In the last two years the CSU has received budget augmentations to enroll more nursing students. The money has been allocated for specific nursing enrollments. Most of the money is earmarked for enrollment in entry-level master s degree programs (i.e., the new enrollees are not registered nurses at matriculation). The relevant language from the 2005 and 2006 Budget Acts reads as follows: Budget Act of 2005: 6610-001-0001, Provision 11. Of the amount appropriated in Schedule (1), $560,000 is to support the development of entry-level master's degree programs in nursing, pursuant to Article 8 (commencing with Section 89270) of Chapter 2 of Part 55 of Title 3 of the Education. Budget Act of 2006: 6610-001-0001, Provision 8. Of the amount appropriated in Schedule (1), $560,000 is to support 280 full-timeequivalent students in entry-level master's degree programs in nursing, pursuant to Article 8 (commencing with Section 89270) of Chapter 2 of Part 55 of the Education. The funding is intended as a supplement to the marginal cost support provided in the California State University's enrollment growth funding, and was provided in recognition of the higher costs associated with entry-level master's degree programs in nursing. NOTE: This document has benefited from the feedback of nursing faculty, staff, and institutional researchers across the CSU system. As a result, the content differs significantly from the original draft that was circulated to the campuses.

Additional enrollment funding was received above the Budget Act and Compact for entry-level master's programs in nursing in 2006-07, and currently the Governor's Budget for 2007 includes enrollment funding above the compact enrollment and budget for generic nursing baccalaureate instruction. Because our nursing enrollment funding from the State is now categorical, our enrollment reports to the State on nursing majors and nursing degree holders must also be categorical. This means we need to revise our data collection procedures to meet the new demands for program-specific data. This year s entry-level (pre-licensure) master s degree programs represent new CSU statesupported ventures. It is not surprising that neither CSUMentor nor had historical Major s that separated nursing students seeking a master s degree into entry-level programs versus the traditional programs, in which students hold RN licenses at matriculation. In spring 2006, we started collecting supplementary information on students with nursing majors to determine what types of programs they were enrolled in on campus. We thought if we knew which nursing majors were registered nurses we could separate the graduate nursing students into the two program types. So far, the supplementary data collected on registered-nurse (RN) status outside of has produced unsatisfying results. The remedy, then, is to change how we document nursing majors in CSUMentor, S (including COSAR Table 3), and D (including COSAR Table 34). When all is said and done the Chancellor s Office wants to report to the State four separate tracks of nursing enrollments: RN-to-: Bachelor s degree objective, for students who are already registered nurses (Major = 12032). Pre-Licensure ( Basic, Generic ) : Bachelor s degree objective, for students who do no hold the RN license (Major = 12031). RN-to- (12032): Master s degree objective, for students who are already registered nurses (Major = 12032). Entry-Level (Pre-Licensure) : Master s degree objective, for students who do not hold the RN license (Major =12031). Thus the coding scheme for nurses reflects the intersection of two elements: Degree Objective and RN Status. The scheme is appropriate for both the Major used in A/S files and Degree used in D files. The four combinations are summarized in Table 1, along with the corresponding error messages that will be implemented. Table 1. Remember that RN status (i.e., yes = registered nurse at matriculation; no = not registered nurse at matriculation) was inserted into the fall 2007 application and entries will be entered directly onto S files from CSUMentor for new students beginning in summer 2007. While only the four general program types identified above will be reported at the system level, The Chancellor s office is aware that many other program types are in operation, and campuses may wish to track these more distinct types of nursing programs. This tracking can be accomplished by using local campus codes. Table 2 illustrates the basic strategy. It starts by naming eight different types of nursing programs. Next each type is categorized by licensure and degree status and objective. Then (hypothetical) local codes are assigned to capture all the necessary variation. Lastly, Table 1 displays the relationships between the (hypothetical) local campus codes and actual systemwide codes that are valid for file transmissions. Table 2. Campuses may use any code they wish, including alpha characters (e.g., NURP, NURS, NURN, NUVN, or LVN BS). Also, please remember that when transmitting files to the Chancellor s Office, campuses must aggregate their nursing data from all local campus codes into just the four coding combinations that generally describe undergraduate and graduate nursing majors: (a) 12031 undergraduate program for pre-licensure students, (b) 12031 graduate program for pre-licensure students, (c) 12032 undergraduate program for RN-licensed students, and (d) 12032 graduate program for RN-licensed students. The following set of items describes the groups of nursing students whose coding is unaffected by the impending changes. 1. Transfer undergraduate students without an RN and enrolled in nursing programs would have 12031 as their Major, just as before. 2. Postbaccalaureate students seeking a second bachelor s degree without an RN and enrolled in nursing programs would have 12031 as their Major, just as before. 3. Graduate students without RN license and BS degrees seeking MS degree would have 12031 as their Major, just as before. 4. Undergraduate students in pre-nursing programs (i.e., fulfilling prerequisite courses) would have 00121 as their Major, just as before. As of fall 2007, 19 campuses offer state-supported undergraduate nursing programs: 13 campuses offer traditional master s degree programs and 9 campuses were funded for entry-level (pre-licensure) master s degree programs. Eight campuses offer nursing degree programs through self-support. Table 3 summarizes programs offered at each campus. Table 3.
