MINUTES OF MEETING ACCESS COMMITTEE HELD TUESDAY 21 JUNE 2011 NOTE: All minutes are subject to confirmation at a subsequent Council or Planning and Strategy Committee meeting. OPEN The meeting commenced at 2.15pm. ITEM 1 APOLOGIES AND LEAVE OF ABSENCE ACTION Cllr Jean Hay AM and Mandy George. Committee Secretariat advised that Mrs Beverley Mathieson is now a Committee member. However, Mrs Mathieson was not yet on the distribution list for June Agenda when it was distributed on 14 June. ITEM 2 ITEM 3 DECLARATION OF INTEREST Nil. CONFIRMATION OF MINUTES The minutes of the Committee meeting held 19 April 2011 were confirmed. MATTERS ARISING It was resolved at Council s Planning & Strategy Committee Meeting held 6 June 2011, that the minutes of the Access Committee of 19 April 2011 be adopted. ITEM 4 MANLY 2015 EXHIBITION The Head of Strategy presented the draft Manly 2015 Master Plan, which is currently on exhibition until September 2011, to the Committee. The Access Committee will formulate a formal submission to the Plan at the 16 August 2011 Committee meeting, focusing on disability access and parking. The Committee requested that a link to all Master Plan documents / information be emailed to Committee members ahead of the 16 August Committee meeting, so that they can forward their comments by email to Community Development before the August meeting. CDC/ Committee members ITEM 5 REPORT- JUNE 2011 ACCESS ITEMS FOR UPDATE & DISCUSSION The Committee was briefed on the progress of previous access matters discussed: Disability parking in CBD; Accessible Manly information; Fairlight Shops accessible parking; accessible bus stops for North & South Steyne; a request for wider laybacks Manly CBD; time-limited disability parking Wentworth Street; Fire Brigade guest speaker; other sites CBD access ramps; enforcement of accessible parking limits Whistler St forecourt. The Committee recommends that: 1. Disability Parking in Manly CBD. Traffic Section advised accessible parking spaces identified in the 2009 CBD Parking Study for North & South Steyne have been implemented. Another accessible parking space on the southern side of Ashburner Street is planned, opposite the existing one. Committee requests member of Traffic Team meet with Committee Chairperson at Ashburner Street site to check suitability of this new accessible parking spot. 2. Accessible Manly Disability Information Council s Community Development Officer has prepared comprehensive information in relation to accessible facilities and parking in Manly CBD and surrounds. Committee feedback was sought. Committee commends this information and requests once feedback has been incorporated, this information be posted on Council s web site. 3. Fairlight shops Accessible parking spaces. Another site meeting was held with the Design Manager to find an alternative spot, as amendments needed to transform the two current spots on William Street to be fully accessible, will mean loss of one of these spots, which is not desirable. Two locations were identified: one further down William Street, which was not supported due to the original problem of the street s slope; and on the northern side of Sydney Rd, within the parallel parking zone before the intersection with William Street, opposite the vet, was preferred, given level access to shops via two existing curb ramps to shops. Committee requests continued discussions with Council engineers to enable a suitable spot for another accessible parking spot with level access to the shops to be identified, to allow people with impaired mobility to park and walk to shops. 4. Request for accessible bus stops along North & South Steyne. Traffic Team confirmed that the relocation of the bus stop from opposite the Novotel to opposite Manly Beach Plaza (20 June Traffic Cttee report) will make it wheelchair accessible in line with the recommendations of the October 2010 Traffic Officer s report. Thus the only bus stop that now needs to be made accessible along this stretch is the one opposite Ceramic Lane. However, Traffic Team advised that a minimum standard ramp is not achievable at this location. Committee requests that Traffic Team liaise with Committee Chairperson to discuss options for making this bus stop accessible. 5. Request for wider access ramps in CBD Traffic Team has now investigated the two locations suggested for wider ramps. Team advises that all ramps on the crossing over the Belgrave St intersection to the Gilbert St bus stands are considered adequate given the pedestrian flow and conformity with Standards. The other location, at The Corso intersection to the Wharf ramps on north and south side of East Esplanade will be further investigated given high pedestrian volumes. Committee requests that the widening of the ramps at The Corso intersection to the Wharf be progressed subject to the approval processes of works carried out in The Corso area. 6. Time-limited disability parking near medical facilities, Wentworth Street. A letter from Spinal Cord Injuries Australia (SCIA) was received 24 April 2011, in support for timed disability parking near Wentworth Street medical facilities (2 spots currently untimed). A letter has now been received from the Local Government Association (25 May 2011, tabled) that they will lobby the RTA to change their policy so that local Traffic Committees can decide whether timed disability parking is justified at a particular locations. Committee requests that SCIA letter be presented to the Traffic Committee along with RTA s letter of 28 January 2011, to progress time-limited accessible parking at Wentworth Street location. Further, that these two spots be time limited: on doctors surgery opening days, to 2 hours, from 8am to 5.30pm Monday to Friday and 8.30am to 12.30pm on Saturdays. 7. Guest speaker from NSW Fire Brigade It was confirmed that a guest speaker from NSW Fire & Rescue s Community Safety Directorate would address the 16 August meeting in relation to regulations and procedures for evacuating people with disabilities from high rise buildings. 8. Enforcement of parking time limits in Whistler Street Car Park forecourt. Committee had requested that a sign be erected, to alert drivers they can only park in this location for only one 2 hour period per day, to counter those who continually return to on a day to monopolise parking. sign indicating 2 hours parking on any 1 day would need to be requested via Customer Request Management (CRM) to Council s Depot. Committee requests that a CRM be lodged with the Council depot to request a sign for the Whistler Street forecourt to inform those parking there, 2 hours parking on any 1 day. 9. Request for accessible parking spot and ramp outside Grand Esplanade apartments, and ramp near Hop Skip Jump stop, near Wharf, West Esplanade. A site meeting was held to ascertain a location for a parking spot and ramp outside Grand Esplanade apartments, and over the road for a ramp at the Hop Skip Jump bus drop off zone. The Committee supports an accessible parking spot outside the Grand Esplanade apartments, the aim being that this parking space would allow people with disabilities to better access the Wharf and surrounding businesses. The Committee requests an accessible parking spot and ramp outside the Grand Esplanade building be further investigated and progressed. CDC/ Traffic Section ITEM 6 GENERAL BUSINESS 6.1 Watson s Bay Aquatic Wheelchair ramp A Manly resident submitted photos and information on the Watson s Bay Aquatic Wheelchair ramp. The Committee requests that this information be held over for discussion at the August meeting. CDC 6.2 Aussie Lift information Information on this portable lift was tabled. The Committee requests that this information be tabled again at the August meeting. Report from: Kathryn Fayle, Community Services Manager To: Access Committee Date: 16 August 2011 Subject: Fire Evacuation for people with disabilities Introduction The Access Committee seeks information on fire evacuation for people with disabilities from NSW Fire and Rescue. 1. Information Melanie Rebane who is the Community Safety Coordinator, Ageing & Disabilities NSW Fire & Rescue, will provide a presentation to the Access Committee.
