3 Personal Emergency Evacuation Plan. A Personal Emergency Evacuation Plan (PEEP) is required for all staff and students unable to self-evacuate in an emergency. Provision for staff/students/visitors who are unable to selfevacuate is the responsibility of the organiser of the class/lecture/event/meeting. 5 Disabled Access Guide for New College This building has not been designed for, but has been adapted for the use of persons in wheelchairs, persons who have difficulty with mobility or are infirm. Seating is available. Accessible and standard toilets are also available. Introduction. Founded in 1843 as the library of the Free Church College, The New College Building now serves the University's School of Divinity. New College houses one of the largest theology libraries in the UK, with over a quarter of a million items. Its large and rich special collections include the papers of Thomas Chalmers, J.H. Oldham and James S. Stewart. Location. The New College building is located adjacent to The Mound in central Edinburgh. The building is within one mile of the city centre and two miles of the main halls of residence at Pollock Halls. The campus lies between Mound Place and Lawnmarket, about half a mile south of the Royal Scottish Academy. The nearest railway line is at Waverley Station in the city Centre. The nearest bus stops are located on North Bank Street approximately 80 metres from the New College Building. Numerous bus services stop on Market Street and The Mound. Details of timetables are available from Lothian Buses, from their offices within the city and online from Persons with mobility difficulties arriving by vehicle can access the New College Building from Lawnmarket, North Bank Street and The Mound. 7 Parking. There is limited parking around the New College building and no free parking; all parking bays being permit or pay and display. Pay and Display Parking. City of Edinburgh Council pay and display parking is available along Market Street. Please note that Market Street is on a steep gradient with limited dropped kerbs. Parking on Market Street image. Disabled Parking Bays. There is one university disabled parking bay located to the rear of the building within Semples Close. There is level access to the building from this disabled parking bay via Entrance 4. There is ample parking for disabled badge holders to the front of the building on Mound Place and North Bank Street. Please note that Mound Place is cobbled, on a steep gradient and is not recommended for self-propelled wheelchair users. See Location Map. If you do not hold a valid permit and require the use of a University parking bay, it is recommended that contact is made with your host or the Transport & Parking Office prior to making your journey. 8 Access Routes. Please note that all access routes leading to the New College Building incorporate steep gradients and are not recommended for persons with mobility difficulties or wheelchair users without assistance. 9 Access Route to Semples Close and Entrance 4. Semples Close can be accessed from Castle Hill via a stone archway from the adjacent footpath. The footpaths leading from Lawnmarket to Semples Close have a smooth paved surface and a steep gradient. From the stone archway there is a moderate gradient which leads into a tarmac parking area with a single disabled parking bay. Entrance 4 is located to the rear of this parking area. 10 Outside Access. There are four entrances to the New College building. Entrances 1, 2 and 3 are located within the New College courtyard to the front of the building. Entrance 1. This entrance is located to the right of the courtyard and can be accessed via a flight of curved stone steps. These steps do not incorporate contrasting nosings or tactile coverings but do incorporate handrails to both sides. Entrance 1 consists of a secure set of timber double doors. These doors open outward and incorporate door handles at an accessible height. There is a swipe card point and an intercom located to the right of the doorway. Both are at an accessible height and the intercom is linked to the servitors desk. Steps at Entrance 1 image. Secure door to main lobby image. Entrance 2. This entrance is located to the top right hand corner of the courtyard and is the recommended wheelchair access point. The entrance can be accessed via a narrow stone archway and a small ramp. Entrance 2 consists of a secure platform lift with automatic folding doors. This lift provides access to the Ground Floor of the building. If you require the use of the platform lift it is recommended that contact be made with your host or the servitor prior to making your journey. See Contact Information. 