. Iron Mountain has recently hired industrial engineers to work with the transportation group to fully implement and update its Roadnet Route Optimization system software. Using advanced industry algorithms and custom routing passes, this system is a tactical, computerized routing tool that optimizes routes and has the ability to balance both profitability and customer requirements. In order to ensure the system is utilized to its fullest capacity, it will be critical for Iron Mountain to provide extensive training to its workforce. Under this proposal, Iron Mountain will provide computer skills training to its warehouse, operations support, information technology, customer service, transportation staff and supervisors/managers in areas such as business intelligence system skills, customer relationship management software, InControl transportation device skills, Oracle software skills, route optimization skills, and Network+ Certification Skills. Continuous Improvement Iron Mountain is implementing an enterprise-wide, systematic approach for productivity and quality improvements using 5S methodology. This quality approach, similar to Six Sigma used in manufacturing, was developed by Iron Mountain and is customized to its industry. The process of implementing this initiative includes planning a course of action, educating the work group, evaluating the work area, initiating the 5S s, measuring results, maintaining the 5S activities, and deploying to other areas to improve effectiveness and efficiencies. Company representatives state that it will be crucial to provide adequate training to all Iron Mountain employees to ensure this new quality initiative is implemented, managed, and effectively maintained. In addition, when there is new equipment, products or work rules, it will be essential to make changes in processes and quality standards. The goal of all of the continuous improvement training is to create a high performance workplace and enhance employee involvement in decision making, change management, leadership, team building, and process improvement. December 8, 2010 ET Commitment to Training Iron Mountain expects to invest approximately $900,000 in training for in California alone, and the company states that ETP-funded training will supplement rather than displace its ongoing investment in the training of its workers. Iron Mountain will continue to provide the following ongoing training to its workforce during the term of the proposed ETP Agreement and beyond at its own expense including basic job skills, safety skills, basic computer skills, ergonomics, workplace violence, performance management skills, new employee orientation, anti-harassment, security awareness, and personal development. The company anticipates that the opportunity for enhanced training made possible by ETP funds will encourage an ongoing financial commitment to training. The proposed ETP-funded training will promote technical skill development for employees, who in turn will be able to increase productivity, effectiveness, and innovation. This will result in the company s on-going financial commitment to training in the future as it grows and expands. Iron Mountain represents that safety training is, and will continue to be provided, in accordance with all pertinent requirements under state and federal law. Special Employment Training/High Unemployment Area The 75 trainees in Job Number 3 work in the cities of Oakland, National City, South Gate, Tracy, Compton, Lompoc, Commerce, and Bell, which are High Unemployment Areas (HUA). These are regions with unemployment exceeding the state average by at least 15%, using the unemployment rate set by the Labor Market Information Division of the Employment Development Department. Iron Mountain is asking for a wage modification as authorized by Title 22, CCR Section 4429(b). However, the company is not asking for a retention modification. RECOMMENDATION For the reasons set forth above, staff recommends approval of this proposal, with the HUA wage modification for Job Number 3 trainees. DEVELOPMENT SERVICES Iron Mountain retained Training Funding Partners (TFP) in Tustin, to assist with development of this proposal for a flat fee of $27,500. ADMINISTRATIVE SERVICES The company also retained TFP to perform administrative services in connection with this proposal for a fee not to exceed 13% of payment earned. TRAINING VENDORS Training will be provided primarily by employees of Iron Mountain.
