Learning outcome-oriented European training concept for the collision repair process management DE/12/LLP-LdV/TOI/147505 1

Project Information Title: Project Number: Learning outcome-oriented European training concept for the collision repair process management DE/12/LLP-LdV/TOI/147505 Year: 2012 Project Type: Status: Transfer of Innovation completed Current analyses of the car service business show that the share of car repair after accidents is increasing compared to the overall car service business in the car workshops. This implies changed frame conditions for the business processes such as the speed-up of the claims settlement through the digital turntable and networking as well as changed processes and altogether a condensed cooperation between the actors involved. With these changed conditions and the increasing technological complexity of the vehicles new and changed requirements for the workshops emerge. At present the workshops do not have ready personnel that is adequately qualified for these challenges. Therefore, the project developed a European concept of continuing vocational education and training for the collision repair process management. This concept includes the allocation of ECVET credit points and the assignment to the European and national qualifications frameworks. Summary: When the car service business is analyzed more closely it appears that the collision repair process management usually accounts to 60% of the workshops turnover. Additionally, in this business branch all over Europe overproportinate high amounts of coverage are achieved. To allow the car repair shops to protect this field of operations against the insurance companies, the accident claims settlement has to be moved into the center of their operating performance. To this end professional acting employees are necessary who need to be trained accordingly. Furthermore, a technical structure for communication is needed for all participants (workshop employees, manufacturers, suppliers, legal advisers and estimators). The first of such damage claims networks were established in 2009 (e.g. by BMW, Ford, Opel and Toyota) together with insurance companies and enabled the development and evaluation of well-structured data on a rather small scale. Further development of such damage claims networks including the linking of insurance companies and regarding the interfaces with existing workshop management systems, are in full swing. All parties concerned agree that these measures need to be taken all over Europe. In order to secure a good standing for car repair shops, this line of business needs to be managed professionally in all car repair shops across Europe. However, the employees qualifications are currently lagging behind the technical development. Despite the courses offered by the automotive manufacturers for further training in the handling of damage claims networks, a holistic implementation of collision damage management is still lacking. The main objective of the project was to implement and transfer an innovative, Europeanoriented continuing vocational education and training concept for collision repair process management that is linked to ECVET. Employees of car repair shops, training institutions and organizations in the respective partner countries have been qualified to act as disseminators in order to subsequently act as experts ( carriers of know how ). An assignment of the profile to the EQF and NQFs has been done accordingly. The goals have been implemented through the following work steps: Analyses of market requirements regarding necessary national competence profiles in order to pursue collision repair process management. A detailed orientation towards the partner counrtries was followed. Developing of a work process-based, outcome-oriented European profile for collision repair process management and continuing VET curriculum in order to guarantee the required quality. Development of a credit point concept that is related to the continuing VET approach 2

Project Information Themes: Sectors: Product Types: Product information: and that will be implemented by all partners. Endowing the curriculum with credit points. Substantiated assignment of the continuing VET profile to the respective partners NQFs and the EQF on the basis of existing descriptors. Implementing the continuing VET concept in the partners countries and qualifying/training experts (incl. trainers/instructors). Development and participation of sector-specific partnerships for pilot implementations of the continuing VET curriculum. Evaluating the results of workshops and seminars (for continuing training) in order to identify their quality and to guarantee and optimize the assignment of credits. Documenting the results (outcome-oriented curriculum, credit point concept, continuing VET concept etc.). *** Utilization and distribution of results *** Recognition, transparency, certification *** Vocational guidance *** Enterprise, SME *** Continuous training ** Sustainability ** Lifelong learning * Labor market *** Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles *** Education program or curricula teaching material description of new occupation profiles website The hereafter listed products and services have been developed and implemented during the course of the project: 1. A documentation of the market requirements for the collision repair process management in the partner countries. 2. Competence profiles that are required in the partner countries. 3. A sectoral concept for continuing VET for collision repair process management which complies with the market requirements of the partner countries and that considers the demands emerging from ICT usage. 4. An outcome-oriented work process-related European curriculum for continuing VET that complies with quality standards. 5. A credit point concept (ECVET) building upon the curriculum. 6. A profile for continuing VET that is assigned to the NQFs and the EQF. 7. Pilot implementation of the continuing VET concept in facilities of the partner countries. 8. Qualifying disseminators (skilled personnel of the repair shops, trainers, instructors). 9. Substantiation of the continuing VET concept in the partner countries. 10. Evaluation of the results of the pilot phase. 11. Documentation of the results related to the continuing VET profile including the assignments (to ECVET and EQF/NQFs). 12. Documentation of the valorization and the results of quality assurance. 13. A documentation for an extension of implementation in the course of further national and transnational transfers.