11 Entrance 3. This entrance is located on a level paved surface to the top left hand side of the courtyard. There is currently no level access to this entrance. Entrance 3 consists of a single step and a large single width timber door. This door opens inward, is operated manually and incorporates door handles at an accessible height. Entrance 3 provides access to a small Ground Floor lobby with lockers and a unisex shower. There is access to the Ground Floor prayer room and the library staircase from this entrance. Entrance 2 image. Library staircase image. Entrance 4. This entrance is located within the Semples Close parking area to the rear of the building. This area has a smooth tarmac surface and incorporates a single disabled parking bay. Entrance 4 can be accessed via a short concrete ramp from the parking area. This ramp has a smooth surface and a shallow gradient. Entrance 4 consists of a secure single width door with a raised threshold. This door provides access to the lift lobby on the Second Floor. There is a swipe card point located to the right of the doorway which is within comfortable reach of a wheelchair user. If you are a visitor and require the use of Entrance 4 it is recommended that contact be made with your host or the servitor prior to making your journey. See Contact Information. 12 Internal Access. There is level access to the Ground, First and parts of the Second Floor. Access to the Mezzanine levels and parts of the upper floors is only possible via the internal staircases. There is good circulation space throughout the New College building within corridors and areas which offer level access. The majority of doors within corridors are wide single doors which incorporate door handles at a wheelchair accessible height. Doors within the main corridors remain open throughout the day to promote ease of access. Please note that there are some narrow double doors within the Second Floor corridors. These double doors must be opened fully to permit the passage of a wheelchair. Access from Entrance 4 to the Rainy Hall. From Entrance 4 there is access to the First Floor of the building via Lift 2 or Staircase 3. Upon exiting the lift/ staircase there is level access to the Rainy Hall via two single width doors and a short corridor. These doors will permit the passage of a wheelchair and incorporate door handles at a wheelchair accessible height. From the Rainy Hall there is access to the rest of the building via a set of narrow double doors, a short staircase or a stair lift. The Rainy Hall Cafe. The Rainy Hall is located on the First Floor and can be accessed via a short flight of steps or a stair lift from the main building. Please note that doors at the Rainy Hall entrance are heavy narrow timber double doors. These double doors open outward and must be opened fully to permit the passage of a wheelchair. Within the hall there is ample circulation space and bench seating which will permit a wheelchair underneath. The café servery can be accessed via a wide single door which remains open during opening hours. The servery counter is within comfortable reach of a wheelchair user. 13 New College Library. There is currently no level access to the New College Library. The library entrance is located on the First Floor Mezzanine. The library can be accessed from the courtyard via Entrance 3 and Staircase 10. Please note that due to the age of this staircase there are no contrasting nosings or tactile coverings on steps but there are handrails to both sides. The library entrance consists of a secure set of narrow timber double doors. There is a swipe card point located to the left of the doorway at an accessible height. These doors open outward, are operated manually and incorporate door handles at an accessible height. Following the entrance there are three carpeted steps which lead into the library hall. Contained within the hall are the library stacks, the library helpdesk and the special collections reading room. There are additional library stacks located on the Ground and First Floors which can be accessed via Staircase 5. See Floor Plans for location. Library Entrance image. Library image. The New College Garden. The New College Garden is located to the side of the building and is currently not accessible to wheelchair users. All internal and external access routes to the garden incorporate steps. See Ground Floor Plan for location. Access to the garden from the building is via a secure single width timber door on the Ground Floor. This door opens inward, will permit the passage of a wheelchair and incorporates door handles at an accessible height. There is a door release button located on the steps to the left of the doorway. 14 Computer Labs. There are two computer labs located within the New College Building. Both labs require a swipe card to gain access. See Floor Plans for locations. The Tower Computer Lab is located on the Second Floor Mezzanine. This lab can only be accessed from the Second Floor via Staircase 7. The entrance to the computer lab consists of a secure single width door. This door incorporates door handles at an accessible height. The swipe card point is located to the left of the doorway The William Mason Room is located on the Second Floor. There is level access to this computer lab via Lift 1. The entrance to the computer lab consists of a secure single width timber door. This door incorporates door handles and viewing panels at a wheelchair accessible height. The swipe card point is located to the left of the doorway within comfortable reach of a wheelchair user. Servitors Desk. The Servitors Desk is located adjacent to Entrance 1 on the Ground Floor. The servitors desk is within comfortable reach of a wheelchair user but it is currently not equipped with an induction loop system. The servitor can provide access to the external platform lift and information on departments within the building. See Ground Floor Plan for location. Servitors Desk image. Library Helpdesk. The Library Helpdesk is located within the library on the First Floor Mezzanine. The helpdesk is within comfortable reach of a wheelchair user and is equipped with an induction loop system. 