Focusing on Mobile In 2012 the number of smart-phones in Korea will surpass the number of PCs(desktops + laptops) In 2014 the number of mobile internet users will surpass the number of PC internet users In March 2011 there were 10 million smart-phone subscribers doubled to 20 million smart-phone subscribers by December 2011 (in 9 months) Government services need to match the current trends Widespread usage of: Phones Operation of Call-Centers Internet Development and operation of websites Smart-phones Operation of smart-phone services

Current Mobile Government Services in Korea Picture-phones Mobile citizen services based on SMS and MMS provided through the integrated GIDC (Government Information Data Center) 190 Agencies, 335 Services provided Smart-phones as of mid 2011 173 mobile websites provided through mobile web however most of the content is limited to providing information, and level of mobile web support is low More than 300 public mobile applications have been developed and are being provided Social Media 40 Central government agencies are using private sector blogs as a direct channel for communication with the citizens SNS: More than 100 central and regional government organizations use Twitter, Facebook, etc. to communicate directly with the citizens

Korea s Mobile Government s Vision and Goals

Strategic Plan (1/2) Construction of wireless infrastructure - Establish a high-speed (100 Mbps+) wireless network infrastructure by 2015 that will allow citizens to enjoy the mobile services anywhere in Korea Transform to smarter mobile services - Transform E-Gov to Smartphone-based m-gov Services to be integrated and simplified, while being connected with other related services - Provide a Government mobile service gateway that can suggest services that matches the citizen s needs Elimination of obstacles - Resolve mobile issues such as security, identification, regulation, commission, copyright, etc.

Implications All departments should consolidate the management of their government mobile services : efficiency and security Services need to be upgraded from simple notification to more advanced administrative transactions Focus on compatibility and accessibility Instead of just porting website to mobile, development of new mobile services are needed (talking advantage of the latest technologies) Improvement of security measures and mobile government common security infrastructure recommended Utilization of mobile office as soon as possible (cc)swisscan@flickr.
