WELCOME LETTER: Dear Management Professional, It has been 20 years since the original Government Performance and Results Act (GPRA), the concepts and methods of performance measurement have been taught. As you look to get beyond the concepts, many have encountered the challenges of applying to their agencies. With the GPRA Modernization in 2010, along with the continuous search for best practices, lessons learned, and models to improve performance provide more barriers than solutions. We see enhancements to data collection, reporting, and analysis; yet, the struggles to utilize performance measures to guide decision making throughout all levels of agencies. What if there was a scientific approach to performance measurement and the ability to communicate performance data to various audiences? Could a lifecycle get beyond the concepts, and focused on the applied elements of performance? Our hypothesis is that performance measurement systems can be more science than art, and answer the next generation challenges in management.