15 School of Divinity Office. The School Office is located on the Ground Floor within close proximity to Entrance 1. The office incorporates a desk which is within comfortable reach of a wheelchair user but it is currently not equipped with an induction loop system. The school office can provide information on departments within the building and answer general inquiries. See Ground Floor Plan for location. Lifts. There are three passenger lifts located within the New College Building. See Ground Floor Plan for locations. The three lifts are listed below: Lift 1. Lift 1 provides access between the Ground and Second Floors. Lift 2. Lift 2 provides access between the Rainy Hall and the Semples Close Wing on the Second Floor. Lift 3. Lift 3 is for staff use only. The lift call points and car controls are at an accessible height. The lift car controls are within comfortable reach of a wheelchair user. The control panel in Lift 2 has braille markings. The lifts have an alarm and emergency call point. There is contrast between the lift walls and floor surfaces. There are no induction loop systems. There are no audible announcers. Lifts incorporate a mirror on the side wall. The lift cars have interior handrails. There are visual floor indicators. The lighting levels in the lifts are good. Lift doors have pressure sensors. Page 14.
16 Stair Lift. There is one stair lift located within the New College Building. See First Floor Plan for location. The stair lift is located on the First Floor of the building within close proximity to Lift 1. The stair lift traverses a short flight of steps to the Rainy Hall and is left active at all times. This stir lift incorporates internal controls and external controls at the top and bottom of the stairs. Stair lift leading to the Rainy Hall image. Platform Lifts. There are two platform lifts located within the New College Building. See Floor Plans for locations. The first platform lift is located to the front of the building and is part of Entrance 2. This platform lift provides access between the courtyard and the Ground Floor. Please note that the platform lift does not remain active at all times and that a key is required to activate it. Lift controls are located within the building to the right of the doorway and within the lift. If the use of this platform lift is required please make arrangements with your host or the buildings servitor prior to making your journey. The second platform lift is located adjacent to Lift 1 on the Second Floor of the building. This platform lift provides access to the lecture theatre on the Second Floor Mezzanine. 17 Stairs. There are ten staircases located throughout the New College Building and several short flights of steps. The majority of staircases do not incorporate tactile coverings or contrasting nosings on steps but do incorporate handrails to one or both sides. See the First Floor Plan for locations. The ten staircases are listed below: Staircase 1. This is the main staircase which provides access between the Ground and Second Floors. This staircase incorporates contrasting nosings on steps and a handrail to one side. Staircase 2. This staircase is of stone construction and provides access between the Ground and First Floors. Staircase 3. This staircase is located to the rear of the Rainy Hall and provides access between the First and Second Floors. Staircase 4. This is the library staircase which is of stone construction and is accessible from Entrance 3. Staircase 5. This staircase is located to the rear of the library and provides access to the lower library stacks. Staircase 6. This staircase is located within the library and is for staff use only. This staircase acts as an escape route in the event of a fire. Staircase 7. This stone staircase is located to the front of the building and serves all floors within the building. This staircase acts as an escape route in the event of a fire. Staircase 8. This stone staircase is located to the front of the building and serves all floors within the building. This staircase acts as an escape route in the event of a fire. Staircase 9. This staircase provides access between the First Floor and the Second Floor Mezzanine at the rear of the building. 18 Toilets. Toilets are located on floors as follows: Standard Male and Female toilets are located on the Ground, Second and Third Floors. Unisex toilets are located on all floors. Accessible toilets are located on the First and Second Floors. The accessible toilets incorporate the following: There is left hand lateral transfer space. There is adequate manoeuvring space. Only the Second Floor toilets incorporate an emergency pull chord. The doors open inward. The widths of the accessible toilet doors are suitable for wheelchairs. There are suitable dropdown and support rails for transfer. The tap type is lever operation. There are no coat hooks. The contrast between the grab rails and wall is poor.
