1 Attachment D - Option Analysis Acland Street Acland Street Options Criteria 1: Criteria 7: Local access to the shopping strip - by walking, bike riding and by car (parking) Traffic flow and traffic signals Economic impacts and streetscape character A two track terminus (96) Maintain or improve Option 2 - PTV Option Single lane of traffic running along Acland Street from Carlisle to Barkly Street converting it from parallel parking on the north-east side of the street ( ) 7 involving pedestrians and 4 with bike riders, all with motor vehicles. The car parking on either side of Acland Street would be accessed via Irwell and Belford streets on the Coles side and via Blessington or Shakespeare Grove (travelling from Marine Parade) on the Woolworths side of the street. Loading zones in Shakespeare Grove, Irwell & Belford streets: the existing loading bay on Barkly Street extended in length. Acland Street will be closed to Traffic. Irwell and Belford Street are linked through the off-street car park that sits between these streets. The taxi zone outside the Vineyard on Acland Street would be relocated into Shakespeare Grove. street trees are proposed to be removed as part of this option Increased opportunity for footpath trading along Acland Street and as part of the Plaza. An economic and business impacts study of the project found that any reduction in the number of car spaces should directly provide for either improved public transport access or improvements to the public realm to attract additional visitors and allow visitors to stay longer. Conversion of Acland Street to provide greater pedestrian space will not have any significant long-term economic impact upon the performance of business or rental income from properties.

2 Option 4 Council s Option Acland Street would be closed to motor traffic between Belford St and Barkly St. With a Plaza located between Acland Court and the intersection with Barkly Similar to the Option proposed by Michael Kamm and Frank Tisher, Acland Street CRG Road Safety Improvements would be delivered through the removal of motor vehicles in the Plaza section of Acland Removal of 51 Car Spaces to provide for additional footpath areas and track. Loading zones in Shakespeare Grove, Irwell & Belford streets: the existing loading bay on Barkly Street extended in length. Trams and traffic would share the tram tracks between Shakespeare Grove and Belford street. Shakespeare Grove would be made one way running into Acland Street, with both left and right hand turns permitted. The taxi zone outside the Vineyard on Acland Street would be relocated into Shakespeare Grove. street trees are proposed to be removed as part of this option. Acland Street and as part of the Plaza. 3 Fitzroy Street Fitzroy Street Options Criteria 1: Option 1 PTV Option 1 involves relocating the stop 180 metres east of its current location to a new location outside the St Kilda Sports Club near Balluk William Court. The existing stops on Fitzroy Street: 132 on either side of Princes Street intersection and 133 on the beach (west) side of the intersection with Grey and Canterbury Road would be combined with the new stop located between where these stops are currently located. Additional pedestrian crossing would be constructed and aligned with the cycle and pedestrian path that links Albert Park with Fitzroy Street and St Kilda Park Primary School, will also be provided. Option 1 would be the safest option as tit prevents cars turning across the tram tracks, as well as the bike path and walk ways. Grey street intersections. People will be able to reach the platform via signalised pedestrian crossing at the Grey Street end and pedestrian crossings at the Princes Street end. Kerb extensions are necessary to provide shorter and safer crossings over the traffic lane to the tram platforms at the ends of each platform. Option 1 removes two parking spaces as opposed to eight spaces under option 2. People can also use the crossing to walk from one side of the Fitzroy Street to the other to reach businesses, community facilities more directly, without having to walk to either the Princes Street or Grey Installing kerb extensions on either side of Fitzroy Street are necessary to provide shorter and safer crossings over the traffic lane to the tram platforms. Single signalised pedestrian crossing will provide for more convenient crossing of Fitzroy Street for people away from intersections. A traffic lane in either direction would be converted to accommodate the platforms within the existing street width. Traffic modelling indicates minimal impact on the Canterbury Road and Fitzroy St Intersection. Delays at the Grey Street intersection for option 3 are similar to the delays experienced under current conditions. Option 3 performs the best of the options at this intersection with a significant reduction in delay for Fitzroy Street westbound movements. The project options largely retain existing turn and U-Turn movements along Fitzroy Street between Princes Street and Grey The platforms themselves would be the only barrier to vehicle movement and so no right turns or u-turns could occur across the platforms under each option, however outside the platform areas existing turn arrangements would be retained. stop provide greater Option 3a proposed by Paul Yates The new level access tram stop, providing access for all, will be located on Fitzroy Street in a position between Princes and Grey Streets The stop platforms are parallel to allow for right hand turn out of Adina Apartments.
